Local Roads and Drainage Programme
Parsons Brinckerhoff are the Programme Management Consultant (PMC) for the Local Roads and Drainage Programme which comprises over 200 projects with construction value currently estimated at QAR 50Bn approximately £ 9.5Bn.
Paul was a Senior Member of the Design Management Team responsible for assisting the Design Manager in managing and providing technical support and guidance to a team of over 20 Drainage Designers undertaking technical reviews of proposed sewerage networks incorporating foul sewerage, surface water drainage, ground water control systems, rising mains, tunnels and micro tunnels infiltration systems, attenuation systems (Suds), pumping stations and hydraulic models.
The role involved day-to-day co-ordination and liaison with the Client the Public Works Authority (PWA), Area Delivery Managers, Project Managers and the General Engineering Consultants to ensure smooth project delivery by addressing technical and commercial issues early in the design process.
In addition to the above Paul was responsible for running weekly team resource meetings and for moving staff between projects to ensure delivery dates were met. Paul was also responsible for the selection and interview of team members and developing the demobilisation strategy.
Paul undertook the development of design policy, design strategy and the improvement of design standards in liaison with the Client the (PWA), and the General Engineering Consultants (GECs).
Paul developed the scope, specification and work order for the Strategic Surface Water and Ground Water Study for the Doha North Area, the objective of which was to define a ground water and surface water strategy that would be used to establish the criteria for a detailed design that would drain an urban area in excess of 20, 000 ha via: two deep pumping stations, a 200 ha wetland and a tunnel network in excess of 65 Km in length that discharged surface water out to sea via a long sea outfall. The initial estimate of the construction cost of this work excluding the long sea outfall was QAR 1.3 Billion approximately £260 million.
Paul wrote Interim Advice Note 013 (IAN 013) ‘Guidance on the use of current design standards for the design of surface water and ground water systems', which was approved by the PWA and adopted as a National Design Standard in Qatar. This document clarified ambiguities in the existing design guidance thereby ensuring a consistent approach to the application of the surface water design standard across Qater, specifically in terms of the design storm used and level of flood protection given to properties and public facilities. The application of IAN 013 resulted in an estimated saving of QAR 309, 366, 321 (approximately £67, 197, 139) from the programme construction cost as a consequence of addressing the unintended overdesign of drainage systems. Paul was responsible for developing the methodology used for assessing claims for additional work based on the level of effort required to rework designs such that they complied with this new guidance.
Paul wrote the design guidance for the use of soakaways in Qatar to facilitate compliance with the requirements of the ‘Qatar Integrated Drainage Master Plan', which recommended the use of infiltration systems as the first option for the disposal of surface water.
Paul recommended to the PWA that they allow designers the option to use top entry gullies instead of side entry gullies on the programme because of the significant improvement in collection efficiency and the potential of a 40 per cent saving in capital and operational cost if this type of gully is adopted, this recommendation was accepted by the PWA.
While working in Qatar Paul organised and ran 28 technical training seminars that were attended by members of the PMC, the PWA and the GECs.

Paul worked in Kuwait as the Project Manager for Phase 15 of the Kuwait Sewerage Improvement Scheme a joint venture between Parsons Brinckerhoff and local Consultant Gulf Consult. This project comprised the rehabilitation of sewerage and infrastructure in three districts of Kuwait City: Gernata, Al-Andalus and Sabah Al-Nasser, a combined area of approximately 797 hectares and home to a population of 90, 000 people. The design value of this project was KD 1, 049, 806.520 approximately £2.6 million and the estimated construction cost KD 37, 227, 498 approximately £92.5 million.
Paul has widespread experience of the design and maintenance of public sewerage and urban surface water drainage schemes gained during periods of employment in both the public and private sectors.
Prior to working in the Middle East Paul was responsible for the Engineering and Project Management of sewerage schemes and programmes in which his role was Design Team Leader.
Paul has experience of the design of trunk sewerage improvement and rehabilitation works, which have involved the outline and detailed design of gravity sewers, sewage attenuation tanks, rising mains, pumping stations, a pipe bridge and combined sewage overflows. Paul has been responsible for the project and engineering management of large infrastructure projects, that comprised the redevelopment of old industrial sites this included the provision of access roads, and utilities. He also has experience of the management, extension and protection of assets owned and operated by water companies.

•This project was a joint venture between (PB) and Gulf Consult, for the rehabilitation of sewerage and infrastructure in three urban areas of Kuwait City covering a combined area of 797 hectares, and home to a population in excess of 90, 000. The study, subsequent design and preparation of tender documents included the following: analysis design and detailing of approximately 174Km of foul and surface water sewers, Topographic surveys, roads rehabilitation design, telecommunications and street lighting. The Design fee for the study stage of the project was KD 1, 049, 806.520 approximately £2.6 million the estimated construction cost at the time was KD 37, 227, 498.00 approximately £92.5 million.
Paul was responsible for a team of 24 comprising engineers and other specialists from both Parsons Brinckerhoff International and Gulf Consult ensuring that each stage of the project was completed on time, invoicing for work completed in-line with the contract delivery dates, developing and obtaining approval of the programme from the client, client liaison, coordinating the work carried out by the design teams, chairing progress meetings both internally and with the client. Establishing project controls, baseline programme, responsibility matrix and list of detailed deliverables, reviewing and approving deliverables. Recruitment and training of team members and providing specialist technical support where required.
In Kuwait Paul was instrumental in the initial development of the PB Middle East and North Africa mentoring programme. The purpose of which was to encourage emerging professionals to maximize their potential under the guidance of an experienced mentor.

At Trehafod Paul undertook the conceptual civil engineering design of a Combined Sewage Overflow comprising; screening chamber, pumping station' 40m clear span pipe bridge, rising main and 2500m³ compartmentalized underground storage tank on the site of a former coal mine. Constraints included pre-industrial site, abandoned mine workings a river and limited construction access which resulted in Paul commissioning a structural assessment of an existing Bailey bridge.
He managed and co-ordinate the detailed design of concrete structures, mechanical and electrical plant and the pipe bridge detailed design.
Managed survey contractors undertaking sewer and topographic surveys. This included, checking surveys complied with specifications and running quality assurance checks where necessary. Approved payments to contractors.
Liaised with the client in respect of the buildability of proposed solutions. Took part in project peer reviews and liaised with the Environment Agency and Local Government Departments in respect of discharge consent to watercourses, planning and future land use matters.
During the construction phase he undertook liaison with the contractor providing answers to site queries.
