Oz is RHKA’s top member of staff in Duqm and joined the project mid-way, replacing the retiring Senior Resident Engineer. Oz undertakes contract management, site supervision and design auditing tasks with effective administration of Contractor’s HSE, QC/QA and CEMP procedures with a multinational team of 30 engineers/inspectors.

The infrastructure package 2 (IP2) has a contract sum of USD 280million with a works period of about 3 years. It involves topside development of a greenfield container terminal over a 100ha reclaimed land with a 1, 600m quay. Works include ground improvement with vibro-compaction, RC crane beam on bored piles, crane rail and track works, BIM based combined-utility network, LED terminal lighting, port pavements, roads, ISPS security systems, reefer gantry systems and administrative buildings and workshops that are partly designed by Employer and partly design& build by Contractor.

Oz was AECOM’s Project Director at the pre-contract stage for this development and managed AECOM’s contribution to Employer’s tender assessment of Marine Works Bids in Paris and the Hague through direct engagement with the bidders. Following closure of the 6-month bidding-stage, Oz moved to Ghana in July 2016 to set up the project and manage the entire suite of PM/CM services as the Resident Engineer directly engaging with the Contractor/Employer until he left the Project in May 2017.
Oz established the project HSE, QC/QA and CEnvM Plans in “compliance with International Lenders’ requirements” and carried out the routine FIDIC-based resident engineer duties with a team of 45 supervision engineers and site inspectors.
Oz’s hands-on responsibilities also included growing the “expat and local AECOM team”, setting up the PMC management and supervision systems (including PMWeb document/cost management system), design auditing and financial responsibility.
This greenfield “3.7 million TEU” and “4-berth” container terminal development included a capital cost over 1billion USD thru a design&build procurement of a “130ha reclaimed platform”, a “1.4km quay wall with large caissons” and a “3.5km breakwater within a dredged port access channel” to accommodate largest vessels. “Land & Building” package included: paving works, roads, combined utility network infrastructure, roads, gates, workshop, customs area, warehouses and 21 buildings.

Oz served from the commencement till final completion as the Engineer’s Representative under the bespoke, FIDIC-based Design & Build contract as Scott Wilson’s top staff member with responsibility for setting out the quality and project management systems, design management/audit protocols, site supervision, contract administration and design auditing (site staff peaked at 35 no.). High emphasis on inspection and audit of procurement of key materials at the place of manufacturing, including hot-rolled-steel from China/Korea, tie-rods from Thailand, breakwater rock from UAE and quay furniture from Far East. This stage of the greenfield “1.8million TEU” deep-berth container terminal development had a value of USD 1.2 billion.
Oz led the Scott Wilson design audits, which covered the complete suite of civil, geotechnical, ports/marine and coastal design deliverables, which included extensive hydraulic/physical modelling work. Particular design audit attention focused on:
• Multi-scenario environmental impact assessments including monitoring and management plans for large scale reclamation and dredging works (with significant siltation issues), including vast land- borrow areas.
• Massive combi-wall quay structure with 45m gauge between crane rails, 135mm dia solid tie-rods, extensive ground improvement with deep-soil-mixing & jet-grouting and 20m deep berth pocket.
• Reclamation design with surcharge and vertical band-drains
• Heavily reinforced concrete capping beams with 50yrs to first maintenance.
• Comprehensive impressed-current-cathodic-protection system for the quay.
• Rock-armoured breakwater using imported rock.
