Led and motivated the project controls team in challenging operating environment on areas relating to budget, cost, and schedule of Abu Dhabi International Airport multi-billion dollar expansion programs. Coordinated multiple stakeholders and checked work of subordinates and CM agencies. In charge of all program level reporting.

Managed the Planning and Cost Control sections for the JAFZA Convention Center and Hotel Complex construction project (circa $550m). Supervised the IT, Administration, Materials, and Document Control sections as well as subcontracts procurement coordination in liaison with the Head Office. Controlled project scope, manpower schedules, and materials procurement in coordination with the Task Managers. In charge of all internal and external periodic progress and performance reports. Reported to the Project Director.

• Set up the Project Controls Manual comprising of inter-departmental responsibility matrices, communication plan, performance measurement tools, and work process flowcharts.
• Organized and managed the development of Production Control System that enhanced productivity by 25%.
• Formulated PMIS software using the Earned Value Method for effective labor productivity measurement & budget control purposes.
• Led the introduction of EDMS software that effectively enhanced communication between all internal stakeholders and optimized correspondence response time.

+ PMO - Program Planning & Control Manager 2006- June 2007
Initiated the Program Management Office (PMO) Planning & Control section. Monitored and tracked projects execution and services delivery progress (circa $115m), cost & sales follow up, and budgets preparation. Advised and supported sales and procurement functions in the civil works practice area. Reported to the Program Director and PMO Manager.
+ Total Project Manager, Civil Works 2004-2005
In charge of the overall civil works execution of Mobily's Launch phase GSM project (circa $60m) from design through construction in four major cities. Set up project execution strategy. Managed and guided the project team consisting of 60+ people and 20 subcontractors. Controlled cost and material orders according to budget and plan.
+ Civil Works Manager 2002-2004
Set up work procedures, managed and directed the Construction Management service provider in implementing the STC GSME5 & 6 projects (circa $70m & $80m respectively). Interfaced with the customer regarding work processes, budgets, and quality control issues. Served as Line Manager or resource owner for the three regions.
+ Civil Works Engineering Manager 2000-2001
Established and led the engineering section in the STC GSME4 project (circa $55m) evaluating buildings’ roof structural capacity, performing electro-mechanical and power capacity calculations, analyzing and designing self supported steel structures (up to 90m high) and associated concrete foundations.
Key Achievements:
• Instigated and managed successful program during project pre-bid stage that resulted in local market share gain.
• Managed project team in $60 million Greenfield project from site acquisition through design to construction. Project completed to customer’s satisfaction and within budget.
• Successfully led commercial aspects of projects. Controlled project costs effectively.
• Successfully negotiated (achieved pricing level goals) and set up procurement service packages distribution strategy for multi-service contractors.
• Set up work procedures and project execution strategy including Fast Tracking.
• Established and led the engineering section profitably resulting in subsequent project awards from customer.
Managed the contracts and construction activities including planning and acceptance of exchange buildings in the PSTN expansion project. Engaged in international tenders’ preparation including sub-contractors evaluation for Turnkey GSM projects in Jordan and Morocco. Prepared technical project specifications in the Czech Republic Turnkey GSM project. Promoted from Senior Engineer in March 1998.
Held various technical positions as structural engineer in companies in USA (namely Sargent & Lundy, Fluor Daniel Inc., ABB Impell Corp., and Bechtel Corp.) providing services to the power industry from 1985 to 1993, and later on the residential & leisure sectors in Lebanon from 1993 to 1995.
