OMAN: Construction Management Consultancy Services for the Infrastructure Package 2 of the Port of Duqm (Apr 2018 to date)

Oz is RHKA’s top member of staff in Duqm and joined the project mid-way, replacing the retiring Senior Resident Engineer. Oz undertakes contract management, site supervision and design auditing tasks with effective administration of Contractor’s HSE, QC/QA and CEMP procedures with a multinational team of 30 engineers/inspectors.

The infrastructure package 2 (IP2) has a contract sum of USD 280million with a works period of about 3 years. It involves topside development of a greenfield container terminal over a 100ha reclaimed land with a 1, 600m quay. Works include ground improvement with vibro-compaction, RC crane beam on bored piles, crane rail and track works, BIM based combined-utility network, LED terminal lighting, port pavements, roads, ISPS security systems, reefer gantry systems and administrative buildings and workshops that are partly designed by Employer and partly design& build by Contractor.

GHANA: Project Management / Construction Management Consultancy Services for the New Port and Container Terminal in Tema
(CLIENT: Meridian Port Services (a JV between Bolloré Africa Logistics, APM Terminals and the Ghana Ports and Harbour Authority)) (ENGINEER: AECOM Ghana) (MARINE D&B CONTRACTOR: China Harbour Eng Co Ltd (with CHEC First Harbour DI as Designer and Atkins UK as Independent Checking Engineer)
Oz was AECOM’s Project Director at the pre-contract stage for this development and managed AECOM’s contribution to Employer’s tender assessment of Marine Works Bids in Paris and the Hague through direct engagement with the bidders. Following closure of the 6-month bidding-stage, Oz moved to Ghana in July 2016 to set up the project and manage the entire suite of PM/CM services as the Resident Engineer directly engaging with the Contractor/Employer until he left the Project in May 2017.
Oz established the project HSE, QC/QA and CEnvM Plans in “compliance with International Lenders’ requirements” and carried out the routine FIDIC-based resident engineer duties with a team of 45 supervision engineers and site inspectors.
Oz’s hands-on responsibilities also included growing the “expat and local AECOM team”, setting up the PMC management and supervision systems (including PMWeb document/cost management system), design auditing and financial responsibility.
This greenfield “3.7 million TEU” and “4-berth” container terminal development included a capital cost over 1billion USD thru a design&build procurement of a “130ha reclaimed platform”, a “1.4km quay wall with large caissons” and a “3.5km breakwater within a dredged port access channel” to accommodate largest vessels. “Land & Building” package included: paving works, roads, combined utility network infrastructure, roads, gates, workshop, customs area, warehouses and 21 buildings.

KUWAIT: Contract Administration, Site Supervision and Design Audit Services for Design & Build Contract for Mubarak Al Kabeer Sea Port (CLIENT (Engineer): Ministry of Public Works / Mega Projects Sector); (CONSULTANT (Engineer’s Rep): Scott Wilson) (MARINE D&B CONTRACTOR: Hyundai DEC - MA Kharafi JV (with Haskoning UK as Designer and Halcrow UK as Independent Checking Engineer))
Oz served from the commencement till final completion as the Engineer’s Representative under the bespoke, FIDIC-based Design & Build contract as Scott Wilson’s top staff member with responsibility for setting out the quality and project management systems, design management/audit protocols, site supervision, contract administration and design auditing (site staff peaked at 35 no.). High emphasis on inspection and audit of procurement of key materials at the place of manufacturing, including hot-rolled-steel from China/Korea, tie-rods from Thailand, breakwater rock from UAE and quay furniture from Far East. This stage of the greenfield “1.8million TEU” deep-berth container terminal development had a value of USD 1.2 billion.
Oz led the Scott Wilson design audits, which covered the complete suite of civil, geotechnical, ports/marine and coastal design deliverables, which included extensive hydraulic/physical modelling work. Particular design audit attention focused on:
• Multi-scenario environmental impact assessments including monitoring and management plans for large scale reclamation and dredging works (with significant siltation issues), including vast land- borrow areas.
• Massive combi-wall quay structure with 45m gauge between crane rails, 135mm dia solid tie-rods, extensive ground improvement with deep-soil-mixing & jet-grouting and 20m deep berth pocket.
• Reclamation design with surcharge and vertical band-drains
• Heavily reinforced concrete capping beams with 50yrs to first maintenance.
• Comprehensive impressed-current-cathodic-protection system for the quay.
• Rock-armoured breakwater using imported rock.

Oz was AECOM UK’s Ports and Marine Team Leader (part-time only, in Glasgow) during finalization of the FEED/Tender package for marine works, container terminal and bulk terminal facilities for use in the lump sum, turn-key procurement of a port.

Oz has been AECOM’s local Project Engineer in direct communication with the Employer for finalization of the dredging design, reclamation design, sub-surface investigation, environmental impact assessment and tender documentation for the entire basin/access/navigation dredging works for the new Mubarak Al Kabeer Seaport.

