• Shall set project HSE targets and plans in consultations with Project manager to achieve the HSE performance targets of the whole project.

• Assist and advise HSE Manager / Project Manager in all matters pertaining to the health, the safety and the security of personnel, the safeguarding of equipment and the preservation of the environment.
• Advise on HSE legislation when required. Assess all PTW & H2S Gas monitored as per OSHA standard in confined space activities.
• Liaise with Company on HSE matters and represent the HSE function at Project meetings as required.
• Prepare and maintain Project specific HSE documents as per Project requirements. review of HSE and Loss Prevention engineering design documents from FEED/ EPC contractors
• Interface with the contractor and make recommendations in regard to Process Safety Management Implementation
• Inform relevant Project and Worksite personnel of their content in a timely manner and verify implementation.
• Ensure that appropriate Emergency Response arrangements are in place for the Project.
• Chair, Co-ordinate & monitor execution of any specific hazards QRA, HAZID, ENVID, HAZOP, JSA \[job safety analysis\], containment and disposal/handling of chemicals utilized at construction site for sub-contractors.
• Carry out regular visits at the workplaces (onshore, offshore) as per Project HSE activity needs.
• Participate in investigation and monitor the recommendations of remedial actions and close-out. Prepare periodic analysis of accidents / incidents on the Project. Maintain and analyze Project HSE statistics & monthly HSE reports.

• Sound knowledge of Statutory HSE Regulations, HSE standards and ensure their correct implementation.
• Install any revisions to procedures as directed by the HSE Department i.e. HSE Manager or designate.
• Ensure HSE communications received from client HSE Manager, Division Manager Etc., such as statistics, safety grams etc. are brought to the attention of all employees via the posting of such information on HSE Notice boards and discussion at HSE meetings.
• Chaired & monitor the QRA of TRA’s, HAZID and Trend Analysis Reports for subcontractors.
• Liaise with the client HSE Manager and ensure HSE Procedures and HSE performance measurement.
• Interface with client and make recommendations in regard to Process Safety Management Implementation
• Regularly inspect the work areas to identify unsafe acts and conditions and advise line-management of those that cannot by immediately be corrected.
• Assist with accident / incident investigations and compilation of complete reports in a timely manner.
• Assist in implementation and induction HSE training to all levels of employees and subcontractors as required.
• An Upgrade of quayside jetty carried out for transportation of topsides, jackets for offshore installation.
• Monitor the system of maintenance and inspection of life saving and fire fighting equipment.
• Formulate drill scenarios and conduct drills as per VOG \[Vessel Operating guidelines\] in the company.

• Provide coaching and mentoring to the various line/project managers to set appropriate objectives for HSE contractor management and Emergency Response Plan management and implementation.
• Ensure the selection and use of competent contractors by the affiliate through program evaluation and management system audits. Support Hazard Identification and Risk Assessments for contracted activities.
• Organize contractor audit programs including coordination and recordkeeping of site audits with HSE Advisors.
• Develop and organize Emergency Scenario drills at the affiliate level as well as supporting the drills at the field level.

• Member of Area Safety Leadership Team. Has strong technical expertise and understanding of company policy and regulatory (e.g., OSHA regulations) requirements impacting offshore operations.
• Develop and conduct routine safety training during safety meetings. Participate on incident investigation teams and in report preparation. Reviews quality and performance of behavioral based safety programs and investigations to ensure quality maintained. Participate in emergency response drills and training.
• An Upgrade of jetty carried out for dredging activity & transportation of heavy material for offshore installation.
• Provide technical review of HSE Plans, Job Hazard Analyses (JHA) & HAZID for contractors. Conducts audits of HSE Plans.

• Assess all JSA’s, PTW, lock out/tag out requirements & H2S Gas monitored as per OSHA standard in confined spaces activities.
• To be responsible for HSSE aspects of delivery of clients Safety Management System for project activities.
• To supervise, co-ordinate and monitor HSE performance on the rig site and rig mobilization worksites.
• Monitor the system of maintenance and inspection of life saving and fire fighting equipment.
• Formulate drill scenarios and conduct drills in which the frequency is specified in the company’s Operating guidelines.
