•Establish a fully functional centralized PPP Unit that is capable of leading & managing the Dubai Government’s PPP Program.
•Develop the PPP framework, policy and guidelines for Dubai Government’s PPP program.
•Promote PPP modality within the government, provide guidance and support to line agencies in structuring & implementing PPP projects.
•Study (technically & financially) and approve potential PPP projects submitted by line agencies and develop a rolling project pipeline.
•Ensure that PPP projects are prepared for competitive market bidding, such that all financial and technical risks are adequately identified, quantified and allocated.
•Communicate with potential investors and financiers providing information about the PPP program and project pipeline.
•Assist in the development and monitoring of Dubai Government’s annual infrastructure projects budget.
• Lead and manage development and PPP projects in reference to defined business needs and international standards.
• Prepare and monitor Agency and Department yearly budget. Review the financial performance of the agency and department on regular basis against the budget.
• Study all new commercial and strategic projects and prepare relevant financial feasibility studies. Analyze feasibility results and provide relevant recommendations to the management.
• Prepare detailed Financial Models, incorporating projected financial statements, free cash flows, project /company valuation, revenue models and return on investment models.
• Review and analyze the assessment results and define the potential areas of improvement in conjunction with the business and market needs towards increasing revenue along with customer satisfaction.
• Prepare costing models to evaluate the viability of new services in order ensure that the targeted cost recovery ratio (CRR) is achieved.
• Develop and maintain benchmarking framework for Economic parameters impacting Public Transport services. Establish effective costing modules to govern the various cost aspects of Public Transport services focusing on integration and enhancing efficiency.
• Identify & prepare terms of reference (TOR) and request for proposal (RFP) for potential development projects in accordance to the recognized international standards and excellence framework.
• Align organizational development opportunities with strategic directions of the whole organization based on sound analysis of internal strengths, weaknesses and with consideration of external opportunities and strengths.
• Develop and coach respective team members by conducting knowledge sharing exercises/sessions.

Key responsibilities included: Prepare and maintain complex Financial and Business models, enabling deal structuring and negotiations, preparing Revenue Models, conducting detailed industry, market research and other financial and business diligence, producing Business Plans, Presentations, Reports and Information Memorandums, performing Qualitative and Quantitative reviews of Investment Opportunities.
Provide support and advice to the CEO as may be necessary in managing and growing the business. Advise the CEO regarding new investment initiatives.
Lead active monitoring of investments in portfolio companies, including monitoring of compliance with the company financial, environmental, insurance and legal requirements.
Preparation of Financial Models (including detailed Financial Analysis, Projected Financial Statements, Project/Company Valuation, comprehensive Investment Analysis) and related Marketing Documents including; Information Memorandums, Investor Presentations, Teaser Documents, Pitch books & Investment Analysis Presentations; for Retail and Institutional Clients and provision of requisite financial advisory services.
Review and analyze historical and projected financial statements. Conduct industry and market research and assist in business development efforts.
Liaise actively with clients to ascertain business needs and provide respective advisory services.
