projects, based on a Design / Build Approach, as part of the KSA Visions
2020 & 2030, and reporting to the GACA Airports Program Director / KSA
Country Manager. Key responsibilities include :
o Developing the (12) Airports Program Pre-Construction Phase Strategy
for the Prototype of Twelve Domestic Airports Projects.
o Setup and Roll-on of the EPMO, Enterprise Program Management
Office, defining the Structure, Methodologies, Roles and
Responsibilities of Owner, Program Manager, Design Consultant,
Supervision Consultant, and Airports Specialized D/B Contractors.
o Developing the Tender, Procurement and Construction Strategies.
o Write-up of the Construction Contract based on a Partial (65%) Design
/ Build Basis.
o Managed the Tendering Process, including bidders prequalifying, and
the Technical and Financial Evaluation of Qualified International
Airports Specialized Design/Build Contractors.
o Managing the Design Contract and Works, Review of Design
Deliverables by Design Consultant, for the Airports Design Standards,
Quality, Time Schedules, Owner Requirements.

Operate-Transfer Basis. Including the Developing of the Tender and
Contract Documents, Prequalifying and Evaluation of Bidders and
Tender Proposals, Contract Negotiations, final awarding and signoff.
o Managing the Tendering and Contract Awarding Process for, Jeddah
King Abdulaziz International Airport, Main Airport Sewage Treatment
Plant, based on a DBOOT, Design-Build-Own-Operate-Transfer
Contract Basis, including the Developing of Tender and Contract
Documents, Prequalifying and Evaluation of Bidders and Tender
Proposals, Contract Negotiations, final awarding and signoff.
o Developing the Management Strategies and Methodologies for
International Airports Projects in Brazil
Riyadh, assigned for managing the Design, Tendering
and Value Engineering Phases of the Mega Medical & Educational Project,
which is currently on-hold. The Project encompasses Eleven Buildings that
serve Medical, Academic, Healthcare Facilities and Hospitals, a Four Stars

agreeing on the same with the American Design Lead Consultant and
local consultant involved.

Requirements, Quality of Outputs, Time Frames, Cost Overruns,
Contracts and Changes,

Construction Management Phases of Alesayi Hospitality Program PMO, for
Alesayi Hospitality Company in Jeddah, a Mega Scale Hotels Development
Program that encompasses Nine (09) Hotel Projects, at Seven (07) different
cities all over the Kingdom.
Key responsibilities include :
o Setup and roll-on of the PMO Program Management office, including all
key stakeholders, Owner, Hotel Operator "Accor", Design Management
Team, Construction Management Team.
o Defining the roles and responsibilities of the PMO and Key
Management and Technical Positions.
o Defining and implementing the Processes and Procedures of the
Design and Program Management Creating the PM Plans, and
securing all parties approvals
o Creating the Construction Contract Agreement Forms and conditions,
based on customizing the FIDIC Standards, Red Book.
o Creating the Tender Strategies and Procedures
o Developing the Procurement Strategies, for the nine projects, in
coordination with Owner Representatives, and securing approvals on
the same, while coordinating the finals with Design Consultants.
o Developing the Design Consultants Contract Forms and Conditions
based on customizing the FIDIC White Book, these include the ID and

Park Project, owned by the Real Estate Developer "Raseel Properties Co",
and "Asala Real Estate Development Co". A Mega Scale Commercial Park
Project, worth of SR500 Millions, and a TBA of 205, 000sqm, comprised of
Amusement, Entertainment Areas, Hypermarkets, Restaurants, Shopping
Centers, Built-to-Suit international Brands' and Stores.
Key responsibilities include :
o Evaluation and Review of the Completeness and Correctness of the
Owner's received Design / Tender / Issued for Construction Project
Packages, and as being adequate and relevant for Executing of
Construction works at site.
o Dealing with the Owner and Design Consultant to finalize the
Incomplete or Incorrect Design Package, to the IFC level.
o Define the organizational structure of the Project CM and Supervision
teams at site, including the roles and responsibilities of the same.
o Developing the PM Plans, with inputs from CM teams at site and
Projacs HO core team.
o Developing the Quality Assurance and Quality Control Processes and
Procedures at site.
o Implementing of Value Engineering and Cost Reduction Exercises
throughout the Project Construction Duration.

Built-to-suit basis as per the requirements of the Tenant "Lulu Hypermarkets"
Key responsibilities include :
o Oversee and monitor the overall design / build process and the
assigned Contractor's Design Consultant's performance and
timely deliverables.
o Ascertain that the design documents deliverables prepared by
the design consultant(s) complies with the Owner's and Tenant's
intended requirements, quality, budget and time schedule,
proactively through close follow-up on daily and weekly basis,
via workshops, meetings and regular visits.
o Provide overall administration and management of design review
process, by both, Projacs Design Review Team, and the
Tenant's Technical Team on board.
o Delegate assignments and responsibilities to the assigned
design review team personnel.
o Interpret administrative and contractual issues relevant to design
documentation. Coordinate and mitigate dispute issues arising
out of design consultant's performance.
o Administer and enforce company's project and construction
management policies, processes, procedures and practices.
o Collaborating with technical manager to integrate technical
management.
o Contributing to management of Owner's, Tenant's, Vendors and
Contractors' Contractual project relationships.

forms…etc) to match the requirements of the project over many
contractors for different trades packages.

to form part of a project team.
o Attends Management meetings and chairs management,
progress, coordination and technical project meetings.
o Takes executive decisions as required by the nature of the
ongoing construction needs, except on those matters which
need to be discussed with the Owner before any action is taken.
o Complies with the clauses & requirements of all contract
documents agreed between the client and all other parties
(Consultant and Contractor) and act accordingly. PM Should be
fully aware of all contractual terms and conditions.
