Provide technical direction and leadership to Capital Projects Directorate Architecture Design Section in providing adequate technical/architectural support to Project Managements Groups of the Directorate for successful completion of Qatar Foundation projects.

Establish and deliver high quality architectural engineering practices and projects in line with QF CPD standards.

Responsible and accountable for the application of corporate/ client design philosophies and standards in order to promote and maintain the highest technical quality of fit-for-purpose/ optimized architectural/Master planning solution design.

Liaise with other discipline leaders, managers, end-users and project teams in developing cost effective and fit for purpose design solutions and/ or scopes of work, to fit the Foundation aspirations.

Motivate subordinates in consistently producing high professional services and meets the end user requirements

Periodically review the technical reports and evaluations received from architects and provide technical suggestions as appropriate.

Advise onsite engineers for architectural and civil / structural engineering plans, designs, layouts in alignment with the project specifications and project cost estimates.

Serve as the centralized resource for all matters pertaining to architecture, finishing and design quality by reviewing blueprints, drawings and providing feedback to rectify design errors, if any.

Manage and coordinate work of Section to ensure that the overall objectives of the Division and Department are met.

Provide technical direction and leadership to subordinates within section, in consistently producing high quality work that is fit-for-purpose, meets the End-Users requirements, complies with all relevant codes and standards, and meets safety requirements.

Deal with complex technical and administrative issues related to Department workload comprising multiple projects at various stages of implementation. Resolves conflicting priorities varying technical requirements, and schedule deadlines.

Evaluate and recommend need for carrying out in-house Feasibility studies and detailed designs as relevant to discipline areas within areas of responsibility. Review and make provision for additional resources as necessary.

Manage and approve in-house, conceptual and detail designs as relevant to discipline areas within section areas of responsibility.

Manage and approve production of Engineering standards, procedures, and work practices suitable for the directorate as relevant to discipline areas within section areas of responsibility.

Manage the review of all Consultant Interior Design works at all design stages.

Coordinates, review and approve of all architectural mock-ups, materials and models for QF projects.

Lead major feasibility studies & concept optimizations as well as endorse techno-economic viability studies for projects.

Lead the Architectural team during workshops with sound judgment and clear vision to finalize the optimum features to be included into the project design.

Deal with and resolve complex mentally demanding technical and administrative problems related to Divisional workload comprising a wide range and significant number of concurrently running projects, at various stages of implementation.

Evaluate and provide solutions for particular, technically demanding special situations. Review and Approve resolution of particularly complex and non-routine problems, or provide viable alternatives. Identify technical risks and anticipated problem to projects, and propose mitigating solutions and actions.

Key responsibilities:

 Managing and monitoring activities of assigned staff for conformance with contractual requirements; providing technical leadership.
 Work closely with consultants and other staff to coordinate project design and development, perform design and provide quality assurance monitoring on technical submittals and executed works.
 Organise and chair weekly Technical, RFI and Progress Meetings.
 Reporting to Client on progress, technical issues and assisting
 Ensure accurate field records are being maintained, such as daily reports, test reports, and as-built drawings.
 Provide a daily review of project documentation for items such as inspections, daily reports, photographs and material deliveries.
 Identify potential items of risk or claims arising from or as a result of contractor activities.
 Monitor the baseline program and cost on regular basis and instruct the contractor for any significant deviations.
 Documenting observations, non-compliances and corrective/preventive actions.
 Liaising and engaging in consultations with the Executive Architect, Design Team, Main Contractor and other external consultants, highlighting key considerations regarding various technical and design related issues.
 Reviewing project specification documents and Issue for Construction layouts, identifying key design discrepancies and proposing remedial measures mitigating any potential negative impact on the project scope and deliverables.
 Ensure that the technical design details developed and submitted by the Contractor maintain the best international construction standards and any Architectural or Interior material submittals conform to the Contract specifications and are in line with the original design intent.
 Monitoring the accuracy and quality when reviewing any site mock-up, design details inquiry and material submittals.
 Perform evaluations and observations of the construction process with the role to ensure, through regular site inspections, that the site work, when complete, will meet the specifications of the construction documents.
 Overseeing and following the implementation of all organizational Standard Operating Procedures relating to cost modelling, approvals and reviews, and all other associated workflow and deliverables.
 Coordinating any design clarifications or review comments with the final Architectural and Interior design drawings, specifications, other disciplines and site related matters before responding back to the contractor.
 Reviewing technical submittals with the scope to ensure that all items comply with design intent and project specification.
 Responsible for site inspections with the scope of reviewing and monitoring work in progress on the two mock-up buildings and in charge of preparation of weekly project progress reports.
 Managing and supervising multi-disciplinary consultant teams (external consultants and building contractors)
 Compiling data received from external consultants and taking decisions based on these.

(Under the Irish legislation, the PSCS is either a person or a body corporate appointed by the client to oversee the health and safety during the construction stage)
