• Overall development of Health and Safety procedures and their implementation across the Program.
• Ensure that the procedure is regularly review as required.
• Review and recommend approval, rejection or further work to the Program Manager on all accident investigations.
• Ensure that Sites are established in accordance with the require procedure.
• Conducting routine audits and regular inspections to check conformance of HSE plans as per procedure.
• Reviewing Contractors’ and Supervision Consultants HSE plans for compliance with PAHW’s HSE guidelines and the HSE Management Plan
• Ensuring that Hill HSE Monitoring & Surveillance program is being implemented.
• Conduct HSE orientations on a regular basis, usually monthly, for all Hill employees on the Program. Group presentations shall be included in any new hire orientation programs
• Identifying, issuing and monitoring HSE regulations and codes that may have impacts on Program execution.
• Conduct HSE guidance workshops on the effect of new or updated HSE regulations and codes.
• Conducting routine audits and regular inspections to check conformance of HSE plans as per procedure.
• Reviewing Contractors’ and Supervision Consultants HSE plans for compliance with PAHW’s HSE guidelines.
• Assuring PAHW that all operations in the Program are occurring in a safe and healthy manner.
• Establishes, reviews and modifies, if necessary, all safety-related policies and procedures.
• Oversees the accident reporting and investigation process. He reviews all investigations and recommends approval or further investigation.
• Recommends actions to take against personnel or organizations who are not complying with the standards for safe operations at South Al Mutlaa.
• Having Bi weekly Meetings with Client, supervision consultant and Contractor.
• Inherent to all with federal and local Kuwait code of practice.
Primary Responsibilities:
Implemented, reviewed and report on all aspects of health, safety and environmental (HSE)
management system. Ensured H&S of all employees in the project (mainly contractors and
sub-contractors) while making sure that they are adhered to it, in accordance with the contract
documents, relevant international standards and local/federal authorities rule and
requirements.
Duty Responsibilities:
Established HSE Plan, logistic plan, Lifting procedure, Task procedure, and Risk Assessment
and its implementation.
Training of operatives on the usage of TBM, EPBM, power tool, and ensured toolbox talks
are conducted before task, and make sure all required certificate for the used equipment
are available.
Performance Management - Sets clear expectations & direction for staff; achieves team
results consistently; coaches’ staff to improve; is a positive role model
Partner with other departments to establish and support processes that result in the
continuous improvement of safety
Provide the strategic direction of the Environmental Programs Department through clearly
established and communicated goals and objectives
Maintain a reporting system which provides for a timely and free flow of safety related
information
Provide leadership, guidance, staffing, training, equipment, communications, and other
resources to achieve INL contract and program management office (PMO)goal
Ensuring Health, Safety and Environmental control of the job.
Advising ANNCG terms regarding ADNOC and ADMA safety regulation, requirement and local regulation and standard. Training of staffs and operatives.
Assisting Contractor management in complying with current health and safety legislation, ensuring federal and local regulations are been implemented with the objective of meeting all reasonable and practicable standard to protect the safety and health of Workers, staff and visitors at site. Liaise with municipality and Emergency department, update plans, organize exercises and evaluate procedures; liaise with the fire department regarding emergency procedures, communications and fire safety education programs at site, liaise and Arrange for Occupational Health and Safety testing and/or evaluations of the workplace by external audit as may be necessary; site joint inspection with client and contractor, training of contractor and PMC staff and labor
Responsible for the strict implementation of company and project health, safety and environmental policies and procedure. Highlight violations and recommends and correct changes to existing practices. Conduct site safety audit/inspection to determine and correct unsafe conditions in the site. Performs management function and conduct training session on all aspects of construction safety. Plan and supervises the regular inspection and testing of all fixed firefighting equipment with monitoring of emergency evacuation. Participates in development and implementation of safety and lost prevention policies, and procedure. Review site safety manual, procedure, documents method statements, HIRA and recommends appropriate amendments. Investigation on all accident /incident and near misses and submits report with recommendation to the management.

Review risk assessment, method statement and construction environmental Management System, by using ISO Standards: ISO: 14001…and OHSAS: 18001… for Health & Safety Management Systems including relevant Standards and guidelines, international Construction Code of Practice.
Effecting of safety techniques for hazard control and QHSE management system.
Cultivating and implementing positive Safety culture, safe chemical handling method and HAZCOM/product stewardship in working environment.
Effecting job safety analysis (J.S.A) and sign work completion on paper (WCOP).
Effecting training on HAZID and HAZOP under P and ID procedure, using ISA standard.
Follow up of Standard operation procedures (SOP) in working environment.
Conducting Project Safety Induction for the new staff and keeping the Project Inductions records for reference purpose on regular basics.
Being a multi-lingua person in a multi-lingua environment the Induction is conducted by me in English, Hindi Urdu and Arabic depending on, the Language spoken by the employee.
Conducting Tool box Talks and Safety Briefing on regular basic, especially whenever more hazardous equipment(s) is/are introduced into the Project.
Monitoring of scaffold erection/dismantling work, confined space entries, lifting operations, hot work, and similar hazardous activities to ensure that all relevant requirements are complied with.
Monitoring of MSDS and hazards communication compliance of all projects materials.

Conducting Safety Induction, including training programs for new recruits & Safety trainings for staffs.
