As a legal expert working for the Qatari National Committee for International Humanitarian Law, my main responsibility is to provide legal advice on issues related to the implementation and dissemination of international humanitarian law at the national level.
This includes writing legal documents, background papers, drafting annual reports of the Committee, conducting legal studies, drafting strategies and plans of action, delivering lectures to law students in addition to making and delivering presentations to different target audience on international humanitarian law. Work also involves communication related activities and networking.
• Define and implement the communication strategy of the delegation;
• Manage the communication department and advice the Head of Delegation and other coordinators on communication matters;
• Ensure the integration of communication issues and activities in the overall action of the International Committee of the Red Cross and by concerned coordinators;
• Define and oversee the strategy of the cooperation with the Movement partners mainly the National Society which is the Jordanian Red Crescent Society;
• Ensure the integration of cooperation related matters and activities in the overall ICRC operation and by concerned coordinators;
• Participate in the annual planning and budget elaboration and monitor its implementation;
• Ensure that financial and administrative procedures are respected;
• Manage the staff of the department and be in charge of the department's reporting;
• Coordinate communication and cooperation activities with the HQ in Geneva and other concerned regional delegations.
• Monitor the state of / amendments to national legislation related to the work of the protection department and report on them;
• Provide the protection team with legal advice on issues related to human rights, especially on judicial guarantees and procedural safeguards, in addition to international humanitarian law;
• Provide legal advice on the issue of administrative detention;
• Carry out dissemination sessions on human rights and international humanitarian law to target audience identified by the department;
• Maintain and develop a network of interlocutors involved in the human rights sector;
• Represent the ICRC in relevant human rights meetings and conferences with other international, regional and national actors;
• Under the supervision of the head of the department, organize seminars, courses, national and regional conferences on topics related to human rights, judicial guarantees and detention activities.
• Together with the Head of the Communication Department, elaborate, develop and implement programs/projects linked with international humanitarian law (IHL) and mainly intended for Iraqi academic circles both within and outside the country in question;
• Develop and maintain networks with Iraqi academic circles with a view to promoting IHL and the ICRC;
• Organize and manage various IHL related events such as courses, seminars, round tables, etc.;
• Disseminate to target audiences;
• Contribute to the analysis of the academic environment in Iraq;
• Ensure relevant reporting on matters regarding IHL promotion and networking within academic circles;
• Advice the delegation on matters concerning IHL promotion and networking within Iraqi academic circles;
• Together with the Delegation's Legal Advisor and the Regional Legal Advisor, elaborate, develop and implement programs/projects on IHL intended for its implementation at the national level in Iraq;
• Develop and maintain networks with governmental officials who are in charge with IHL implementation at the national level;
• Supervise and coordinate various IHL related events such as meetings, seminars, round tables, etc.;
• Disseminate to target audience;
• Contribute to the analysis of the implementation of IHL in Iraq;
• Ensure relevant reporting on matters regarding IHL promotion and networking within national authorities in charge of IHL implementation.
• Advice the Delegation on matters concerning IHL promotion and networking within Iraqi national authorities in charge of IHL implementation.
