QAQC Works both in office and project site

Acts the Senior Civil Engineer in all disciplines of on going 3 story villas construction

 Verification that company procedures and process are being implemented in accordance with the Project Quality Program and the Company Integrated / Quality Management System.
 Attend all necessary inspections as identified in the approved Inspection and Test Plan (ITP).
 Inspect the production quality to establish if the client requirements are being achieved.
 Shall perform a variety of inspection functions in accordance with governing country’s standards.
 Record and document any and all deviations from the Project Quality Program and the Company Quality Integrated Management System.
 Generate client Requests For Inspection (RFI) where required providing sufficient notice for Hold, Witness and Inspection points. Continually carry out surveillance inspections on the project recording and documenting any and all deviations from the Project Quality Program and the Company Integrated /Quality Management System.
 Review the calibration status of any test equipment being utilized on the project ensuring the equipment is within calibration prior to use.
 Provide support and advice to the construction personnel in relation to the Project Quality Program and the Company Integrated Management System.
 Maintain a good working relationship with subcontractors, JV- EPC and Client personnel.
 Maintain good record keeping of activities carried out and inspection reports, surveillance reports, etc.
 Maintain willingness to learn and support the Inspector providing the on the training.
 Comply with all the Project QAQC requirements.
 Promote the use QAQC practices among workers and subcontractors.
 Any other ad hoc (Co-coordinating policies) with duties as assigned from time to time.
 Assists or leads in the internal auditing of the Quality Management System (QMS) of the project site organization.

Assignment:
Various infrastructure projects in the State of Qatar where the clients are KAHRAMAA, ASHGHAL, QWEA, WOQOD
Job Descriptions:

 Witnessing and sentencing of all site civil-structural, architectural, sanitary-plumbing inspections within their disciplines including laboratory tests.
 Coordinates all site inspections with the site sub-contractors.
 Ensures that all inspection reports are accurate and that all attached documents are current/updated status: (Method Statements, ITP’s, IFCD, and QAQC Procedures).
 Ensures all works is correctly prepared prior to any inspection to undertake.
 Reviews all inspection reports for compliance and keep soft and hard copy compilation.
 Reviews QAQC Work Procedures, Method Statements, and ITP’s of sub-contractors for compliance with good work practices and clients contract specializations.
 Assists the QAQC Manager and Resident Engineer in resolving any site discrepancies.
 Assists the site subcontractors in the resolution of drawing interpretation.
 Coordinates with the site construction engineer and provide assistance when requested.
 Coordinates with the client QAQC inspectors for the resolution of site problems.
 Assists the site QAQC manager in the organization, maintenance and control of the quality system.
 Participates in the auditing of the QAQC system of the contractor.
 Issues Non-Conformance Reports (NCR), Correction Action Reports (CAR), and Site Discrepancy Reports (SDR) in conjunction with the site QAQC Manager.
 Follows up the status of the issued NCR’s, CAR’s, SDR’s.
 Involves in the completion of QAQC site instructions and coordinate their closure including punch lists, snag lists identification and closure.
 Reviews of inspection test packages during the course of construction activities.
 Reviews the sub-contractors Site Inspection Dossiers and recommends corrections.
 Attends the weekly QAQC meetings and other construction related meetings and bring to attention any issues.
 Initiates a scheduled Quality Walk Thru with the client, main contractor for joint observation on quality issues.
 Searches out project related documents through ACONEX System.
 Prepares Daily Activities Reports of Main Contractor and its subcontractors on its manpower, equipment on site, weather of the day, temperature, instructions given or received in coordination with the Site Civil Engineer and HSE Engineer as to keep a reference on any claims from the contractors.
 Prepares a weekly QAQC Report to be submitted to the QAQC Manager and the Senior Resident Engineer.
 Participates in the appraisal of the involved contractors in terms of Quality Works Category.
 Acts as a reliever to colleague QAQC Inspector on its leave.
 Acts as a site civil engineer in absence of such.
 Occasionally presides on QAQC Weekly Meetings as delegated by the QAQC Manager.

