 Develop adequate policies, procedures and processes for the Strategic Procurement function to maintain efficient operational excellence in order to achieve Company’s overall objectives.
 Lead the development and execution of innovative sourcing strategies and programs to meet present and future materials / services requirements for Projects by applying advanced knowledge of sourcing / purchasing principles, complex negotiation strategy and vendor relationship management.
 Identify strategic sourcing needs for Projects by reviewing the material requirements of the various projects, and establishes policies for strategic sourcing of the concerned items/ materials.
 Set procurement sourcing strategies for various types of supplies / materials involving major high volume materials and systems, and monitors adherence of Projects to set strategies.
 Develop a robust vendor base and enters into purchase agreements with the vendors for supplying Company’s needs based on the requirements of the projects.
 Pre-qualify and develop the preferred / approved vendor list of Company for different key materials and services across different geographies, in consultation with the respective Project and in coordination with strategic planning.
 Ensure that the requested items meet the required specifications and are obtained at the lowest possible price and delivery schedule.
 Ensure that purchase orders issued in timely and efficient manner.
 Distribute the purchase requests to the purchasing agents or buyers for action.
 Coordinate with Projects’ Procurement functions when developing the preferred / approved vendor list of Company, in order to utilize their experiences with different suppliers.
 Consider the consolidation, where applicable, of the Projects major materials demand for greater negotiating power and lower costs (economies of scale), and coordinate with the concerned supplier awarding and delivery of materials.
 Participate with Projects in the technical and commercial evaluation, negotiations and selection of the contractors and vendors for major and huge contracts, and as appropriate.
 Meet with suppliers to discuss the requirements of the offered quotation and negotiate prices, payment terms and delivery conditions.
 Conduct regular visits to sites for procurement coordination.
 Analyze reports and initiate remedial action if problems arise.
 Attend project meetings (as required), trade shows, conferences, conventions and seminars to network with people in other purchasing departments.
 Maintain quality records for all purchase orders, items, purchased costs, delivery, product performance and inventories.
 Maintain price control for all purchased items and identify / maintain new price control.
 Expedite some items in coordination with the quality control section.
 Manage the establishment and negotiation for JV’s with major suppliers.
 Monitor contract performance to ensure compliance with contractual obligations.
 Extend support to Estimation Department in sending RFQ, obtaining quotation, preparing comparison sheets and preparing material files.
 Analyze price proposals, financial reports, and other data and information to prepare techno-commercial comparison sheet to evaluate the quotation.
 Assist in establishing a flexible procurement management system in coordination with IT and Internal Development.
 Manage key vendor relationships in coordination with Projects, in addition to participation in pre-bid evaluation process, as appropriate.
 Provide assistance and support to projects procurement.
 Conduct annual performance appraisal to review employees’ performance, carries out disciplinary meetings when needed, recommends salary adjustments, rewards and promotions based on employee performance results.
 Monitor the adherence of Strategic Procurement function employees to the company’s guidelines, policies and procedures.
