Job Description:
1.Basic Function:
Supervises, coordinates and monitors the plant loss control programs and provides specialist advice and assistance on safety aspects to Plant Departments. Controls the provision of a safe and hygienic work environment for all company and contractor's personnel in the assigned plant area. Participates in the development of safety procedures and safety training programs, and in safety audits. Prepares reports on incidents with recommendations for improvement.
Conduct facility audits to assist management in the implementation of the HSE Management System.
2.Responsibilities:
1.Provide and conduct HSE Trainings to all company and contractor staff as per yearly Safety Training Plan schedule like Safety Orientation/Inductions, Permit To Work (PTW), Incident/Accident Reposting System, Fire watch & Standby Man Training, Lock Out & Tag Out (LOTO), Atmospheric Gas Testing, Emergency Plan Training and others.
2.Maintain and full knowledge in the implementations of NATPET Health and Safety Management system and implementation following the ISO 14001:2004 Environmental Management System (EMS), Responsible Care (RC) 14001 - 2013 Auditing and System Implementation and OHSAS 18001:2007 Occupational Health & Management system requirements and Auditing.
3.Conducts and review risk assessment and hazard identification/communication of all department standard procedures as per company HIRA standard.
4.Participate in HSE & Fire Internal Audit and provide safety technical support by conducting some of internal audit and resolving non-compliance issues identified during company and/or corporate audits.
5.Trains and educates by delivering HSE presentation in effective manner e.g. Confined Space Training, Authorized Gas Tester Course, Permit To Work Training, Ergonomics, H2S, Lifting Safety Tips, Slips, Trips & Falls, Noise pollution, LOTO, Fire watch/Standby Man certification training & etc.
6.Participates in incident control during major accident or emergencies in the plant. Investigates all incidents and prepares an independent assessment of cause, results and measures to be taken to alleviate future occurrences. Prepares regular reports on incidents and statistical summaries of resulting losses. Monitors automotive activity in the plant and recommends actions to be taken in case of unsafe driving practice.
8.Providing insight into team effectiveness and efficiency through analysis of key performance indicators (KPI) on a regular basis as well as preparations of department Smart Objectives with corresponding Balance Score Card (BSC) and Key Performance Indicator.
9.Ensures that the root causes of safety incidents are identified, corrective actions communicated and that status on corrective actions are regularly reviewed following the proper Root Cause Analysis (RCA) procedure and requirements..
10.Participate and audit job-planning activities, including Permission to Work (PTW), Job Safety Assessment (JSA) and Hazard Identification & Risk assessment (HIRA) procedure.
11.Preparations of monthly Safety Letters, Health News, Lesson Learnt and Safety Quiz as well as periodic preparation of Safety Posters and Banners according to plant conditions and requirements.
12.Participate in HAZOP and HAZID Workshops and its implementation..
13..Assist in the implementation of the monitoring and evaluation of the Project HSE Management Plan, Standards, procedures and associated HSE requirements, and ensure the contractor complies with weekly and monthly reporting requirements;

Job Description:

Member of the Laboratory Start up Team for a period of one year prior to the full operation of the entire petrochemical plant.


1. Set -up laboratory for quality control and technical support for the Petro-Chemical plant complex namely ETHYLENE Plant, STYRENE/ ETHYL-BENZENE Plant, CRUDE INDUSTRIAL ETHANOL (CIE) Plant, ETHYLENE DI-CHLORIDE / CHLORINE Plant, CAUSTIC Plant, and UTILITIES Plant.
2. Performed different wet and instrumental analysis in all samples from the above mentioned plants for the process monitoring purposes.
3. Analyzed all Shipping samples before, during and after loading as shipments to various markets and customers.
4. Analyzed samples as wastes of the plant stream containing H2S gas and other toxic gasses for environmental control purposes as requirement from the strict governmental laws.
5. Handled instrument like Atomic Absorption (IL VIDEO 12 and S12 AA/AE Spectrophotometer), Gas Chromatograph (Model 5880 A Series Hewlett Packard), Automatic Titroprocessor (Brinkman Metrohm 655/636 Dosimat), Flash Point Apparatus (PMCC and Automatic COC Tester), Distillation Apparatus, Spectrophotometers (Beckman DU - 7 UV/VIS and Beckman Microlab250MX, 600MX Computing IR), Spectra Physics Chlorine Analyzer /Technicon Multi - Analyzer, Total Sulfur (H2S Gas Analyzer, Model 825 R-D) and Karl-Fischer Apparatus (Automatic 633 Brinkman Metrohmn).
6. Perform routine Lubricating oil analysis and Transformer and Insulating Oil Analysis such as Viscosity (SSU/SSF), Water content by Distillation Method and KF analysis, Flash Point (PMCC), Total Base/Acid Number and others that follows and conform to both ASTM and IP testing procedures and IEC Specifications..
7. Developed different methods of analytical procedures especially for especial samples that come in from the plant not on the routine area of sampling.
8. Do routine calibration and standardization of instruments, equipment and chemicals on a daily basis prior to the analysis of scheduled samples.
9. Trained Saudi nationals and other operator trainees as part of the standardization and saudization program of the company.
10. Acted as leader of the shift that supervises the work and operation of other staff of the department.