 Monitors the progress of subcontractors’ scope of works.
 Review the clients’ approved construction drawings, engineering standards prior for implementation.
 Assists the subcontractors in any work related issues that will affect the progress of the ongoing construction activities.
 Sourcing out subcontractors for the clients’ project, corresponds to its replies on the requirements on certain concerns on the scope of work.
 Reports to the Civil-Structural/Architectural Works Manager on any issues that will arise or has occurred and suggest remedial actions to prevent future occurrence.
 Attends weekly progress meetings with the client, subcontractors and raise any outstanding concerns during the meeting.
 Coordinates with the client’s representatives, subcontractors ‘counterparts, QA/QC personnel, HSE personnel, approved testing agencies on the different issues and needs arising.
 Prepares necessary civil-structural reports to be send to the Civil-Structural/ Architectural Works Manager and client.
 Records events happening on the ongoing work activities for future reference.
 Gives attention also on the subcontractors’ works on quality and safety procedures and issues necessary memorandum in case any deviations found in both aspects.
 Evaluates subcontractors’ progress billing reports as one of the signatories.
 Drafts and prepares construction related documents.
 Evaluates also submitted documents from the subcontractors: Method Statements, Construction Plan, Inspection and Test Plans (ITP), construction drawings .
 Signs the submitted checking advices from the subcontractors on the scheduled date.
 Attends as one of the witness on the inspection and test together with the subcontractor and client’s representative.
 Represents the Company or the EPC Main Contractor in ocular site plant inspection to any prospective vendors, sub-contractors on their facilities.
 Researches on the materials standards and specifications other than the clients’ standard through the use of Internet.

 Leads or acts as the Senior QA/QC Personnel to the Site QA /QC Department.
 Supervises and back -ups the QA /QC Inspector in the concerns of project quality
assurance and inspection both in field works and QA/QC documentations like filing of approved Checking Advices or Request For Inspection (RFI), Inspections and Tests Plans
(ITP), Method Statements for any structural steel erection, architectural, mechanical activities into Certification Traceability Matrix (CTM) compiled to be Final Site Inspection Dossiers.
 Attends and brings to attention some outstanding issues and concerns to weekly QA/QC
Meetings and Construction Meetings for clarification and closed out.
 Coordinates to the Main Contractor QA /QC Department on issues and concerns not tackled during the weekly Construction Meetings.
 Coordinates to the PM, Site Engineer, Planning Engineer, HSE Department on internal issues and concerns.
 Personally checks or with the assistance of QA/QC Inspector on any deviations from the construction drawings occurred on site, the properties of the delivered materials as per construction drawings and packing lists, construction procedures, documentation and filing of outgoing and incoming documents.
 Coordinates to the Main Contractor QA /QC Department and Client’s Consultant on to the schedule and type of inspection and test allotted for the phase of work and punch lists closed out.
 Suggests to the Construction Department on alternatives to some ongoing construction problems.
 Issues and signs documents such as Non- Conformity Reports ( NCR ), Checking Advices,
Inspection and Test Results, Punch lists of Works, Hand over Letters, QA /QC Notes of Meetings,
QA /QC Monthly Reports, QA /QC Close out Reports, Technical Queries.
 Assists the Construction Department in preparation of Method Statements (MS), Inspection and Test Plans (ITP), Project Quality Plan (PQP), Quality Control Procedures (QCP) for Client and General Contractor requirements before commencement of the structural steel erection and other related activities.
 Develops and improves the existing QA/QC Procedures on Steel Works for the Hot Rolled Sections, Pre- Engineered Buildings ( PEB ), Roof Panels, Steel Wall Claddings and Accessories on Methods of Fabrication, Erection, Materials Delivery and Unloading whether on the fabrication workshop or on the site ongoing erection.
 Monitors and logs quality equipment: automatic level, electronic theodolite, total station, mechanical torque wrenches recalibration schedules and gives attention to the acceptable standards required by the Clients such as structure deviations and high strength bolts required torques.
 Functions as Surveyor in checking on going works inspection and Material Engineer for incoming materials for inspection all for QA/QC documentations to ensure the desired quality of products and works to be achieved.
 Gives Quality Awareness Talk from time to time to site engineer, supervisors, workers thru QA/QC Tool Box Talks (TBT) and QA/QC posters.
 Performs as a Job Performer ( JP ) as needed as Permit To Work ( PTW ) Receiver conducting Daily Tool Box Talks ( TBT ) to workers before the start of the day’s activities emphasizing safety hazards and precautions.
 Assists the Main Contractor and Third Party Inspection representative in site visit of the fabrication workshop.

 Represents the Company on any Quality Audit of its Quality Management System.

