The Field Communication Officer contributes to developing and implementing the delegation’s strategy on proximity communication, aimed at enhancing acceptance of the ICRC and the National Red Cross/Red Crescent Society in the country. By engaging key stakeholders, s/he helps facilitate access to people in need and improve security for and the impact of ICRC operations. S/he contributes to promoting respect for international humanitarian law (IHL) and other relevant norms among relevant authorities, armed and security forces, armed groups and communities. S/he helps integrate feedback from communities into the ICRC’s programme cycle and enhance the organization's accountability towards those it seeks to assist and protect.

This position contributes to the identification, implementation and monitoring of several ICRC projects in different fields of activities within the structure, in coordination with the Head of Sub delegation. It covers Field, Protection, Assistance, Cooperation, Communication, Security reporting contributing to the representation of the ICRC at local level.

•Monitor the humanitarian environment and needs, and the analysis of the security, socio-economic, cultural and political environment relevant to the TRP SD sharing relevant information with colleagues and reports any change in the situation to the Head of Sub Delegation.
•Develop and consolidate networking in North Lebanon and contribute to the development of the structures network of contacts with all our partners.
•Contribute to the overall running of ICRC activities in TRP SD by providing comprehensive analyses that enable the ICRC to contextualize its programmes in line with its objectives.
•Contribute to the implementation of protection activities including implementing Restoring family links and Missing (FL/MIS) activities using relevant tools.
• Support and contribute to Protection monitoring during Field Trips and by meeting visitors, as well as in outreach activities on MIS file.
•Liaise with team to identify areas for protection monitoring and outreach on MIS file, disseminate about programme and contribute to relevant reporting.
•Meet and screen walk-in visitors, identify their protection needs, refer internally or externally and provide quality debriefings of newcomers and returnees, using institutional tools.
•Act as Communication focal point for TRP SD and Support the HoSD in debriefing and updating the operational communication strategy.
•Plans and manages the OP_COM Action Plan for the sub-delegation ensuring coherent messages and following the strategy of the ICRC in Lebanon.
•Identifies the right tools, training and support needs to ensure timely operational communication is implemented by all key TRP staff with various stakeholders important for the institution’s positioning.
•Strengthening the capacity of TRP staff to speak with one voice.
•Weighing awareness of the ICRC and the risk of increasing expectations in a context were needs are mounting and ICRC’s response remains very limited.
•Tackle unmet humanitarian needs; compile and monitor community perceptions. Provide on a quarterly basis (or ad hoc) analyses to determine if further actions are to be taken to mitigate perception issues or potentially finetune operational approaches.
•Ensure essential OPCOM materials are available.

Liaise with local government entities (municipalities, North Lebanon Water Establishment, Lebanon Agriculture Resource Institute, etc.) in the Akkar region around Concern’s work with refugees and host communities.
•Provision of guidance to secure relevant governmental approvals and licenses (i.e. borehole drilling, etc.) in compliance with Lebanese laws.
•Establish contact with prioritized local authorities to introduce Concern Worldwide, its country programme and define potential points of cooperation.
•Negotiate and prepare contracts with landlords.
•Provide monthly reports summarizing meetings held, agreements signed and activities carried out.
•Plan and Organize events such as Farmers Graduation Event and Photo Exhibition, Asoun water festival which was attended by high level of stakeholders and received positive media attention.
•Conduct training for all Concern staff about Complaint mechanisms and referral system.

Fill up all the necessary documents and forms for the exit visa process that are required by the local authorities are completed and given on time to the General Security Department for their departure out of the country.
•Inform your direct supervisor if you the Migrants/Refugees do not have the appropriate documents for the exit visa process so that we can inform all parties’ concerned (Local authorities, ICRC, UNHCR) in order to continue the exit formalities process;
•Assist in completing all pre-Departure work (i.e. manifests, Customs Forms, Ticketing, ) according to projects’ and IOM guidelines.
•Inform your direct supervisor if there are any complications or delays in the submission of exit permits or denial of cases by the General Security Department.
•Ensure that travel packets, transportation letters and any other relevant documentation are included in each properly marked IOM plastic bag according to the ABN;
•Maintain pro-flight files of all pre-departure information including all necessary supporting documents (i.e. photocopies of tickets, relevant travel requests, ABNs) to be coordinated with the post-departure unit.
