CBG as concessionaire of the Chemin de Fer de Boké (135 Km) is responsible for the transportation of bauxite for all users according to the Multi-User Operation Agreement (MUOA) signed in 2015 between ANAIM (Government Entity), CBG, GAC (EGA) and COBAD (RUSAL). To achieve this goal, CBG has created an owner project team to follow up on the needed capacity expansion facilities:
• Major challenges:
o To achieve consensus with four stakeholders.
o Set up a Trust Fund.
o American sanctions on the project execution for 10 months due to the Russian user RUSAL.
• Significant accomplishments
o Completed the feasibilities studies FEL2/3 and various transport simulations.
o Negotiated the major contracts for the EPCM, earth work, railroad work, equipment purchases and onboard signalisation.
o Collaborated with CBG financing dept for a 150 million USD loan.
• Responsibilities assumed:
o that all EPCM activities were in accordance with the contract content, policies, procedures and requirements of all stakeholders.
o that all project activities were fully integrated, coordinated, and controlled to meet clients’ expectations.
o that the project scope defined by the Technical Committee and validated by the User Committee strictly adhered to by all project teams (Internal Team and EPCM).
o to oversee the project in terms of Engineering, Control, Procurement/Contracts, and Health, Safety, Environment and Community.
o to conduct consultations with communities and to ensure that the project will not have any adverse impact on them.
