Member of the
Tatweer Buildings Company (TBC), owned by PIF and the Ministry of Education, is a Client Development Company, specialising
in delivery / FM of public and private sector education and social infrastructure projects. Managing a departmental budget, 5
year capital works program, with an annual spend of over $3 Billion.
Key Responsibilities:
* Responsible within the PMO for creation building, leadership and management of the commercial
tendering and procurement department focused on developing strategic procurement options, consultant
and contractor framework development and appointment of project management, design, supervision and
business advisory companies.
* As part of the Senior Leadership Team, supported the creation and development of the Enterprise and
Portfolio PMO and SMO business units, organisational structures, operational enablers, capability building,
management and administration of the PMO delivery.
* Wider duties included supporting the newly formed PMO in development of policies and procedures,
overseeing development and implementation of systems, forms and processes for core and non-core
business and support functions.
* From 2016 onwards responsible for creating, leading and managing the PPP Department from the initial
concept to operational activity stage reporting to the CEO and Investment VP. In addition, and as part of
the Senior Leadership Team, supported the delivery of business investment models and alternative capital
project funding streams.
Responsible for leading on high profile projects in capacity as
Provision of Programme, Project Management, Development Management and Construction Management advice providing
strategic development direction, procurement, technical advisory and active delivery. Instrumental in negotiating construction
contracts and formulating tenant development agreements. Acted as Clients first point of contact in capacity as key account
manager. Expert in managing multi-skilled teams, external contractors, consultants and stakeholders. Key business functions
included preparing business sector plans, identification of new business opportunities, marketing, fee generation, development
and maintaining new and existing client networks, bid management and provision of specialist strategic business advisory.

out monitoring for tenants such as Comet, Asda Living, Marks & Spencer, Tesco, Sainsburys Homebase,
Blacks, River Island, Clarks.

• conference facilities, 160 bed five star hotel, 1, 480 high quality residential apartments and townhouses, golf

* Manchester Airport Developments - Seconded into PMO as Strategic Project Manager, Client Representative
and Technical Advisor on a number of high profile projects:
- New build hotel 196 bed Premier Inn, initially commenced as a Tulip Inn, requiring the incorporation of
brand change during the construction phase.
- New build hotel, 156 bed Premier Inn.
- Fit out for United Kingdom Air Traffic Control (NATS), tower refurbishment, 70, 000 sq.ft, including
incorporation of Airport Common Control Emergency Facilities.
* Sports Centre and state of the art leisure facilities, Lancaster University.
* Bank of Scotland, Crown Plaza Hotel, Manchester, 228 bed luxury 5 star hotel.
* Horizon Hotels, Brand Standard Roll Out, 100 Hotels, each 120 beds.
Resume
Responsible for overseeing delivery of the Capita project management, retail and hotel sector teams throughout the North
West of England. Management of external team members, stakeholders and control of an internal fee and P&L to support a
team of 10 direct reports. Included monthly reporting into, and a member of the Senior Leadership Team, North West Regional
Board, United Kingdom. In addition provided strategic construction change, financial and transformational business advice
seconded into the PMO of Manchester Airport Developments.
