Brief : Responsible to control and monitor Company total expenditures to ensure that all projects expenditures are captured, properly recorded and kept within the projects budget, monitor that actual productivity rate in sites to ensure that the establish cost is beneficial to the company, Manage and Direct Senior Cost Control Engineers in Projects and Head office, Manage Company Cash flow /Budget Plan, Apply PMO Strategic Plan Vision and Mission to achieve company Strategic Plan.

Responsibilities: -
1. Participate in Establishing of projects cost baseline budgets plans in accordance with project execution and client requirements for inclusion in the Project Control Plan.

2. Manage/Direct Senior Cost Control Engineers in Head office and Projects.

3. Direct the preparation and maintenance of project cost control status and review/verify cost control forecasts.

4. Support project cost monitoring, analysis and forecasting functions.

5. Divide and distribute plans, budgets and standards of performance for every area of activity and through early detection of variations, maximize the opportunity for cost effective corrective action.

6. Responsible to control and monitor Company total expenditures to ensure that all projects expenditures are captured, properly recorded and kept within the project budget, monitor that actual productivity rate in site to ensure that the establish cost is beneficial to the company.

7. Promote cost reduction and search for ways to reduce the project cost.

8. Coaching and Training All New Cost Control Engineers to be familiar with Project Control and PMO Process and procedure.

9. Communication with all other department for providing and discussing Cost Performance Report.
10. Audit All Cost Control Report and report related before sharing with stakeholders.

11. Ensure that all Cost Control Report Issued in time.

12. Prepare and Issue Company Summary Cost Control Dashboard.

13. Check and discuss Cost Control Major Concern with Company Project Managers.

14. Improve and Audit All Company Lesson Learned.

15. Manage Company Cash flow /Budget Plan with Planning Section.



16. Manage and approval for all subcontractor Invoices/Change Requests According to authority Matrix.

17. Manage and Approve Budget Change Request According to authority Matrix.

18. Review Company Change Order with Client

19. Assist in establishing, implementing, monitoring, and enforcing departmental policies, goals, objectives, and procedures.

20. Be prepared to represent the department in executive management meetings as necessary.

21. Review and issue overall client and contractor management cost reports.

22. Establish and maintain change control systems, ensure proper evaluation of change notices,
determining cost impact on all affected areas.

23. Member of PMO Establishment.

Senior Cost Control Engineer

Project: KFUPM-BUSINESS PARK Package (01) & Package (02 & South Dharhn Home Ownership Ajial Package(01) & Package (02)

Responsibilities: -

1. Review Sub- Contractor Invoices as per Sub- Contractor Invoice Policy.

2. Review Sub- Contractor Performance as Sub- Contractor Policy and Procedures.

3. Review Project Control K.P.I.

4. Ensure that the Client Invoice captured the actual quantities.

5. Review the Project Control- Cost Control Reports.

6. Ensure that the Cost Control Section submits internal report as per schedule.

7. Follow- up Client / Sub- Contractor Change Orders.

8. Review the Site Purchase Request and Purchase Orders.

9. Review Sub- Contractor’s Request and Contract/s.

10. Review TQ before Submitting it to the Client to Check Cost Impact.

11. Review Recruitment Request/Rental as per Manpower Histogram

12. Review Equipment Request as per Equipment Histogram and Study make or buy decision.

13. Submit Enterprise Periodical Report for Sub- Contractor- Cost Variance.

14. Submit Project Cost Variance (Resource Variance, Project Cost Report, Physical Invoice and Productivity Variance).

15. Ensure all significant documents send immediately to Project Control Department.

16. Share all significant documents to All Departments as per Report Frequency List.

17. Reviewing, Monitoring and Recording All Lessons Learned of the Project per Scope of Works.

18. Periodical Site visit to ensure All Cost Control Engineers On- Site follows the Project Control and I.M.S. Systems.

19. Teaching, Coaching and Mentoring the Cost Control Engineer before assigning to the Project Sites.

20. All types of job must follow the HSE rules to ensure their safety during their work as per the attached general rules.

21. Performs other related duties as may be required by Direct Manager.
