- Equivalent with the European position of Project Manager regarding the relationship with the Client and the Contractor and applying the same monitoring, checking and management tools as the Engineer defined in the FIDIC Contracts (Red and Yellow);
- A stormwater project, lying over 3 districts in North/East of Riyadh, with a value of about 120 mil SAR (24 mil €), consisting from precast concrete pipes and box culverts - precast manholes including (roughly figures: 13 Km of pipe - catch basins connections, less than Ø300 mm excepted - box culverts length of about 20 Km and about 280 precast manholes);
- In charge with day - by - day supervision of Contractor quality and rhythm of performance; team leader of 7 people team (site engineer, site inspector, safety engineer, safety inspector, material engineer, quantity surveyor and topographical surveyor), for daily inspections on site;
- In charge with reporting to the Client for any nonconformance with the tender documents, with quality norms and technical standards (ASTM/AASHTO and related), any discrepancy with the approved initial planning and Schedule of Works;
- Responsible for the final randomly checking of documents attached to invoice (previously verified by the QS), implementing and maintaining a document control system, familiarize the own team with ISO 9001 quality system requirements, as well as ISO 14001 and OHSAS 18001 standard requirements regarding occupational health and safety and risk assessment and preventing;
- Small administrative tasks regarding time sheets of the team, petty cash, relationship with Main Office of the company;
- In charge with Company Communications with the Libyan connections (to set new connections as well as keep “warm” the already settled ones);
- Market research, suppliers and subcontracting (equipment, manpower, materials) negotiations, database build with all informations collected (prices, markets, locations);
- Discover, contact and settle a bridge with all potential subcontractors for several projects to be acquired, mainly the technical evaluation/assessment of subcontractors previous performance:
- Five Pumping Stations (Ain Zara, Airport, Ras Ahsen, Swani and Zenata) and one Treatment Plant (Tawergha, between Misratha and Benghazi): - two hydraulic - mechanical engineers to be coordinated for assessment of the technical status of the pumping stations and the treatment plant, and technical/financial offer conceiving, translation of technical/financial documents sent from Bucharest HQ;
- Assess the situation of Central Hospital potential contract - 3 buildings from the complex, one to be refurbished/one level to be overlapped, two other to be built from green field;
- Refurbishment of a school in Zawiyah, the near border with Tunis area - assess the technical documents received and technical/financial offer conceive;
- Collecting info regarding the standards/norms and legal procedures, as well as preparing all Technical Paper flow Management and Logistics (Information Management);
- Integrated Quality Management Manual translation and correlation between Romanian and Libyan requirements, Standards, Norms and Documented System Procedures;
- Preparing the input of know how brought from personal and Company previous experiences to the locals, as stipulated in the framework contracts;
- Searching for the best teams related to specialties to be hired in the future projects, as well as create the key personnel structure to be brought from Romania;
- Responsible for the development of Viilor Residential Complex, net value 18, 725, 215.9 €;
- In charge with all duties of the Project Manager, as well as the Resident Engineer duties for quality and legal checking of the structural/architectural works, according to the specifications and legal requirements (RO/EU standards & norms);
- Coordination of the Installations Resident Engineer (external), Cost Controller and HSE Responsible duties;
- Responsible for the services networks (water - sewerage, gas, electrical supply, central heating, phone and data networks and CCTV), as well as the direct supervision of water supply tank and pumping/boosting station and firefighting (sprinklers) system;
- Cathedral Plaza Building - Responsible for supervision of all civil works and Resident Engineer duties for a 19 storey office building, as well as the HSE follow up;
- Second tall building in Bucharest (about 74m high, 19 storey), value of about 20, 000, 000.00 €, built in the top-down system, with steel columns in the core (“Malta cross” cross-section) and drilled piles in foundation, Ø800 and Ø1500 mm diameter, 31 meters depth;
- Finnish Consultancy Company, winner of a Contract for Romanian Ministry of European Integration;
- 85 Infrastructure projects (with values between 70, 000.00 € and 1, 200, 000.00 € in water - sewerage networks extensions/refurbishment, roads infrastructure, buildings, hospitals refurbishment, historical areas rehabilitation) - a total of 34, 000, 000.00 € under Phare investment plan (non-refundable funds), belonging to the Pre Accession Governmental Program (Small Scale Infrastructure Projects Package - Prag contract form).
