The following Utilities/Facilities fall under the scope of duties:
Pumping Stations, Pressure Networks, Valve Chambers, and Hydrants for Potable Water, Firefighting, Irrigation, Wastewater, Triturator, and Blue Water Utilities/Services. Plumbing, HVAC, and Firefighting services for Electrical Substations, Control Rooms, Offices, Labs, Security Checkpoints, and GSE Modular Buildings. Aircraft Stands mechanical services. Firefighting systems for Fuel Farm Tanks, Bunds, and Hydrant Pumps. Buildings and Infrastructure services for MATAR MPD New Offices Compound.
DUTIES & RESPONSIBILITIES:
-Reviewing the Contractors Document Submittals and consolidating the applicable Stakeholders comments for Design Documents, Calculations, Factory and Site Acceptance Test Reports, Testing & Commissioning Procedures, Operation & Maintenance Manuals, and Training Manuals.
-Drawings review from Design/IFC stage to the production of Shop Drawings, followed by verifying the Redline Markings to the issuing of the final As-built Drawings.
-Material Submittals review to ensure that the procured materials are compliant with the Project Specifications and Requirements.
-Method Statements review to ensure that the work will be carried out on site in the proper sequence and in a safe manner while securing all the necessary permits.
-Sub-Contractor Approvals review to ensure that the specialized job is awarded to a suitable Sub-Contractor having the relevant experience and proper qualifications.
-Quality Control by supervising the Material and Installation Inspections (MIRs & ITRs), issuing Site/Technical/Defects Observation Reports (SORs, TORs, and DORs), preparing Non-Conformance Reports (NCRs), and following up with the Contractor for the comments and observations compliance, corrective actions, and closure.
-Coordinating with the Project Design Consultant for the applicable responses to the Contractor Site Clarification Requests (SCRs) to reach the best technical solutions to the raised issues with minimal or no additional cost on the Employer.
-Preparing Site Instructions for the additional work by verifying the new scope and reviewing the relevant Documents prior to issuing them to the Contractor.
-Following up on the mechanical equipment and systems Testing and Commissioning and ensuring all the stakeholders’ comments are implemented prior to approving the Commissioning Witness Test Reports (CWTs).
-Assisting the Contracts team in the technical evaluation of the Contractor cost and time claims for issuing an entitlement recommendation to the Employer.
-Drafting Letters to the relevant Stakeholders whether for information, initiating a required action/activity, or in response to the received letters accordingly.
-Following up on the snagging/de-snagging of mechanical systems and preparing the lists of outstanding activities for each facility in preparation for handing over to the Employer/Operators.

DUTIES & RESPONSIBILITIES:
-Reviewing RFP’s and preparing Project Proposal Documents: Scope of Work, Methodology, estimated Efforts, and Budget for a competitive bidding.
-Attending Client Kick-off meetings and Site visits, Data collection and Analysis, and issuing Queries and Requests for Information.
-Preparing Concept Reports, Performance Specifications, and Feasibility Studies.
-Attending Progress Meetings and Presenting Project Deliverables to the Client.
-Ensuring the proper Local and International Codes and Standards and Design Guidelines are being followed as applicable.
-Checking and validating the in-house developed Software Programs and Design Calculation spreadsheets.

-Checking Hydraulic Systems Designs and validating Hydraulic Models Transient and Surge analysis results for the Design Optimization and Hammer mitigation of Distribution networks and Force mains.
-Checking Utility Buildings Designs including Equipment selection, Piping, Heating, Ventilation, Air Conditioning, Plumbing, Firefighting, and General Mechanical Services.
-Cathodic protection Concept Designs and Performance Specifications preparation for fuel tanks and fuel distribution networks, water tanks, and thermal storage tanks.
-Checking Tender and Construction Documents (Design Drawings, Method of Measurement, Bills of Quantities, and Specifications) for completeness and consistency before issuing to the Client.
-Guiding, Training, Mentoring, and Supervising Junior Engineers.
-Planning, Leading, Managing, and Delegating tasks among the Team Members, and ensuring Milestones and Deadlines are met in line with the company Quality Procedures and according to the Standards.
