ROLE:
• Role: Report functionally to the O&M Project Manager and administratively to the O&M Director. Lead a team of 8 and manage the centralized procurement department for long term operation and maintenance contracts of the assets of Ministry of Electricity and Water, Kuwait Contract Number: MEW/C/3681-2007-2008

KEY RESPONSIBILITIES:
• Formulate the annual procurement plans and budgets for each project based on inputs from and in consultation with operations and management departments.
• Develop and formulate procurement strategies for each category of equipment/materials/services including consolidation of requirements, annual contracting and strategic sourcing to deliver best value for spend.
• Direct and control all phases of the procurement lifecycle from preparation of tender documents, identification of vendors, issue of enquiries/RFQs, bid evaluation, negotiation and placement of orders to expedition of deliveries.
• Supervise all aspects of vendor management including pre-qualification and selection of vendors, vendor relations and vendor performance evaluation.
• Coordinate with stores and warehouse departments of the projects, monitor inventories of operations consumables and maintenance spares and implement policies to maintain optimum stock levels.
• Manage all activities related to logistics, transportation, shipping and import clearance ensuring cost effective and flawless supply chain operations.
• Participate in planning and executing periodic plant turnaround and shutdown maintenance programs contributing to on time completion of the programs meeting predefined improvement objectives.
• Manage long term service agreements with the OEMs - Alstom, GE and Siemens - ensuring compliance with all SLAs and contractual obligations.
• Contribute to the development, implementation and updating of processes, policies and procedures for improving performance and productivity of the department.
• Supervise staff, conduct periodic performance appraisals and coordinate with the HR department for providing required training and development programs.

• Reported functionally to the Project Manager at site and administratively to the Executive Director - PPD and managed procurement of 5-year requirement of spare parts and consumables valued at AED 21.8 million during the closing-out phase of the project.
• Managed all contractual and commercial matters related to the project ensuring achievement of all predefined objectives.
• Participating in finalizing contracts with OEMs and specialized subcontractors and development of consortium agreements and memoranda of understanding for building and sustaining good partner relations.
