Graduate of the Project Manager’s Course and recipient of the DynCorp Lighting bolt award for outstanding service to the Project. Deputy Program Manager (DPM) of a highly successful DynCorp mission in central West Africa that started out as a training mission culminating in a Services contract; responsible for executing a State Department contract supporting US State Department and Department of Defense endeavors training the new Army of Liberia (AFL). As DPM, directly responsible for the service, security and support mission providing mechanical and infrastructure repairs and services, administering a robust Quality program to US Military. Through process re-engineering I streamlined a very complex and cumbersome business model saving the program thousands of dollars by helping the organization fundamentally rethink how they do their work. The successful end result was improved customer service, dramatic cut in operational costs resulting in greater customer satisfaction.
Also responsible for Housing, Transport Fleet, Electrical, Power Generation, HVAC, Water Production, Waste Removal, Septic, Weapons Repair and Armed Protection details both static and mobile at three different Bases. I was additionally tasked with the fielding of small arms to the AFL and controlling the weapons under the UN mandate. Ran ranges and shooting course. Conducted physical security and force protection assessments and investigations. I managed and assigned duties to subordinate managers to include subcontractors by both written and oral communications; extensively used Microsoft products to develop records, documentation and presentations to Corporate and the client. Oversaw the facilities management operation, forecast logistics, supply and maintenance needs to maintain readiness and serviceability. Oversaw the management of over 25, 000 lines of supplies and the property book.. Served as senior mentor and counsel on all issues pertaining to employee relations, HR and quality of life. Arbitrated issues with sub-contractors and manage the subcontractors to ensure quality and contract compliance. Managed task order requirements through the use of standard business practices such as timelines, feasibility studies, gant charts, the standardization of project controls, program meetings, working groups to ensure contract delivery. Prepared project team for successful DynCorp Internal audit. Provided technical direction to staff managers in the area of Military specific support, FAR requirements, facilities and maintenance and quality of life issues. In conjunction with the HR manager and PM developed and administered standard hiring practices in compliance with DynCorp corporate policies and d guidelines. Instrumental in the savings of over $250k (US) to the client as a result of budget reconfigurations and elimination of non productive practices and staff. Hosted working groups meetings, weekly and monthly meetings with the client, project staff and the client. Chaired special hiring and promotion boards, acquisition board and managed new business development.

Primary Subject Matter expert to the Commanding General of the Armed Forces of Liberia from recruiting to force development to combined arms training and Peacekeeping operations; directly reported to the Military Charge of Affairs at the US embassy in Liberia. Director of Training and Senior Mentor responsible for the implementation of a State Department Project with the new Government of Liberia tasked to Train the new Liberian Army on a US Army Program of Instruction Scheduled and assigned duties to one hundred trainers (100) Army, Marine and Civilian. Planned, developed and managed training programs, including supervisory training in methods, procedures, and techniques of training, planning and conducting training, test administration, and curriculum planning. Developed Force on Force evaluation modeled after US Armyfor Light Infantry. Managed the execution of the training budget. Additionally responsible for the maintenance and operations management of seven training areas and three live fire ranges. Also participated as senior instructor in the Officer Candidate School, taught Military Decision-making Process, Battalion and Brigade Operations and Spearheaded STXs and FTXs. Conducted AARs, mission briefings and Command Post Exercises. Sole recipient of Company’s highest award, the Lighting Bolt award for outstanding service to the Africa Project. Built and Deployed a Mobile training Team for the Liberian Served as the country focal point for standardizing, developing and implementing standardized training requirements. Developed and maintained data bases, shareware and share drives. Additionally charged with presenting detailed briefings to Senior State Department and DOD Military Personnel assigned to AFICOM. Overall responsible for the evaluating training and training programs and plans. Build and engineered two training ranges, obstacle and bayonet course, grenade range, indoor shooting house and a MOUT site.

Directly responsible for the requisitioning and tracking of an estimated $ 3M worth of security equipment for employment within the different KBR Sites Iraq. Developed and successfully negotiated the plan for contract security guard force to be used at four different KBR life support areas worth an estimated $9.8M in the Al Anbar Province.
