BEST is a five-year, $36 million project funded by USAID that seeks to support Jordan's transformation into a globally competitive tourism destination. The project works closely with government, non-government and private sector tourism stakeholders to strengthen the country's tourism facilities and services, improve the management and promotion of tourism sites, boost marketing efforts and encourage tourism to secondary sites.

As the Component Leader, Ms. Quossous is responsible for leadership and management of a portfolio comprising of supporting enterprise development, investment promotion, increasing access to finance, policy and regulatory reform, institutional development, improvement of tourism business environment, development of innovative financial products, and public-private partnerships. In specific, Ms. Quossous is responsible for the following:

•Working with the banking sector and financing institutions on improving access to finance to investors, business start-ups, and entrepreneurs across Jordan.
•Support improving the business enabling environment and implementation of investment incentives, especially in governorates.
•Support Jordan Investment Commission in tourism investment promotion activities aiming at job creation and attracting investment.
•Delivery of technical assistance to tourism enterprises to enhance competitiveness.
•Support the Ministry of Tourism and Antiquities and Jordan Tourism Board quest to attain the King Abdullah II Award for Excellence as a model for internal reform and institutional strengthening
•Support a public-private approach to policymaking by working through the National Tourism Council and its expanded committees to facilitate an industry-led dialogue, build a strong public-private partnership, and demonstrate stakeholders’ interdependence in a successfully functioning tourism ecosystem.
•Update the National Tourism Strategy and accelerate implementation through Action Plans.
•Identify policy reform agenda and administrative reform initiatives in partnership with sector public and private sector stakeholders.

•Acted as a Project Manager on number of projects in areas of economic development, private sector development, market research, utilities support, public private partnerships, public sector reform, municipal development, institutional development, environmental management and capacity building.
During this period, I worked extensively with donors, governments, the private sector and public utilities and was responsible for staff management, recruitment, and appraisal.
Selected Engagements
•Project Manager, Municipal Joint Service Councils Assessment for Regional and Municipal Development Project, Ministry of Planning and International Cooperation, World Bank, 2006. The main objective of the study was to diagnose the municipal Joint Service Councils viability, and thus the ability to capitalize on the establishment of such councils to facilitate, utilize and optimize the roles of municipalities to provide services. In order to achieve this objective, the study completed a Holistic Examination of the financial, institutional, legal and regulatory frameworks, which regulate the work of these councils, to proactively assume the responsibility for:
Exploitation of all available resources in order to optimize the level and quality of the services provided.
Enhancing decentralization and creating the proper inductive institutional framework for these councils to achieve their mandate.
Curb all hindrance and obstacles affecting the work of the councils.
•Project Manager, Municipal Capacity Assessment, the Regional and Municipal Development Program, World Bank, 2005. Participated as the local project manager responsible for technical and financial management of the project, managing day to day activities with the Ministry of Planning, international partners and local team. Role included making sure that the study fits the local context in the approach, methodology and the sampling criteria for the selected municipalities. The objective of this study was to assess the capacity of municipalities in Jordan to deliver sustainable and affordable services in an efficient, effective and equitable way.
•Project Manager, Social Assessment, the Regional and Municipal Development Program, funded by the World Bank, 2005. The overall objective of this study is to either eliminate, or at least mitigate, any possible adverse social impacts that might result from the Regional and Municipal Development program, and develop a viable participatory approach to increase sustainability of investments. This study ensured that the investments proposed and implemented under the municipal program equitably reflect the actual needs and priorities of targeted population and actually contribute to the betterment of the living condition of the poor and under-serviced segments of population.
