GL BM Project - Land drilling activities. Exploration of oil wells in the region, encompassing the process:
1. Preparing the rig site, Installation of Drilling Rig HH300, preparation for drilling, Drilling, Cementing and Testing, and delivering wells for production activities.
• Assisting the Drilling Management in the delivery of Drilling Safety Management Processes.
• Ensure the timely identification of HSE hazards, evaluation of risks for all activities and development of effective tools to manage and reduce these risks to ALARP.
• Ensuring that the drilling related HSE Policy and strategic objectives are developed, signed off and reviewed periodically.
• Managing HSE aspects of procurement of equipment and services including preparation of requisitions.
• Allocating HSE responsibilities within the drilling organization
• identifying of the platform major Safety risks (SCRA's) and ongoing operational risks (ORA's) and countersign any associated with safety impact.
• Carrying out safety auditing as per audit matrix and coach team members in behavioral safety.
• Providing input to leading and lagging drilling safety performance measures.
• Providing input to the collection of Lessons Learned for the Drilling activities.
• Leading and participating in Drilling Safety Audits & Reviews.
• Ensuring resource needs are met to fully implement the HSE Management System requirements.
• Ensuring effective communication of HSE documentation across the organization.
• Ensuring each employee has received the necessary and most appropriate training and training records are maintained.
• Preparing periodic and special reports, attending daily coordination meetings of the division.
• Ensuring that Drilling Division complies with all relevant safety, quality and environmental management policies, procedures and controls across all operations and support function and all projects, to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.
• providing advice and assistance to Line Managers and Supervisors on all aspects of safety concerning the platform or terminal to ensure that relevant Health and Safety Legislation, Company Health and Safety Standards and Industry Practices are complied with.
• Advising on the monitoring of all work activities on the sites, advise task supervisors on necessary risk control measures.
• Reviewing emergency preparedness and ensuring that all Emergency Response Team roles are filled by appropriately trained, competent and experienced personnel.
• Provide scenarios for weekly emergency drills. Act as On-Scene Coordinator for all emergencies leading fire and rescue teams and maintain radio contact with the Installation Emergency Response Centre.
• Attending all safety meetings and provide safety presentations to all platform personnel.
• Assisting Senior Tool Pusher and Rig Master to conduct regular audits of permit to work and be responsible for coordination of corrective actions.
