Working as Proposals Manager within the company for projects under bidding including EPC and occasionally PPP projects, where THABAT is the sole bidder or in Joint Venture with other local and International companies. Main responsibilities include supervision and decisions on the following activities:
Scheduled communication with higher management about the current activities and load of the Bidding Department. Make live presentations and provide details on the bids under study to the management highlighting the key elements of the bids.
* Coordination with other departments (Engg., Finance, Planning Procurement…) for obtaining tailored information for specific tenders.
* Coordination with JV partners if the tender involves a JV partnership.
* Finalizing the estimated “Direct Costs” with chief estimators.
* Preparation of “Indirect cost” of the bidding projects.
* Seek Possibility for Value Engineering (VE) Analysis, if requested in the tender.
* Bid Evaluation and Preparation of “Top Sheet” of the company. (A summary sheet of all the captured Direct & Indirect cost heads, Overheads and Profit).
* For PPP or BOT projects, I coordinate with the partners to accommodate the EPC model within their “Financial Model” for the overall project submission to the client. It essentially involves providing the regular maintenance and major maintenance budgetary prices for the complete duration of the BOT contract.
* Strategical Assignment of uplift factor to the cost while finalization of the Priced BOQ.
* Initiate the Bid Closeout meeting with top management to validate the figures, fix the Overheads and Gross Margin to finalize the tender value.

BID MANAGER:

From time to time, I am also assigned the position of Bid Manager for important projects under bidding stage including EPC and PPP projects, with THABAT either as sole bidder or as Joint Venture with other local and International companies. This position allowed for greater autonomy and flexibility to make decisions specific to the project.

Tendering Manager في Al Taafuf Co. For Elec. Works (STS)

Worked as Bidding Manager with Al Ta’afuf Co. (formerly known as Saudi Trading & Services Int’l Company Ltd., or STS). The company is a Class I General Contracting Co. with Specialization in Electro-Mechanical services in the Kingdom of Saudi Arabia.

During my 18 years stay in STS and prior to being transferred to estimation and later assigned on the post of Bidding Manager, I had worked as the Head of Planning and Cost Control Department with the company. My responsibilities covered the supervision and direct involvement in:

* PLANNING:

* Preparation, resource & cost loading, monitoring, updating of project construction schedules.
* Generating Monthly Billing Projections and Manpower Histograms to monitor the resource requirement for HR, site management and finance department.
* Supervision of the preparation of Monthly Cost Reports.
* Monthly Billing thru the cost loaded schedule if required by the client.
* Resource leveling, Critical path analysis, Productivity measurement, S-Curves, “Time & Cost” analysis, and comparison of Actual cost Vs Budgeted cost. Suggesting corrective measures for anticipated problems relating to “Time and Cost” overruns.

*COSTING:

* Analyzing and comparing the Original Budgeted Costs of the project for different cost categories viz. Material, Labor, Supervision, Sub-Contracts etc. against Actual Costs.
* Forecasting the cost of remaining materials to be ordered, activities to be to executed, Subcontracts to be awarded etc. to arrive at the ‘Forecast At Completion’.
* Comparing Monthly “Target Billing” Vs “Actual Billing” for the projects.
* Analyzing Change Orders; estimated Cost Impact, Direct Costs Analysis etc. to evaluate the resources breakdown and update the original budget and the Contract Value.
* Supervision of Monthly Cost Reports release for ongoing projects.

I have had an active participation in developing the CSI based estimation database with resources categories i.e. Material, Labor, Equipment Subcon. etc... and the estimated Manhours/Crewhours per unit for the company. I am fully capable to install, establish and initialize a structured database of Estimation System in a company from beginning.

Main responsibilities were Estimation, establishing direct & indirect costs, Quantity take-off, preparation of BOQ etc., besides coordinating with Planning Engineers to provide data for scheduling purposes.

Main duties were to maintain the perform the regular maintenance, startups, monitoring and reporting the vital Electrical parameters within the plant.
