Performed the role of Project HSE Lead and supported the top management of Archen in fulfillment of CEMP and legal compliance. Prepare, review and update CEMP, ensure any changes to the CEMP are made known to all staffs and sub- protection/ mitigation measures to verify compliances with CEMP.
Liaise with client representatives, PMCM and supervision consultant to ensure variation of the work that may impact on the environment. Deliver environmental induction and training to management, site engineers and workers.
Conduct audit site inspections as required by the CEMP. Review sub-contractors environmental plan and, other staffs to implement the Project Environmental Management Programs.
Supported the implementation of the Project Environmental Management System (EMS ISO: 14001:2004) including assessments and, audits as applicable to facilitate compliance with environmental regulations and permit requirements.
Conduct and / or participate in Company safety audits of Contractor and their subcontractors.
Perform job safety analysis/risk assessments per Aramco project management plan & procedures (PMP), and coordinate and conform to the client’s HSE representative and client’s safety management system.
Responsible & accountable for all site & environmental inspections, internal & external audits, action items, monitoring.
Ensure that approved work permits are available prior to start of work as required by the client.
Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.
Assist EPC contractor construction management personnel in identifying hazards and in planning and organising the work such that a safe working environment is maintained.
Review the contract documents for all construction packages and activities to assure Contractor’s conformance with safety requirements and procedures. Advise the project Construction Superintendent and Construction Manager of any deficiencies, together with development of recommendations for corrective measures.
Review and comment to the Construction Superintendent and Construction Manager regarding site safety organizational practices of the Contractor, along with scrutinizing their key safety personnel’s technical qualifications and cultural perspective in discharging their responsibilities for the Contractor’s overall safety.
Review Safety Procedures as submitted by the Contractors and ensure compliance and implementation meets the “letter” and the “spirit” of Contract requirements.
Review the safety management system program and plans as submitted by the Contractors and ensure compliance with regulatory statutes, client overarching safety requirements, and all contract documents.
Ensure all activities on site are in strict compliance with all safety procedures, without exception.
Ensure Contractor’s safety staff is adequate to assure full custody and control over all aspects of safety for the total of all work activities on site. Report suspects conditions and all instances of shortfall to adequate attention that compromises worker and worksite safety.
Review Contractor’s safety records, documents, reporting to investigate whether all construction equipment is maintained regularly and safely, and with all required operating certifications and operator qualifications.
Ensure Contractors safety training is regularly maintained and documented for all required construction and management site crafts.
Have skills to co-ordinate with approved testing agencies for various equipment’s as required by clients like crane, heavy equipment’s, lifting tools etc. from the approved agency & ensure to safe working condition of equipment’s.
