• Ensure that all work is being carried out as per Client requirements.
• Plan, organize and control the departments to ensure that the company and the client benefit from the best HSE policies in place.
• Responsible in monitoring the performance of the health, safety and environmental systems and make the required modifications.
• Undertake daily inspection tours to ensure implementation and compliance with the standards set out in the HSE Manual and any additional project specific requirements.
• Prepares daily inspection reports.
• Follow-up on implementation of recommendations following senior colleague’s approval.
• Carries out site HSE induction programs for all Company and sub-contractor personnel.
• Ensures approved emergency procedures are well established.
• Ensure emergency equipment is in place and maintained in operating condition.
• Conducts gas testing procedures prior to commencement of work in potentially dangerous areas as required.
• Participates as a team member in emergency drills to ensure that procedures are workable and effective.
• Carries out investigations into the causes of HSE related incidents and prepares reports with recommendations for remedial action.
• Ensures Safety equipment is kept in optimum operating condition.
• Attends weekly and monthly HSE meetings to discuss and resolve relevant issues.
• Ensures effective Toolbox Talks (TBT) are held prior to commence work.
• Identifies training needs and communicates these to senior colleagues. Provides guidance and advice to junior colleagues.
• Ensure hazard identification and Job Safety Analysis is consistently applied to all activities prior to work.
• Make incident & accident report in a timely and efficient manner.
• Maintain and keep update all project HSE Dept. Records and fillings.
• Intervene on work process for HSE issues.
• Perform regular safety routine and site inspection to ensure all activity is being carried out in safe conditions and manner.
• Identify and analyze construction hazards and risks and takes necessary steps to mitigate the risks, including stopping unsafe work or unsafe acts & behaviors.
• Check, review and inspect all permits if updated as required prior to start any activity.
• Review JSA as part of the safety requirement.
• Ensures that all safety precautionary measures are complied and followed.
• Ensures that all control measures specified on each work permits are complied and maintained by Sub-contractors and workforce.
• Act as Gangway officer/inspector during fire drill and emergency drill exercises.
• Conduct HSE awareness campaigns in form of safety presentations and safety talks directing to all staff/personnel of sub-contractors.
• Reports with the HSE superior, with a primary function of performing continuous monitoring at work site to ensure continuing conformance of field work force with a relevant safety, health and security requirement, programs and other existing pertinent policies.
• Carries out daily site surveys to ensure: only safe work methods are in operation adequate fire and fall protection are in place, adequate welfare and first aid facilities are properly maintained, approved tools are being used and sufficient personal protective equipment provided and properly worn.
• Perform other task that may be assigning by the department head.

• Participates at Corporate / Project-developed HSE Training / Incentive and Awareness Programs; attends safety meetings with the client / other contractors.
• Advises the Project Management thru the HSE Supervisor, as a result of field safety monitoring, on:
- Ways to improve existing work methods to better accident / incident prevention.
- Identified and foreseen safety hazards which may affect health and welfare of site employees and their execution of work.
- Areas of concern at site where stricter control is required for an effective loss prevention & loss control.
- Required changes, supplementary instructions, and other safety aspects essential to improve the existing safety program.
