NEOM / MAGNA Development (by NEOM / PIF) 2023 - Present

Magna is a multi-billion luxury lifestyle coastal development consisting of 12 hospitality destinations, namely Epicon, Norlana, Aquellum, Siranna, Utamo, leyja, Zardun, Xaynor, Jaumur, Elanan, Gidori, and Treyam. It is situated on 406sqm of untouched land along the 120 km stretch of pristine Gulf of Aqaba shoreline in the kingdom of Saudi Arabia. The development consists of 1, 600 luxury hotel suites, 2, 500 premium residences, 3 marinas, 73 dining destinations, 102 retail outlets well as concert halls and art galleries. These bespoke lifestyle destinations are designed to give guests access to all manner of experiences and activities at facilities such as sustainable 18-hole golf courses and golf clubs, mountain adventure centres, equestrian centres, diving, sailing, water sports and deep sea experience centres. Patrick served as one of several contracts/commercial managers on Aecom’s PMC team, which was entrusted with project delivery across the entire MAGNA region by NEOM/PIF.

Education City Development (by Qatar Foundation) 2021 - 2022

Seconded to Qatar Foundation, Patrick is a key member of ASTAD’s professional project and contracts/commercial management team which is serving as the client’s representative on all design and construction projects; a professional team solely constituted to deliver the Education City Capital Development program. Education City is the Qatari Government’s flagship science and technology initiative, a 12 square kilometers development consisting of branch campuses of some of the world’s leading educational institutes, a homegrown research university, start-up incubators, technology parks, heritage sites, cultural institutions, a 33-hole Golf Course, Qatar National Library, and a 219-bedroom Premier Inn Hotel, with a combined value of circa 10 Billion.

Based in the Kingdom of Saudi Arabia, I am currently employed in a Contracts & Commercial management role on the prestigious King Abdullah Financial District - KAFD, a multi-billion dollar mixed-use development, championed by the royal courts of the Kingdom of Saudi (KSA) as one of the key mega projects to spearhead the Kingdoms Vision 2030. It is funded by the Kingdom’s Sovereign Wealth Fund, the PIF - Public Investment Fund.

Al Zahia Shopping Mall Complex (by Majid Al Futtaim and Sharjah Holding) 2017-2018

Poised to be the largest shopping Center in Sharjah, Al Zahia City Centre is currently under development by a
Joint Venture between M/s Majid Al Futtaim and Sharjah Holding. The project consists of a 3-storey shopping
mall with 136, 000 square meters of the gross leasable area, featuring 360 international brands sprawled
across 400 shops; including department stores, entertainment areas, food courts and restaurants. The scope of works also involved, building a 3-storey structured car park, 33KVA Substation and Sewage treatment plant, and infrastructure works such as internal roads, landscaping and utility connections, etc. Patrick served as the Contracts & Commercial Manager on behalf of Consolidated Contractors International Co. on the Design and Build Main Contract with a value of circa 1 Billion.

Abu Dhabi Airport Infrastructure Development Program (by ADAC - Abu Dhabi Airport Company - UAE) 2015 to 2017

Seconded to Abu Dhabi Airport Company (ADAC), Patrick is a key member of Turner & Townsend’s professionally Chartered Contracts/Commercial Team forming ADAC’s Project Management Office (PMO) constituted to deliver Capital Projects consisting of the prestigious Midfield Terminal Airport Building & Support facilities and various infrastructure
projects in the 5 satellite airports operated by ADAC with a combined value of circa 20 Billion.


KEY EXPERIENCE (RESPONSIBILITIES IN CURRENT & PAST ROLES)
 Serves as the key point of contact on all contractual/commercial issues
 Leads in the administration of the procurement process including, but not limited to, advance review of
construction plans and specifications, assistance in the preparation of solicitations, coordinating and scheduling
pre-bid and post-bid clarification meetings, amendment preparation and contract negotiations.
 Develop and implement procedures for contract management and administration in compliance with company
policy. As appropriate, contribute to or influence company policies.
 Drafts commercial terms for design, engineering and/or construction services.
 Review all contract documents (including solicitation) to ensure congruity and to minimize patent and latent
ambiguities.
 Leads in the administration of on-going Contracts, including monitoring contractor progress for compliance with
the Contract documents. Investigates problems and recommends corrective action.
 Reviews payment applications to identify any costs that are not in accordance with the Contract and disallow as
necessary.
 Prepares correspondence and maintains records necessary to ensure the effective administration of all
Contractual matters.
 Establishes and effectively manages a robust change management process.
 Provides guidance on contract matters to Project Managers or other project staff.
 Collaborates with the Engineering representative and or his delegated assistant in contract change negotiations
and claim analysis and resolution.
 Guides the Project Manager in contract close-out procedures to ensure that all terms and conditions of
contracts have been complied with prior to final payment to the contractor.
 Make amendments to contractual documents as required.
 Develop and implement conflict avoidance alternate dispute resolution.
 Provides advisory on all contractual matters.

