• Possess a thorough understanding of Iraq & UAE legislation and company policy.
• Provide guidelines and oversight to ensure compliance of all applicable HSE policies, standard operating procedures, and regulatory requirements.
• Implement & maintain existing ISO 14001: 2015 & ISO 45001: 2018 management system driving towards the goal of zero harm.
• Measure the region and site performance against set objectives, target and key performance indicators and for all deficiencies, identify correctives & preventives plans to implement.
• Project risk assessment, training arrangement & assessment of effectiveness, promotion & motivation of HSE culture, emergency response plan, crisis management plan, incident investigation, root cause analysis & subcontractor management.
• On-time delivery of HSE statistics and reports to division and relevant clients.
• Review the gap analysis and develop an improvement plan.
• Internal & subcontractor’s audit and recommendation.
• Implement & maintain existing ISO 14001:2015 I ISO 45001: 2018 management system.
• Ensuring compliance with relevant laws and statutes.
• To Develop, communication, implementation, monitor & review effectiveness of below HSE Management system.

Project risk register and mitigation strategies to reduce risk including fire risk assessment and control
To set Key performance indicators & business objectives
Improvement action plan in terms of health, safety and environment
Training needs for the company and contractor arrangement and effectiveness monitoring
Emergency response & crisis management plan
• Promotion of health, safety & environment awareness at all level of organization.
• Participation in incident investigation, RCA (root cause analysis) and mitigation plan as per hierarchy of control measures.
• Coordinate occupational requirements for job sites and manage all country specific HSE documentation.
• Contractor HSE management
• Ensure equipment and PPE meets HSE regulations.
• Conduct internal audits and provide recommendations to improve audit performance.
• Compile data for annual EHS survey reports
• Other responsibilities - to assist the team in preparation of permit to work, method statement, risk assessment, Isolation, deliver training, safety stand down, leadership walkaround and group planned safety inspection by team, inspections, HSE reporting, annual survey, lifesaving behavior awareness and motivation, tool box talk, lesson learnt preparation and communication, demonstration / drills plan and arrangements, HSE competency check and assessment of the team through competency check matrix and action plan for improvement.
• Coordination of overall HSE Management of company with PMC (Project Management Consultant) and Facility & Construction.
• Ensure that all HSE activities are in accordance with Client’s HSE standards and requirement.
• To Develop HSE Procedures, Risk assessment, emergency response, competency check, review of Work Permits.
• To advise HSE requirement for ITB, (Invitation to Bid) for Subcontractor Bid, evaluation of the Bid.
• Review and analyses near misses, STOP cards, incident / accidents, observations and recommend corrective action
• Analyses staff competence check, HSE performance and provide necessary HSE trainings.
• Active participation of incident / accident investigation on behalf of Hermic management and submit findings to Management.
• Consolidate lessons learnt in annual report for Management Review.
• Active participation to arrange weekly, monthly meeting with subcontractors.
• Review & Monitor HSE reports to ensure HSE compliances at all levels.