 In-charge of the implementation, those are the erection, assembly, installation of the structural steel works like roof framings, structural steel stairways, tubular steel trellis, spiral stairways, façades or porte cochere, tubular steel perimeter fences, elevator hoisting beams, building maintenance hooks, retractable generator set hoisting beams, mezzanine floor framings, retrofitted slabs, beams, girders, rehabilitated fascia frames supports. Also sees to it that the phase of jobs will be completed on or ahead of time frame or schedule.
 Monitors manpower, tools and equipment.
 Attends weekly Construction Coordination Meetings with the General Contractor and Construction Management Consultants.
 Monitors the work’s quality in accordance from the approved working drawings, provide certificates of Quality Assurance like welder’s qualification test, welding results and procedures to the Construction Management Consultants and the General Contractor. Attends weekly QA/QC meetings with the General Contractor and Consultants and brings to attention for some QA /QC concerns.
 Ensures, reminds, and implements safety practices and procedures on workers, tools and equipment. Attends weekly Safety Tool Box meetings as required by the General Contractor and brings to attention some safety concerns and issues.
 Attends to progressive billing reconciliations with the Consultant Quantity Surveyors
and follow ups status of progressive billings to General Contractor’s Cost and Accounting departments.
 Provides shop drawings about actual site conditions for Consultant’s perusal, approval, suggestions prior for implementation.
 Computes materials take-off, bill of quantities for every change order works.
 Provides computations to the Accounting Department on the monthly progressive billing reports.
 Signs worker’s Daily Time Sheets, Leave Forms, Gate Passes, Equipment Utilization
 Serves as a paymaster on worker’s weekly wages.
 Corresponds to the General Contractor, whether queries, matters that affect the flow of activities during erection of structural steel works.
 Prepares weekly Accomplishment Reports, QA /QC Reports, Safety Repor

 Supervises the construction, renovation of filling stations in its all trades : architectural, civil - structural, sanitary/plumbing, mechanical \[Under Ground Tanks (UGT), product pipelines, pumps \], electrical.
 Prepares cost proposals for the construction, renovation of filling stations for the Reseller Department’s perusal.
 Prepares and suggests alternative designs especially in the architectural, civil / structural aspects.
 Prepares the documentations like Certificate of Acceptance, Cheque Payment Requests for the Reseller Department to issue.
 Supervises the rehabilitation of the depot’s Vertical Storage Tanks, pipelines as other department needs the services of the TSCD.

Private Practice (Occasional):
 Reviews, comments, signs and seals with PRC No. stamp construction drawings, Bill of Materials (BOM), Specifications of private clients for issuance of required permits both from the local and national government.

 Acts as a Resident Engineer for the Company’s ongoing projects : depot construction, reclamation, quarry activities, pier facilities construction, 442 concrete sheet piles retaining wall for the reclamation project, pier loading / unloading platform, 2 units mooring dolphins, 2 units breasting dolphins, pipe trestle supports, with its 170 vertical and batter piles foundation, post- tensioned 53 meters girder bridge pipe supports from on shore to the loading/unloading platform, armor rocks retaining wall or breakwater, product pipelines, Vertical Storage Tanks shell and ring wall foundation, fire fighting pipelines, electrical systems.
 Responsible for the design of depot loading / unloading facilities on its architectural, civil - structural, sanitary - plumbing aspects : 2 units structural steel loading platforms, 4 Vertical Storage Tanks ring wall foundations : \[ 1- 720 KL, 1-1000 KL, 2- 2000 KL \], overhead / on ground pipe supports, loading area 2, 900 sq. m. concrete pavement, guardhouse on depot and on pier loading/unloading platform, MCC/electrical room, depot drainage systems, field office, firewall, perimeter fence, bund wall, rest room, structural steel bridge type cat walk connecting Vertical Storage Tanks, reinforced concrete retaining wall as protection against soil erosion on the depot’s mountainside real property where it is the source of quarry of filling materials for the reclamation project.
 Prepares in- house cost estimates.
 Does ocular visit /inspection and reports of invited contractors on their fabrication areas, projects done as being provided by their company profiles, site visits on the fabrication area of the contractor’s supplier of concrete piles.
 Responsible for the coordination on government agencies, local government officials, police/military authorities for the issuance of annual permits : mayor’s permit, sanitary permit, building permit, fencing permit, barangay clearance, land zoning permit, assessment for the quarterly payment of the depot’s real property tax, quarry- mining permit.
 Attends meetings of government agencies, local governments regarding issues on environment protection, quarry activities, reclamation activities, pier facilities construction and maintenance, rules on private ports and piers, local ordinances on local labor, peace and order implementation whether provincial and municipal, social problems.
 Prepares reports on : monthly quarry production report on the extracted filling materials for taxation to provincial government, monthly volume of backfilling materials for the reclamation project, monthly evaluation of the contractor’s progressive billing reports, quarterly pollution control reports i.e. oil spills, depot wastes.
 Acts as depot’s Officer In Charge ( OIC ) : monitors product inter tank movements, loading/unloading of petroleum products on tank trucks, warehouse stocks of lubricants, tools and equipment of the depot, reports of incoming products via land and bunkering operations and issues memorandum on depot’s concerns to workers and security guards.
 Supervises the depot facilities housekeeping and maintenance: storage tanks cleaning and repainting, product pipelines draining / de-clogging, monthly run test of generator set, fire pump, fire fighting facilities, deep well pump, degreasing of depot’s loading area pavement from oil spill, bush cutting on the vicinity of the depot.
 Supervises safety measures inside the depot, pier facilities, reclamation as: non-smoking area, oil spill skimming, non- storage of flammable materials inside, electrical hazards.
 Coordinates with the Chief Security Guard on the security of the depot, pier facilities and reclamation.
 Signs workers and security guards Daily Time Records, receipts of out- going products and evaluates workers performances.