- Responsible for reporting to Contracting Authority, link between the MoEI (Ministry of European Integration) and local stakeholders, designers and local authorities, supervision of 7 key experts and deep technical involvement in the municipal services projects (sewerage and water supply networks), as well as the buildings projects.
- In charge for conceiving and following up the procedures in order to insure and coordinate/monitor the flow of information between all the entities involved in this stage of the project (Contracting Authority - Ministry of European Integration, County Councils, Municipalities - City Halls, Designers, own team of key experts;
- Author of training session and main trainer for all involved parties all over the country (split and distributed by Development Regions), at the final of the program, to strengthen and enforce the legal prescription, as well as strategies to be adopted, in order to achieve the goal in a timely/costless/painless manner;
- America House Office project in Bucharest
- Site supervision and Contractors/Subcontractors coordination, checking the civil works according to Romanian law regarding quality and company procedures;
- In charge with the clean start of one of the biggest investments in Bucharest in the period of about 5, 000.00 sq.m in the basement and about 3, 500.00 sq.m. a typical floor;
- Responsible with coordination of all legal/technical aspects related to the beginning of the works (leveling, bore drilling, earthmoving, struts installing and pretension of those), as well as HSE aspects monitoring/follow up;
- In charge with liaison with bank consultant (Gleeds) and control the info’s to be provided;
- Several consultancy projects;
- Liaison with main contractors (Consultants) such as Bonifica, Alanet, BCEOM, CFCU, resident engineers’ activities, inner financial issues supervision, training premises establishment;
- Initiator and developer for several procedures to be implemented to increase the productivity and facilitate the communication between the Clients and the Designers, Contractors, Local Authorities, thru Engineer;
- Author of several training programs in order to motivate the Resident Engineers and clarify the role of the Consultant in close connection with the Clients and their needs, as well as the correlations between clauses of the FIDIC Works (Red, issue 1999) and case studies;
- Large scale infrastructure project at Satu Mare - South Industrial Park
- Site supervision according to FIDIC regulation and Romanian legislation of a project with a 5.7 million € value (FIDIC base contract);
- Resident Engineer (according to FIDIC definition), in charge with Site Inspection duties, settled also by Romanian Law;
- Complex Project consisting in a water tank (100.00 cu.m.) and pumping station with distribution pipes, the sewerage system (used water and rainstorm water, dividing regime), as well as the booster to pump up in the city system, transformer station (10 KV to 400 V) and supply lines, gas supply network and the Measuring/Regulator Sector Station and the roads network in a precinct with a surface of about 69 ha;
- Monitoring the progress of the works and coordination of the General Contractor, and his relationship with subcontractors;
- Attending of the Monthly Progress Meeting and counseling the PIU (Project Implementation Unit), in order to avoid the overlapping of instructions and coordinate the flow of information in/out Consultant office and PIU, as well as prepare the smooth transition of the finalized project to the final owner - Satu Mare City Hall at the final commissioning;
- Reporting on a weekly and monthly basis regarding all relevant aspects (technical/financial) to the Headquarter and Project Officer from Contracting Authority (MoEI);
- Monitoring and coordination of site activities, liaison with subcontractors, designers and local authorities, quality, safety, site set-up, etc.