BAHRAIN: Consultancy Services for Fishing Harbours Project - Phase 2 (Contract No. N04-2.A.4) (CLIENT: Ministry of Public Works / Special Projects)

Oz served as Scott Wilson’s Project Manager for a complete suite of consultancy services for design-tender-construction delivery of 4 no. new fishing harbours around the Bahrain Island with responsibility for delivery of the design, tender-stage support and construction supervision services. The Services were:
• Complete range of marine/infrastructure/building/environmental consultancy services from concept, through preliminary and tender design of all works
• Marine Works Scope including dredging and reclamation, shore protection with rock revetment, blockwork wall, pontoons and various forms of breakwaters
• Coastal and Hydraulic Consultancy including required hydrodynamic modelling for dredging, reclamation and breakwater works.
• Geotechnical Consultancy including scoping, procuring and site supervision of all site surveys and ground investigation

Oz was Scott Wilson’s Resident Engineer during the construction stage with FIDIC-based contractual supervision responsibilities, leading a construction supervision team of 10 engineers. Oz managed the design review and construction contract tender stages with responsibility for overall delivery of the Scott Wilson services with a team of international design engineers.
• 10km long flood protection earthworks for the Porsuk River Channel in an urban setting, with extensive reprovisioning of utilities/services
• Bridges over the Porsuk River - 7 no. vehicular and 11 no. pedestrian - with RC and structural steel superstructures on large bored-pile foundations

Oz was Scott Wilson’s Project Manager from outset by preparing the technical proposal, completing outline design, preparing FIDIC based design-build tender documentation and negotiating till contract award. Project comprised fast-track outline design for bunkering terminal with major import/export jetties, 150, 000m3 tank farm and fuel-oil blending facilities.

• HONG KONG: Design and Construction of First and Second Round of Dedicated LPG Stations at Sheung Wan / Kwun Tong / Tai Po and at Kowloon Bay / Kwai Chung respectively; (CLIENT: China Resources Petrochems Co Ltd)
Oz was Scott Wilson’s Project Manager from bidding stage to end of detailed design stage including preparation of tender documentation and contract award for construction works. Resident Engineer for the construction stage with responsibilities to supervise overall procurement and commissioning of the LPG stations. Project comprised fast-track design by the Employer and followed up with competitive tendering and construction to deliver Hong Kong’s first dedicated LPG filling stations within the time and budget constraints set at commencement.

Oz was Scott Wilson’s Project Manager to set-up and coordinate planning, site based engineering assessment, brief desk studies for Port of Maputo.
• HONG KONG: Consultancy Services for Maintenance of Existing Quay Structures at MTL Terminals; (CLIENT: Modern Terminals Ltd)
Oz was Scott Wilson’s Project Engineer responsible to prepare contract documents for diving and concrete inspection surveys to determine structural adequacy of the existing quay structures. Carried out supervision-in-chief duties during the execution of the surveys. Prepared a report on upgrading of the existing fender system to cater for large post-Panamax container cargo vessels.
• HONG KONG: Consultancy Services for Construction of New CRPC Oil Terminal at South-east Tsing Yi; (CLIENT: CRPC Ltd)
Project Engineer on the HK$ multi-billion oil terminal comprising a phased construction for handling petroleum products. Worked during Phase-1 Works (marine reclamation, seawalls, dredging for fairway and multi-berth tanker pier with all associated fendering, walkways, loading arms, M&E and fire protection) reporting directly to the PM.
• HONG KONG: Consultancy Services for 132&11kV Underwater Cable Tunnel Crossings at Ma Wan and KSM Channels; (CLIENT: China Light & Power Ltd)
• HONG KONG: Consultancy Services for Design and Construction of Cut-Cover Tunnels for Tseung Kwan O Extension; (CLIENT: MTRC HK)

UK: Repairs to Mooring Dolphin DM5, Sheerness; (EMPLOYER: Medway Ports)
On secondment to Costain Ltd, Site Agent with responsibilities to co-ordinate and supervise the works including control of site safety (completed a 2-Module Health & Safety Course for Construction Supervisors). Project consisted of demolition and re-casting of a thick reinforced concrete dolphin including use of high pressure water jetting, rapid-expanding Cardox tubes and thermic lancing.

UK: Upgrading/Modifications to Main Oil Jetty, Isle of Grain; (EMPLOYER: BP Ltd)
On secondment to Costain Ltd, Site Sub-agent for temporary works, organisation and implementation of Quality Assurance procedures and assistance to project manager on all matters. The design-construct procurement comprised upgrading of an existing petroleum products jetty, which included: dredging works, construction of 4 new mooring dolphins, structural steelworks and installation of new loading arms, fendering system, fire protection system and cathodic protection system together with their associated mechanical and electrical works.