 Prepares the structural analysis and design using manual computations and structural analysis and design soft wares available: bulk loading facilities, raw mill building 3, limestone conveyor, electrical maintenance building, drainage systems, bridge connections, air slide supports, bag filter supports, and ducts supports.
 Prepares the in- house cost estimates for the designed projects.
 Prepares bid documents for the designed projects: bid bulletins, bid forms, invitation to bid for prospective contractors.
 Attends pre-bid meetings and takes notes of the minutes of the pre-bid conferences and puts into writing as part of bid documents provided for the invited contractors.

 Responsible for the project inspection if it conforms from the approved working drawings, specifications as being implemented by sub-contractors, projects like : 70 tons capacity, 30 meters long bridge rehabilitation, silica-limestone concrete storage and hoppers, 10, 000 tons homogenizing concrete silo with its 496 vertical piles driven, 20 bored piles for the raw mill foundation, foundation rehabilitation, spray tower, rotary kiln foundation, 60 vertical piles and its hammer mill foundation and building 2, limestone crusher, limestone-clinker-silica conveyor supports, raw mill building, repacking area, hydraulic pumps room, electrical supply control building, duct-bag filter supports, finish mill building, pre-heater building, weighing scale supports, clinker storage expansion, laboratory building. These includes the civil - structural aspects of the projects: survey, excavation lay-out and staking, earthworks, formworks, rebar fabrication and installation, concrete placing, structural steel fabrication and erection.
 Evaluates sub-contractors’ progressive billing reports, request for project time extension, concrete pouring permits, cement supply requests, certificate of acceptance and suggests recommendations to the Chief Inspector if the said works are acceptable.
 Renders inspection works also on mechanical works like: refractory works on rotary kiln, ducts installation, bag filters installation, ball mill, hammer mill, finish mill alignments.
 Assists the sub- contractors on their project needs like tools, equipment requests.
 Attends the weekly Construction Meetings together with the consultants and sub-contractors, brings any concerns in attention if such concerns were not any actions done on that week.
 Inquires queries on the working plans feasibility from the consultants, also to other engineers of different disciplines.
 Prepares weekly progress reports of projects handled contrasted from the sub- contractors’ reports.
 Does ocular inspection and report on new supplier like concrete on their batching plant’s conditions.
 Acts as a watchman in the batching plant when there are concrete work activities.

 Responsible for the project inspection if it conforms from the approved working drawings, specifications as being implemented by sub-contractors, projects like : Spine connection building, drainage system, rehabilitation of roof trusses, Hermetic Area extension. This includes the civil - structural aspects of the projects : survey, excavation lay-out and staking, earthworks, formworks, rebar fabrication and installation, concrete placing, structural steel fabrication and erection.
 Attends weekly Construction Meetings together with the Consultants and sub-contractors.
 Provides design data needed by the designing engineers on different disciplines as gathered from client’s requirements.
 Assists in ocular inspection and writes reports on the invited contractors on their fabrication areas, projects done as being presented by their company profile.

 Supervises the General Contractor’s phase of works like : rebar works, concreting works on beams, columns, slabs, masonry, finishing and tile works.
 Attends weekly Construction Meetings.
 Prepares documents like Notice To Proceed (NTP), Inspection Works, Turn-Over Letters to Sub-Contractors.
 Coordinates with Sub- Contractors, Consultants on issues, concerns arising while on the construction is on progress.
 Receives written instructions from the Project Manager, General Foreman, Consultants.

 Prepares working drawings through manual drafting to be presented to the developers’ concepts on house renovations.
 Prepares in-house cost estimates.
 Supervises the developer’s ongoing projects: house units renovation, perimeter fencing.
 Acts as a purchasing officer in canvassing and purchasing materials for the ongoing construction.
 Acts as a paymaster on workers’ weekly wages.

Acts as a warehouseman, material controller and timekeeper.
 Prepares weekly payroll of workers.
 Receives everyday construction notes from the Construction Engineer.
 Issues working drawings, have it blue printed or photocopied.
