Duties and Responsibilities
• Daily monitoring of construction activities for civil & architectural works in compliance with the construction drawings, method statement, relevant contract documents, safety concerns and Qatar Construction Specifications (QCS).
• Conduct inspection for Civil & Architectural Works as per the Request for Inspection & Test (RFIT) raised by the Contractor in accordance with the Inspection & Test Plan (ITP), such as, Pre-Pouring Inspection for formworks & reinforcements, Checking & Conduct Site Test for Ready-mix Concrete prior to placement and Conduct Post-Inspection of the Hardened Concrete, for all other types of permanent works (Civil/Structural & Architectural works) from construction of foundation and the succeeding levels of the building construction up to the roof.
• Conduct daily surveillance for the on-going site and communicate with the Contractor’s site in-charge if any deficiencies observed through raising a Site Deficiency Report (SDR) & Non-Conformance Report (NCR) for record and monitor rectification works for the closure, site quality task briefing & good workmanship awareness and closure.
• Review structural, civil & architectural works’ documents, namely, materials submittals, shop drawing and method statements. Conduct workshop with the contractor, installers, suppliers, and subcontractors for smooth and quality review of the documents.
• Monitor the required initial tests and its frequency test of the materials utilized & installed in the permanent works.
• Coordinate with the Designer for any clarification and unknown data in the IFC drawings that requires revision to suit actual field conditions.
• Daily monitoring of construction activities in compliance with the construction drawings, method statement, relevant contract documents, safety concerns and Qatar Construction Specifications.
• Gather data and update Engineer’s Daily Report and the Progress-Accomplishment Report.
• Make at least two (2) Construction Surveillance Reports (CSR) per week and submit to the Resident Engineer for review and update the overall record of officially issued CSR.
• Coordinate with the QA/QC, Construction and Safety Department’s site personnel all site implementation issues and concerns encountered prior to reporting to Resident Engineer.
• Take daily site progress photographs, upload to the office electronic file and develop weekly & monthly photographic reports submit to the Resident Engineer/Construction Manager.
• Follow-up the closure of the Non-Conformance Report (NCR) raised in connection with the issued CSR with the Contractor’s QA/QC and Construction Department.
• Designated as a Station Key Interfacing Dates (STKID-03) Coordinator (PMC Representative) for final joint inspection of energy, telecom and tunnel ventilation rooms to be handed over to the Energy, Tunnel Ventilation & System Contractors.
• Conduct daily surveillance at the site to ensure avoidance of the non-compliant permanent works in the site.
• Ensure that the approved method statements issued by the contractor are being implemented at the site.
• Monitor at the site the required samples as per the code and specification requirements in order to send to the test laboratories.
• Evaluate the test results coming from the laboratories.
• Track and monitor the work program and make report for the catch-up program to cope-up any delay.
• Familiarize the contract documents and assess the contractor’s scope of the work.
• Monitor always site permanent works if it is as per the structural IFC drawings and assess and understand the correctness of the IFC drawings.
• Check and monitor the materials procured by the contractor are compatible to the related specification and material samples provided by the contractor.
• Planning the work in a 24-hr rotation and spearheading the daily activities and progress related to the excavation, bored piling, foundation, piers and its bridge deck girder in accordance with the approved working drawings and close coordination to the consultants and the concerned authorities.
• Make planning for procurement and requisition for the requirements of manpower, machines and materials. And monitor its utilization and off hiring.
• Coordinate with Technical Department the submittal and approval of FCR which requires changes and revisions of drawings and method statements on the on-going permanent works.
• Submit Daily Progress Report to the Section Engineer/Site Manager.
• Coordinate with QC Section for the daily quality inspections.
• Planning the daily operational work and coordinating with other Shift In-Charges.
• Supervising daily operation activities and progress and submitting daily progress/process report.
• Submitting request for Inspection/Maintenance Works to the Maintenance Sections and coordinating with the Site Maintenance Personnel during inspection and quality control testing necessary for the works.
• Coordinate and Monitor the daily progress of the Testing and Commissioning works conducted by the Main Contractor duly supervised by the designated Consultant.
• Take the daily required various samples and store in the STP laboratory and have it ready for testing.
• Planning the work and spearheading the daily activities and progress related to the relocation and diversion of the works of existing utilities that affects the rail alignment in accordance with the approved working drawings and close coordination to the concerned authorities.
• Monitoring the progress and checking the proper procedure during performance of various soil investigations and testing.
• Organizing the weekly coordination meeting on traffic management plan with the Engineer and RTA/Traffic Police.
• Supervising the construction and maintenance during implementation of the traffic diversion.
• Coordinating with the subcontractors, for the planning the work prior to the construction of bored piles, pile cap, pier column/shaft/cap in accordance with approved drawings and particular specifications.
• Adhering to the highest international standard on health, safety and environment.
• Preparing Bill of Quantities necessary to the scope of temporary working area in the preparation of the permanent works.
• Inviting subcontractors/suppliers for evaluating the quotations and awarding of contract.
• Arranging & organizing required manpower, materials & machineries for 24-hour double shifting work.
• Planning the work and making requisition of materials, manpower and machineries required.
• Supervising daily activities and progress and submitting daily progress report.
• Submitting request for Inspection to the Engineer and coordinating with the Site Inspector during inspection and quality control testing necessary for the works.
Handling the preparation, submission and processing the approval of:
• Monthly billing to the owner duly checked and reviewed by the consultant.
• Construction drawings, request for time extension and variations and extra work orders.
• Planning the inventory and monitoring the progress of the daily quality control testing required at site.
• Submitting the monthly materials quality control testing progress report to the Engineer or Consultant.
