Role Summary
Cost Manager of Commercial Team

As the Cost Manager, I am responsible for post-contract services, including the procurement of subcontractors, interim valuations, variations, assisting in change management, finalizing EI, preparing ROM estimation, value engineering, and handling other tasks from the PMC and client.

Key Responsibilities
• Developing cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.
• Preparing preliminary Project estimates/Budget.
• Preparing benchmark Estimates
• Analyzing the Soft cost, pre-operational costs, developer costs, Inflation, Early warning and Contingencies etc.
• Prepare tender documents/RFQ.
• Tender Evaluation and recommendation to client
• Procuring Consultancies and Contractors
• Finalize the Contractor’s Interim Payment Application and prepare the payment certificate and recommendation for client approval.
• Assessing the variations, claims and valuation under different contracts.
• Administering the Change control management.
• Preparing detailed cost reports and cash flow forecasts.
• Value Engineering.
• Preparing Measurement & Bill of Quantity
• Contractual correspondences.

This development covers over 1.2 million square meters of mixed-use space, featuring residential and commercial units, luxury hotels, high-rise buildings, food & beverage outlets, bridges, and landscaping. (Parcels 4.05, 503, 504, 5.05 & 5.06)

Role Summary
Project Quantity Surveyor

As a member, I oversee delivering post-contract services, including finalizing the Contractor’s Interim Payment Application and preparing the payment certificate and recommendation for client approval. I assess variations, claims, and valuations under different contracts, administer Change Control Management, and prepare detailed cost reports and cash flow forecasts. My role also involves administering Value Engineering, preparing Measurements & Bills of Quantity, handling contractual correspondences, and coordinating and working with my team.

Key Responsibilities

• Payment Processing: Finalize the Contractor’s Interim Payment Application, prepare the payment certificate, and recommend client approval.
• Claims and Variations: Review, assess, and issue recommendations on variations and other claims.
• Change Management: Control Change Management on construction contracts.
• Financial Reporting: Prepare and submit cost reports to the client to outline financial commitments.
• Contractual Correspondence: Draft and manage contractual correspondences per the contract agreement.
• Quantity Takeoff: Take off quantities and compare them with the Bill of Quantities (BOQ).
• Claims Administration: Administer time and cost claims.
• Log Updates: Prepare and update various logs, such as IPA and VOs.
• Team Coordination: Coordinate and manage the team under my responsibility.
• Additional Duties: Perform other duties as required.

Role Summary
P.Quantity Surveyor

I manage post-contract services including procurement of subcontractors, interim valuations, variations, and claims assessment. I handle correspondence related to payments and variations with clients, consultants, subcontractors, and suppliers. I ensure material procurement and reconciliation follow project procedures to achieve best value and prevent delays. I prepare cash flow forecasts, project budgets with rate analysis, control progress within budget, and prepare cost reports with Earned Value and agree on final accounts.

Key Responsibilities

• Project Budgeting: Prepare project budgets, including rate analysis, and control progress within budget.
• Payment Administration: Manage interim and final payments, securing the project's interests under the contract or otherwise.
• Variation Management: Administer variations effectively.
• Subcontractor and Supplier Agreements: Prepare agreements and certify invoices.
• Correspondence Management: Review and reply to all correspondence regarding payments and variations to clients, subcontractors, and suppliers.
• Claims and Reports: Assist in preparing the commercial part of claims and reports.
• Cash Flow Forecasting: Prepare cash flow forecasts.
• Provisional Sums Analysis: Analyze and finalize provisional sums.
• Earned Value Management: Prepare Earned Value and cost reports.
