Manage the effective implementation of the organization's HSEQ management system. This entails strict adherence to international and local HSE laws and regulations, meeting client requirements, and ensuring continual compliance with ISO standards. Key responsibilities include:
• Identify relevant health and safety legislation and quality requirements applicable to the company's scope. Provide advice to the management team on initiatives to ensure compliance with these requirements and regulations.
• Collaborate with the client's HSEQ team to identify specific HSE requirements and develop tailored project HSE and Quality plans accordingly.
• Facilitate the development and review of risk assessments for tasks within the defined scope of work and evaluate the effectiveness of the control measures for the identified risks.
• Review and update HSEQ policies and procedures to ensure they remain relevant to the organization's context and the evolving requirements of external interested parties.
• Develop a project-specific plan that aligns each client's requirements with the existing HSEQ management system.
• Oversee the implementation of health and safety training courses and develop additional necessary training programs.
• Participate in selecting and evaluating suppliers and subcontractors based on their HSEQ competence. Ensure adherence to the company's competency assurance procedure.
• Perform site visits and safety audits at all project locations and the workshop facility. Facilitate regular reviews of HSEQ performance and progress with the execution management team, addressing identified gaps and determining actions for closure.
• Implements the company’s HSEQ MS internal audit plan and leads the execution of both 1st and 2nd party audits. Act as a Management Representative (MR) during external audits (ISO and 2nd Party).
• Evaluate the overall HSEQ performance in alignment with established objectives and KPIs and produce a report for the Management Review.
• Investigate HSE accidents, near misses, and non-conformances. Ensure the accident investigation and documentation processes are properly followed. Participate in and provide guidance on identifying causation factors and verifying the implementation and effectiveness of corrective actions. Communicate lessons learned across the company via Safety Alerts and Safety Bulletins.
• Ensure Emergency Response arrangements and provisions are suitable and effective.
Prepares and reviews QHSE project requirements such as project-specific Quality and HSE Plan, Risk
assessment, JSA and others;
• Lead the implementation of the QHSE management system processes and programs;
• Develops QHSE training program. Oversee and assist in its implementation;
• Monitors, analyses and maintains QHSE performance of relevant functions. Ensures all necessary
reports for the client and regulatory as well as internal reports are submitted;
• Leads internal and supplier audits to evaluate management system level of compliance to the
requirements specified by client, regulation and ISO;
• Participate in incident and non-conformance reviews. Provides inputs in corrective actions and
evaluates its effectiveness;
• Facilitate Management Review Meeting.
Scope of Work - Design and Planning Staff
Role: Design and Planning Staff
• Review as built and as plan submitted electrical proposals to be modified and constructed.
• Conducts onsite inspection and pole staking of the submitted proposals for feasibility.
• Prepares report for feasible proposals including;
a) Topographic Availability
b) Pole Assemblies
c) Plotting and Mapping
d) Bill of Materials
• Inspects electrical systems of land developers before turning over to the cooperative;
• Attends to complaints such as damaged line and low voltage occurrence.
