Manage commercial contracts and
audit cost control reports. Revise and update delay analysis, construction claims and
extension of time (EOT) eligibility, and procurement processes. Problem solving and
resolve issues with interim payment, construction progress and critical path, earned
value management (EVM), HSE, negotiate project’s scope changes and variation orders.
Manage and supervise day to day planned construction activities on project site.
Review and approve estimates, bids, and propose corrective strategies and risk
mitigations. Chair meetings and collaborate with internal and external stakeholders,
consultants, supply chain, and subcontractors. Manage projects’ contractual disputes
through mutual agreements, and mediations or arbitrations. Manage teams of
professional staff, MEP, construction Mgr., HSE, BIM, structural and shop drawings, QS,
planning and scheduling. Managed procurement and purchasing departments.
Developed asset controls and improved profit centers’ efficiency for (3 HMA asphalt
plants, 600T PMB tank farm, 3 crushers, 3 CBM plants, concrete plant, ice & chilled
water plant), and (PMV). Perform high rise building design review, property
management, residential and commercial real estate market evaluation including
architectural finishing, (MEP), and infrastructures. Managed design-build project

(Bridge and multilevel parking below water table including utilities), and final handing
over, testing & commissioning of electromechanical installation (MEP, firefighting, BMS,
PMS, UPS, auxiliary transformer and switchgear, electrical generators, and HVAC).
Projects: expressway, tunnels and LRT, deep excavation and rock processing, mix use
residential and commercial development, power stations, office buildings, army
barracks, and MEP, slope stabilization, dewatering, piling and shoring, (Link road (10
miles); Truck route (12 miles); water security mega reservoir (3 million CuYd); city
streets & utilities, costal Blvd roundabouts and infrastructure including utilities, street
lights and traffic lights).

Managed and streamed lined operational processes including
cost control directives at 4 regional engineering offices (ROW & Utilities) with
professional staff. Review and approve real property appraisals and acquisition, design
and “Design and Build”, infrastructure and utilities relocation (MEP, HV electrical
distribution lines, Fiber optic network, sewer and water pumping stations, natural gas
distribution network, and across USA (Oil & Gas) pipelines), tunneling, bridges, roads,
and Rail Road construction projects. Standardized contract processes. Manage and
approve contracts, change orders, and contractual variations. Conduct construction
projects’ visits, Value engineering, review Road Safety Audit (RSA), and propose design
upgrades with latest safety standards and improved traffic management. Chair
meetings with stakeholders, consultants and contractors. Interface with government
agencies. Derive strategies to mitigate risk and streamline program management.
Perform delay analysis, earned value, and claims’ management. Resolve contractual
disputes even through mediation, arbitration, or jury trials. Revise and update
operational policies and procedures. Conduct training seminars for Consultants,
contractors, and utility agencies. Participate in public meetings in support of TDOT.
Promote TDOT best business practices with emphasis on community economic
development, and positive public awareness. Secure project deliverables to expedite
project construction and follow up on construction progress. Conduct bridge and
infrastructure inspections and rehabilitation (renovation and repair), waterways
mitigation, structural and safety upgrades utilizing advanced construction material.
