1. Ensure timely and quality design and implementation of MEL systems for the Ahlan Simsim
project.
2. Map MEL frameworks, systems, and data collection tools for IRC’s ECD program to be
aligned with IRC’s existing monitoring and evaluation systems.
3. Ensure that MEL frameworks effectively track progress against its theory of change, including
outputs and outcomes related to direct services, mass media, and scaling up interventions.
4. Review monitoring data and reports drafted by country-level staff to ensure they are of
high quality, accurate, and consistent. Then consolidate data at the regional level for internal
and external reporting
5. Establish and implement a mechanism for monitoring data collection tools (quantitative
and qualitative) and reporting to ensure all requirements for inclusive ECD monitoring are
met, including field monitoring, quality data verification, and analysis.
6. Provide support to the ECD Program teams on ways to improve (streamline and strengthen,
as well as verify) monitoring-related components and activities.
7. Lead training on monitoring functions for capacity development and awareness to
relevant IRC ECD and Education staff.
8. Liaise with country monitoring, evaluation, and research staff and monitoring and evaluation
staff in other departments and organizations to share best practices and experiences.
9. Assist in designing a beneficiary feedback system for Ahlan Simsim programs to ensure
IRC is accountable to the children and beneficiaries it serves, in alignment with the regional
FARM guidelines.
10. Organize and conduct results-oriented monitoring training to ensure the correct use of
monitoring tools and accurate data collection.
11. Coordinate regular learning workshops and discussion events in collaboration with regional
and country teams where monitoring data are analyzed and actions for program improvement
are agreed upon.
12. Assist in developing an online system for data visualization using PowerBI.
1. Design the monitoring and evaluation plan.
2. Develop quarterly and annual M&E reports.
3. Design data collection tools using CSPro software.
4. Assist in designing an electronic system to capture all field visits and visualize indicators results.
5. Implement quality assurance and performance management processes.
6. Provide the activity with credible information to communicate it with stakeholders.
7. Build the capacity of the activity team in planning, monitoring and evaluation.
8. Supervise the data collection process to ensure the quality of the collected data.
9. Analyze the data using STATA software.
10. Assist in designing and implementing evaluations as required.
11. Support the MEL and research lead to implement all M&E activities.
12. Oversee all the M&E activities and monitor the performance of all the activity components.
1. Conduct quality assurance audits.
2. Supervise the work of field officers and specialists.
3. Analyze data and provide feedback.
4. Ensure quality consistency and continuous improvement in implementing activity programs and interventions.
5. Ensure the technical quality and consistency of all activity documents, presentations, tools, and strategies.
6. Design and implement interventions to strengthen capacities in the management of services.
7. Design concept notes for different activities and programs.
8. Strengthen coordination between different activity components.
1. Prepare all the required forms to apply for USAID funds.
2. Prepare required documents and analysis reports for Joint Commission International (JCI) & Health Care Accreditation Council (HCAC).
3. Prepare required documents and analysis reports for ISO systems such as 9001, 14001, 18001, 26000 and HACCP.
4. Identify areas for improvement in the hospital processes and conduct quality improvement projects using (FOCUS PDSA) methodology.
5. Analyze and monitor key Performance Indicators (KPIs).
6. Monitor the results of clinical pathways and guidelines.
7. Use statistical tools such as run & control charts, histograms, and Pareto charts to display the data
8. Assess the data related to KPIs for validation.
9. Monitor results of incidents reports as part of the risk management program.
10. Use proactive risk-reduction tools such as Failure Modes and Effects Analysis (FMEA) as part of the risk management program.
11. Help management to obtain regular feedback on the progress being made to achieve hospital objectives and goals.
12. Orient the new hospital staff on the performance improvement process.