Al Zorah Development (by the Al Zorah Development Company P.S.C-UAE) 2014-2015

Al Zorah Development is a partnership between the Government of Ajman and Solidere International; a distinctive tourist and eco-friendly lifestyle destination, consisting of hotels and resorts, villas, apartments, etc. Patrick represented Proscapegroup as the Snr. Contracts Engineer on the construction of an AED 40 million 18-Hole Golf Course designed by
the Legendary Jack Nicklaus.

Dubai Silicon Oasis (by the Dubai Silicon Oasis Authority-UAE) 2013-2015

The Silicon Oasis Development is a Dubai government-owned free zone that promotes modern technology-based industries with an urban master-planned community, state-of-the-art infrastructure and in-house business services. Patrick served as the Snr. Contracts Engineer for Proscapegroup on the construction of several packages consisting of Internal Roads, landscaping, irrigation and swimming pools and water fountains. The value of the commission was circa
AED 60 million.

Dubai Hills (by EMAAR / MEERAS Joint Venture-UAE) 2014-2015
Envisaged as a premium lifestyle community, Dubai Hills Estate is a new city within the Mohamed Bin Rashid City
development by Emaar Properties and Meraas Holding. It is a mixed-use development with a series of unique
neighbourhoods set around an 18-hole championship golf course. Patrick served as the Snr. Contracts Engineer for Proscapegroup on the design, bid and build contract of the Entrance Experience; consisting of construction of entrance roads, landscaping, street furniture and sculptures, irrigation, water fountains, lighting, etc. The value of the commission
was circa AED 90 million.

Pre-Contracts Role
 Identify Key Clientele/Business Opportunities within target market which are inline with Organization’s Strategic Objectives
 Prepare and issue all documentation for Pre-Qualifications, Expressions of Interest, Registrations, Proposals,
 Review RFP/Tender documents for the Scope of works, general and particular Contractual requirements, Specifications, Drawings, BOQs, HSE & QAQC Requirements, etc
 Lead the Tendering team in planning, preparation & timely submission of bid(s); including quantity takeoff, obtaining supplier/subcontractor inputs, preparation of cost estimates, risk assessment, developing preliminary execution plan, developing alternative/value engineering proposals, etc
 Coordinate post tender process; responding to client/consultant clarifications, liaising and negotiating with Client till successful award of Contract
 Maintain cordiality with key Clientele to ensure and improve future deal-flow
Post-Contracts Role
 - Participate in kick-off meetings with clients, consultants, contractors, professional service organizations, vendors, and suppliers to provide leadership and guidance in matters related to contractual terms and conditions
 Interface with project teams to provide ongoing guidance
 Prepare, review, evaluate, and process RFQs, Contract Amendments and Changes, and Change Directives
 Assist in the development of claims mitigation strategies and provide guidance to the negotiation of price and terms
 Participate in the payment process, verifying contractors requests for progress payments, release of holdback, final payments, back charges and liquidated damages
 Process documentation for contract close-outs
 Attend contract and project progress and engineering review meetings as requested
 Provide feedback to Controls management regarding challenges or problematic contract administrative issues

Jumeirah Park (by Nakheel-UAE) 2012-2013

Jumeirah Park is a secure, family-orientated residential community spread over 350 hectares. The community contains 2, 000 stylish, luxury family villas, surrounded by expansive, verdant, eco-friendly parks and green spaces, as well as a host of integrated amenities. Patrick’s role was Contracts Manager for Absolute-Pools International, who were commissioned to Design, Bid and Build over 1000 pre-fabricated fibreglass swimming pools. The value of the commission was circa AED 90 million.

 Draft, Evaluate, Negotiate and Execute; Non-Disclosure Agreements, Sales / Purchasing Agreements, Sub-contracts, Consulting Agreements, Licensing Agreements, Master Agreements,
 Serve as the point of contact for customers on contractual matters. Act as contractual “middleman” between company employees and customers, ensuring timely review and approval/reconciliation of variations
 On all standard and nonstandard contracts, provide redlined recommendations and often negotiate directly with customer attorneys or purchasing staff until consensus has been reached
 Maintain contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects

 Design turnkey swimming pool & water feature developments to current international standards.
 Prepare and coordinate the preparation of full cost estimates on conceptual, design-build or general tender work.
