In Dragon oil I Supervised two offshore fields (drilling and production facilities), the construction/ commissioning of a crude oil processing plant, a loading terminal extension as well as the upgrade of the CO pumping station. Supervision a team of 6*2 HSE technicians and two doctors

The psoition also included the following
• Ensuring implementation of Dragon oil HSE management system and procedures
• Conducting HSE internal audits as well as Contractors audits and recommends remedial initiatives to Improve HSE performance.
• Defining, planning and organizing HSE related training requirements,
• Facilitating the company HSE risk assessments sessions and workshops (Drilling, Productions operations, logistics / marine and construction).
• The preparation of HSE reports and statistical reviews .
Developing, implementing annual HSE program (Training, Audits, Risk assessments, ER drills and exercises, HSE campaigns)in line with company 5 Year HSE plan.
Monitor and control the field's HSE budget .

Responsibilities included:
Facilitate the implementation of company EMS in accordance with ISO 14001.2004 Standard.
Develop and monitor the EMS audit programs ( schedule, procedures, checklist).
Acts as expert advisor on environmental matters
Acts as Chairman & secretary for the ISO implementation team.
Represents NDC in the Technical Committee on Environmental Protection.
Represents NDC with operating oil and gas companies
Member of the HSEIA bidders evaluation committee.
Plan and conduct regular site inspections for company locations ( rigs and logistics base).
Investigate and reports accidents and incidents.
Preparation /review monthly and yearly reports, reviews the same and resolves any queries prior to submitting for publication or issue.
Assists in the development of company training matrix ( for env related matters) as well as giving technical advise on selected course.

Supporting rig manager in management of the HSE MS at the facility .
Promoting safety & providing HSE training to personnel.
Monitor the implementation of safety procedures, delivering HSE training.
Doing self inspections and audits and reporting to facility manager and HSE division any deviations.
Investigating, reporting rig incidents and advising on solutions for same.
Safety inductions and briefing, safety -meeting facilitator.
Site and equipment inspections.
Drills planning and monitoring of drills performance ( H2s drill, fire drills, spill drills)
PPE stocks management.
In charge of the HSE observations data base ( SAP system).
Locations based training records administrator.

HSE Training provider for plant based crew.
Advises on the local (Algerian) and international regulations and laws.
Plant HSE inspections, and accident/ incident prevention day to day duties.
Managing the corrective action data base as well as the Hazard observation data base ( similar to STOP system).

Developing and implementing HSE system for the company.
Developing the HSE training matrix and selecting the training providers.
Advises on the local (Algerian) and international regulations and laws Selecting for recruitment and training HSE assistants.
Advisor for security contracts for the cement factory.
During this period I did in largest Egyptian cement factory (7 million tons year) a qualitative risk assessment for all operational areas( quarries, mills, kiln plant, and packing / bulk delivery units).

Representing MI Algeria HSE with the local authorities and oil field companies and implementing MI HSE system:
Developing and implementing HSE procedures ( local HSE manual).
Managing HSE department budget (medical care, training, and safety items ( PPE)).
Advises on the local (Algerian) regulations and laws
Providing training (in house) for local and expat personnel.
Coordinating external training with sister companies (Schlumberger and SONATRACH)
Rig and other locations visits and inspections.
Medical contracts care contracts negotiation and administration.
Developing Waste management procedures and administrator for waste management contracts (garbage, hazardous wastes, used oils).
Implemented and monitored the Hazard observation system and data bases
Member of the Loss prevention team.
Member of the HSE auditing team for MI SWACO locations in Egypt, covering both the HSE management system and a physical audit of the five locations ( Cairo ( offices), Alexandria, Port Said, Abou Redeis, and Suez).
