Duties and Responsibilities
 Overall, in charge in implementing and monitoring the ADNOC HSE development programs by conducting audits, inspection and incident analysis on the field of Oil & Gas to satisfy and meet the ADNOC requirement pertaining to 100% HSE.
 Lead the implementation of approved Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with ADNOC and International standards.
 Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
 Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Section
 Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Section in line with international standards, best practices and ADNOC Standards.
 Ensure adequate HSE training and induction for all Section employees to meet HSE standards.
 Ensure the all-site operations under the scope coverage are performed safely and at all the time in compliance with ADNOC standards and procedures.
 Ensure all the personnel engaged in scope handling are trained with required job specific training and all are recorded in accordance with ADNOC requirements.
 Ensure that the Risk Assessments are carried out for each activity and proper work permits are obtained and recorded.
 Support in preparing Lift plan for critical lift ensures HSE compliance.
 Coordinate with Corporate HSE for updating the HSE requirements.
 Conduct training at site on HSE awareness and as per ADNOC campaigns.
 Maintain proper HSE reporting (statistical / performance) in line with ADNOC requirements.
 Ensure proper reporting of HSE incidents and support in incident investigation and follow up for proper closing.
 Ensure all HSE flashes, lesson learnt etc. are shared with all site work force.
 Responsible for HSE compliance activities, including compliance reports, development / improvement of management systems, conducting field inspections/audits, implementation of programs, interpretation of regulations and interfacing with regulatory agencies.

• Implemented HSE Programs and monitors its developments.
• Continually inspect the worksite/areas and identify unsafe acts and conditions, and advice management of those need immediate attention and actions.
• Provided meaningful advice to line/site management on safety matters, including legislative and industry standards. And generally maintained a safe worksite.
• Sound knowledge of Statutory HSE Regulations, Industrial Safety Standards, and ensured their correct implementation.
• Ensure Permit to Work systems are followed for high risk activities
• Carry out weekly site inspections with project supervisors and record the significant findings.
• Ensure proper HSE statistics reporting is carried on monthly basis.
• Ensure all HSE relevant documentation is properly maintained.
• Ensure that any hazards that are reported are fully investigated, an assessment made as to the risks involved and a valued judgment as to the best and most reasonably practical method of protecting the workforce, the equipment and any other item that may be at risk of damage from the hazard.
• Applied HSE Standards on Job Sites.
• Sound knowledge of Statutory Safety Regulations, Industrial Safety Standards, and ensured their correct implementation.
• Provided line/site management on a weekly and monthly basis with analyzed trends and statistics on all HSE matters.
• Prepared, modified, and enhanced HSE Documents such as HSE Policy, HSE Procedure Manuals, Project HSE Plans, HSE Formats, HSE Inspection Checklist, etc…
• Conducted effective "New Hire" employee safety and health induction/orientation.
• Participated in the Clients/Consultants HSE meetings or project progress/development meetings.
• Conducted regular tool box meetings and HSE meetings.
• Conducted/Assisted accident investigations and compilation of complete reports in a timely manner. And provided pro -active safety countermeasures and solutions.
• Conducted/Assisted the HSE trainings of all levels of employees.
• Ensured that effective system of maintenance and inspection of fire fighting equipment's is implemented.

Duties and Responsibilities
• Promoting Health, Safety & Environmental awareness at all levels.
• Ensuring the availability of resources and providing financial support to the HSE Department.
• Providing a liaison between the Site Management and the Client.
• Review annual report of all accident occurring to personnel and equipment at site.
• Ensure the implementation of the strategic HSE plan in the company in the most cost effective and time efficient manner.
• Ensures that all managers and line management staff are qualified and competent.
• Ensures that all employees are informed of top management’s commitment to HSE and the abidance of all legal requirements.
• Report all incidents to the Engineer and Client as per ADSSC procedures.
• Enforce and the implementation of health, safety and environmental regulations at all projects, to upgrade safety aspects where possible along with the progress, inspect the working area to detect and correct unsafe / unhealthy situation and to organize education and sensibility of the workforce.
• Organize safety inspections, prepare site safety meetings at different timings and levels and organize training sessions on safety with different levels of supervision and execution team.
• Organize the quarterly formal safety inspection. He will record the findings and rate the area in discussion with the inspection team.
• Compile monthly safety statistical report and submit the report to the Contracts Manager each month, if it’s requested by the management.
• Deal with emergencies and monitoring of quality records for safety and fire prevention equipments.
• Advise Management on all Health and Safety aspects and changes of statutory safety requirements and ordinances and propose safety measures that help reduce accident rates.
• Closely monitor Health & Safety environmental activities of all work areas on all projects.
• Conduct random safety audits and routine site visits at all projects.
• Monitor the activity of the site medical attendant/first aid facilities and advice them in accordance with health, safety and environmental procedures.
• Review and approve all risk assessments and health & safety method statements in accordance with the Health, safety and environmental procedures.

Duties and Responsibilities
• Ensure all activities on site are in compliance with safety procedures in respect of the format signed off by Main Contractor’s Safety Officer.
• Ensure that the Safety Training for Site Labourers is regularly maintained.
• Ensure that the Labourers on site are following safety procedures and report to Project Manager in case of deficiency.
• Closely monitor site activities on a daily basis issuing non-compliance reports where necessary and suggesting remedial measures
• Coordinate with other HSE Officer to ensure that HSE policy is implemented.
• Participate with PM staff in reviewing and assessing Close out Report as submitted by the main contractor.
• Conduct safety meetings to all sub-contractors safety representative to discuss safety requirements, hazard control, unsafe act, housekeeping and site conditions
• Conduct weekly safety patrol with the contractor and recommend corrective action for unsafe acts and unsafe conditions observed during inspection
• Ensure that the sub-contractor has providing orientation of new employees / workers and supervisors in regarding company safety and health procedures, location of first aid facilities, and other job safety related matters.
• Ensure that Permit to Work System for hot work, excavation, confined space, scaffolding, etc. is properly implemented.
• Ensure that all drivers and operators were holding UAE driving license and certified by third party approved by the Municipality.
• Review inspection checklist for fire extinguisher, power tools, scaffolding and lifting equipment.
• Prepare Pre task Briefing / Task Safety Analysis and Risk Assessment in every activity.
• Submitting and recording daily statistical report of Accidents / Incidents to the safety department.
• Preparing daily HSE Inspection Report/Weekly report/Monthly safety statistics report.
• Attending the weekly safety review meeting conducted by the contractor’s safety department and project management.
