Direct HSE initiatives for the design-build construction of the Cairo Metro Project in collaboration with an Egyptian French Joint Venture (EFJV). Align with international regulations across construction, corporate safety management systems, environmental, and CSR. Oversee the civil interface of all project personnel, present executive-level presentations on key project insights, engage in global High Severity Incident (HIPO) collaboration sessions, and oversee HSE-related budget planning.
• Develop execution plans for the construction of underground stations, implementing technical standards for operating Tunnel Boring Machines (TBM) to facilitate the safe excavation of a 7.7 km tunnel with passage under the Nile River
• Oversee approval process for the implementation of work procedures, including the critical installation of a 15 km overground viaduct, contributing to the successful construction of five metro stations along the route
• Strategize and execute all HSE planning, including the development of execution plans for a 73- meter span to traverse over an operational metro station, ensuring uninterrupted operations while enhancing infrastructure connectivity
• Provide strategic guidance for the health department, comprising physicians and ambulances for 24-hour operations, safeguarding comprehensive healthcare support and emergency response capabilities
• Initiate and rigorously enforce Stop Work Authority (SWA) protocols, assuring eficient cessation of operations in response to safety concerns or incidents, thereby fortifying project integrity and personnel well-being
Executed all HSE management plans and strategies for the Hydrocracker Division of Saudi Aramco's Jizan Refinery Mega Project (EPC 10/11), enabling safety and environmental compliance (ISO 9001- 2008, ISO 14001-2004, and ISO 18001-200) amid heavy construction activities and challenging conditions.
• Achieved a 100% score in regulatory audits conducted by Saudi Aramco and international third party auditors, validating exceptional performance in SMS deliverables
• Developed interface tie-in audits and facilitated connections with adjacent projects, maximizing coordination and eficiency
• Increased participation rates in scheduled safety/HSE compliance training during SIMPOPs with an unprecedented 100% engagement from project personnel
• Implemented integrated plans to ensure compliance with local and national codes, meeting client; Project Management Consultancy (PMC); and Engineering, Procurement, Construction (EPC) contract requirements while facilitating uniform project execution