- In charge with all technical part of activities (coordination of the specialties engineers for structural works - rebar fixing, M.K. formwork aluminum system, concrete cast and quality observing, link with QA-QC responsible from HQ);
- Representing the site in connection with municipality and State Inspection at quality checking and status of the works at regular/random visits;
- Two sites, in the national program of Social Dwelling, initiated by the former Ministry of Public Works, started from green field: (Alexandria - 2 block B+GF+4L; Targoviste - 2 blocks B+GF+4L and 1 B+GF+6L);
- The particularity at those times was the unprecedented performance of one floor in 3.5 days (including all structural works, rebar fixing, formwork install, cast and stripping off), due to the performing aluminum formwork system, owned by Mivan - Kier Group;
- Infrastructure project in Cluj Napoca (MUDP II - Municipal Utilities Development Programme Phase Two, with Phare non-refundable funding, FIDIC contracts);
- In charge with site supervision, municipality services project manager back-up (technical counseling and quality of the works checking, as well as Invoices countersign/endorsement and Bill of Quantities constant verification);
- Consultancy services dedicated to the Water - Sewerage municipal operator in two projects:
- Improvement of water supply network (refurbishment of the Floresti-Node “Z” pumping station as well as refurbishment of the main pipe and valves and extension of the secondary to widen the supply area);
- Extension of sewerage network in all city, scattered to the City Limits;
- The main tasks consist in supervision and back up the services operator responsible in all site duties and assistance in relationship with contractors, as well as the monthly/quarterly /semester/yearly reports to the Ministry of Public Works Project Officer (financial/technical);
- Central Commercial Bank rehab in Colombo - Sri Lanka;
- Site supervision, checking sections of the civil works according to drawings and technical specifications, recovering of the delayed screed, waterproofing and tiling works;
- The main duty consist in the technical coordination of about 200÷250 skilled and unskilled workers, as well as gangers and foremen and daily training regarding the requirements of a structural concrete batching and cast for screeds, waterproofing of toilets and pantry concrete slab surfaces and applying of walls/floors tiles, including the centering/marking;
- Timesheets completion, production reporting, updating the Schedule of Works at the basic activities level (daily basis);
- Refurbishment of BRD (Bank of Reconstruction and Development) in Pitesti, according to conditions settled by GSG, before taking over and naming BRD - GSG;
- Management of site activities (technological, human resources, purchasing, as well as planning and follow up of HSE;
- Extension of the Bank facilities, including the vault building in the basement and all ancillaries and protection systems, external waterproofing of the basement and finishing works in the upper floors;
- Bidding-tendering department in Condax - Solétanche - Bachy, a French-Romanian joint venture company for special foundations (Kelly and Benotto drills and excavations, vertical and inclined drillings);
- Transferred to Construction Materials Lab - concrete department;
- Preliminary mix determinations (mix design), time for going off, occlusive air, crush tests, bulletins filling and results interpretation and so on;
- Results processing, bulletins issuing and communications with the Clients;
- Tests for compatibility on epoxy resin concrete and bonding with ordinary concrete for refurbishment of Otopeni International Airport (Bucharest) No. 1 landing airstrip and light system fixtures replacement (joint contract with Siemens AG, Ernie GmBH and Special Site Works Group);
- National Library in Bucharest - one of the big pre-revolution megaliths;
- Structural works coordinator and charged with monitoring of production base precast structural elements deliveries;
- In charge with scheduling of the works, monthly production reports, timesheets completion, materials supply for the teams coordinated;
- QA - QC responsible (internal granted) - concrete cast and precast elements installing;
- Several hydropower systems probationer engineer (Raul Mare Retezat, Turnu Magurele - Nicopole, Fagaras - Hoghiz);
- Assigned in the beginning at Raul Mare Retezat Dam as Shift Manager;
- Transferred, as youngest Site Manager, to the Romanian lock at Turnu Magurele - Nicopole dam (on Danube river, between Romania and Bulgaria);
- After a year in design department, at the HQ, in Bucharest, (with a significant contribution at several projects, for technologies conceiving, scheduling, necessary of personnel/equipment and materials estimations), transferred to Fagaras - Hoghiz Dam;
