• Achieving success in the implementation of the SEC 5-Star Health and Safety Management System.
• Achieving success in the SEC 5-Star Health and Safety System in reducing fatalities, serious injuries, minor injuries and accidents.
• Manage, control and audit the SEC 5-Star Health and Safety Management System.
• Compile agreements with the Contractors in accordance with the documentation of SEC 5-Star Health and Safety Management Program.
• Instruct and train all project personnel and subcontractors regarding safe working practices and to develop safety consciousness.

• Compile and manage authorized programmers of accident prevention and emergency evacuation are in place.

• Provide the management and the technical staff assistance and administrative work in developing, maintaining, planning for, tracking, and recording the activities related to job safety within the project department.

• The individual will be directly accountable for the health, safety and environmental performance of all assigned Services and warehousing branches and will serve as the resource for health, safety and environmental related support for those branches consistent with core values designed to achieve HSE objectives.
• Evaluate causes of fires, determine fire protection methods, and recommend fire detection equipment against fire, explosion & related hazards.
• Is committed to a “Zero Incidents” philosophy.
• Acts as primary resource for all HSE related tasks arising out of the assigned Services branches.
• Attends and participates in pre-job client meetings with branch operations personnel in a support role to address HSE related questions.
• Reviews pre-job safety plans, address HSE concerns with Branch Managers and/or branch operational staff.
• Prepares job-specific action plans and hazard analysis plans as needed.
• Administers inspections and hazard evaluations of prospective jobsites, pre-job safety check lists and audits/hazard evaluations of existing jobsites and facilities for presence of risks and makes appropriate recommendations for avoidance, transference or retention of risk; regulatory compliance; and corrective actions for noted deficiencies.
• Conducts facility, shop, warehouse and jobsite safety meetings and audits for production work crews.
• Ensures compliance of all employees with regard to Company, client and regulatory agency HSE policies and procedures.
• Coordinates and conducts safety training sessions for office, operations and production personnel.
• Maintains an instructor's rating in accordance with OSHA and IOSH guidelines and performs the necessary
training of Company employees to ensure compliance with regulatory requirements.
• Maintains certification in First Aid CPR.
• Maintains the necessary training and skills to perform industrial hygiene surveys and evaluations.
• Maintains current working knowledge of safety equipment devices and personal protective equipment used by Company. Is capable of providing related training for this equipment and specifying proper equipment for
protection against identified hazards.
• Directs the procurement and supervision of qualified temporary Field Safety Representatives for Services jobsites as dictated by project requirements.
• Coordinates and/or assists in HSE recordkeeping requirements such as air monitoring/sampling, exposure hours, medical records, employee safety training (HAZCOM, HAZWOPER, respirator fit testing, asbestos abatement), etc.
• Arranges for, and maintains liaison with, medical service providers local to assigned Services branch location and field jobsites.
• Administers accident/incident reporting requirements. Ensures that management, customers and governmental agencies are timely notified. Directs and reviews root cause accident/incident investigations and recommends or initiates remedial and corrective actions as required. Composes and distributes Safety Alerts as may be prudent.
• Assists HSE Manager with administrative assignments such as policy and procedure updates, training program updates, statistical reporting and tracking, incident investigation, case management and departmental goal setting.
• Maintains liaison and routine communication with key customer HSE personnel. Attends, and actively participates in, key customer HSE meetings and workshops.
• Assists with premises and occupant security requirements for the Company's properties and facilities
• Maintains flexibility to handle several projects concurrently and ensure that each is progressing as required
• Is available to respond to after hour call-out as may be necessary to satisfy Company's client requirements and position responsibilities.

To Prepare/update leading edge on safety policies and procedures. To organize HSE training program for workmen. To promote safe working culture and practice in both offshore and onshore facilities. To ensure compliance with all statutory requirement and liaison with legal personnel. To monitor Safety performance through inspection, risk assessment studies, HAZOP studies, HAZIN, Fire Protection/ Measures, Environment Protection activities, Accident investigation & analysis, Safety Audit and Safety Meetings, Daily House Keeping practices etc.
• Provide HSE Engineering support and advice to P&M during the transition from Project Construction, through Commissioning, Start-up and into Production Operations.
• Responsible for the coordination and direction of the HSE Program.
• Responsible for monitoring inspecting of all tools, equipment scaffolding, health and hygiene on site.
• Monitor the segregation and disposal of waste accumulated on site.
