• Support the QHSE Manager and team with planning, coordinating and implementing of effective HSE policies, guidelines and procedures to ensure that the department objectives are met.
• Support QHSE Manager to ensure that agreed upon corrective actions are properly addressed and supported with adequate resources in a timely manner.
• Provide support to the departments on the implementation of Company OMS & ISO 9001, ISO 14001, OHSAS 18001.
• Provide technical support and guidance to Site management and Site HSE personnel.
• Train and develop Site-level management and Field personnel by providing technical and organizational (safety culture) training, guidance, advise, and mentoring.
• Oversee, assess, and insure that Site-level HSE System conforms to and complies with all relevant regulatory bodies in Kuwait.
• Assist with developing HSE plans that comply with Company policies and procedures as well as client requirements
• Ensure training, tool box meetings, and drills are implemented as part of the company’s training and HSE program, i.e. emergency response systems, etc.
• Investigate and complete the process for close out of all Accident Investigation Reports and prepare/submit lessons learned to the QHSE Manager for promulgation to the management.
• Conduct HSE trainings and orientation to all new employees.
• Ensure all worksites are HSE compliant with Company policies and safety standards.
• To abide by the Company’s and KOC contract HSE reporting requirements.
• Co-ordinate employee HSE training requirements with vendors to KOC standards
• Maintain relevant HSE logs and documentation.
• Assist in the compliance of applicable laws and regulations.
• Prepare applicable HSE reports as necessary & follow up with all Departments for all the required HSE reports.
• Observe HSE regulations, wears all required safety equipment, encourages safe working practices, corrects obvious hazards immediately or reports them to the proper personnel.
• Ability to work with employees and achieve cultural change in the face of potential resistance
• Maintain positive and proactive relations with managers and employees, as well as our customers and regulatory agencies.

• Perform additional duties as assigned by HSE manager.
• Walk the Service Base Workshop floor & Yard on a regular basis to establish HSE presence and provide support.
• Conduct daily and weekly HSE Meetings/Trainings and schedule as needed.
• Perform Facility & Field HSE Inspections on a regular basis.
• Assist Management staffs during Field visits/audits as part of their annual targets.
• Ability to evaluate PPE and ensure proper use and maintenance of PPE
• Have knowledge and enforce compliance of Local Regulatory requirements of Kuwait & Clients including company HSE policies and procedures.
• Ability to oversee Hazardous Waste Storage area and ensure regulatory agency compliance i.e. labelling, containment, proper disposal, documentation, etc.
• Assist in emergency response and provide first aid treatment.
• Oversee Behaviour Based / Observation Safety Programs.
• Help develop Job Safety Analysis (JSA), Task Risk Assessments (TRA), Lifting plans for various Task for Service base and Field Service activities.
• Ensure compliance to Permit to work requirements at service base.
• Gather all necessary information required for Scoring systems for Safety Incentive/Award Programs.
• Assist in administering and maintaining compliance programs such as LOTO, Hazard Communication, EAP, Hearing Conservation, Hot Work, Respiratory Protection, etc.

•Development and Implementation of HSE systems within the organization
•HSE Training of employees to ensure good safety practices in the organization.
•Creating awareness among employees for better understanding of HSE related activities and to facilitate well being of employee.
Promote occupational health and safety within the organization.
•Develop and monitor occupational health and safety systems, including policies, procedures, Codes-of-Practice and manuals.
•Participates in HSEMS audits of the company and facilities. Monitors development of corrective action plans and implementation of corrective actions.
•Co-ordinate all activities to inspect and test machinery and equipment including personal protective equipment and associated recordkeeping.
•Implement appropriate control measures to ensure that the organization is aware of and complies with all legislation in relation to the use of its plant, equipment and substances, as well as in all workplace activities.
•Participate and assist Supervisors/Managers in the investigation of accidents and unsafe working conditions and study possible causes of accidents in order to recommend remedial action. Ensures effective operation of company incident reporting procedures and dissemination of incident information across the company.
•Monitors adherence to Company safety policy and HSE Management Systems requirements by contractors. Works with contractors to ensure compliance.
•Identifies need for, monitors and participates in technical/safety system audits and inspections.
•Monitors standards of and provides training and advice on modern methods of occupational / operational safety.
•Contributes to and is involved in organizing meetings, seminars and specific presentations. Organizes safety awareness programs and other safety initiatives.
•Provides inputs on the safety aspects of training, competency assurance and organizational development. Involvement on the delivery of in-house training as per the companies HSE training matrix and risk assessment requirements.
•Supports Emergency Response coordinator for large scale drills and exercises and on-site and off-site emergency planning.
•ISRS (International Safety Rating System) - Planning, implementation, documentation and control
•To provide advice and guidance to the project management team and onsite personnel, when there are deviations from the companies HSE management system, standards or recognized industry best practice.
•Participates in the company HSE Award process. Proposes and drives other safety performance improvement initiatives.
•To review/audit onsite processes such as Radiography, welding, scaffolding, and confined space work etc, and notify deviations from procedural requirements.
