Traffic Engineering Specialist, as member of traffic team (Riyadh metro project) RMTC our role as consultants to oversee the development of Traffic Management Plan Development, Integration and implementation of Temporary Traffic management Plan at work zone during both enabling work and construction phases. Where typical duties include the following but not limited to:
• Development and review of contract and stakeholder requirements for traffic management and assure field implementation and conformance.
• Work with all stakeholders and the design builder to assure all requirements are included in the traffic management plan for each specific work location
• Manage the traffic engineering staff and mentor staff
Technical Manager for the Automatic Traffic Violations Administering And Monitoring (ATVAM) Program in KSA.
The role consists of providing technical guidance, expertise, and quality assurance for the development, design, and system integration from definition phase through implementation. The assignment also involves advising the Ministry of Interior on emerging technologies, feasibility, and means of integration with existing systems. The ATVAM program is divided in two phases; the first phase covers law enforcement systems, and the second phase aims to deploy a kingdom-wide integrated security and traffic management system that acts as an umbrella for all traffic police departments of Saudi Arabia.
Worked as Traffic& Transportation- Specialist at Traffic &Roads Agency, where the main activities include the following :-
• Follow up and review of Al-shendgha tunnel re-habitation project ( CCTV cameras, advanced laser over height vehicle detection systems integrated with automatic incident detection cameras, and ventilation fans) to maintain project scope integration configuration and insure all deliverables and outcomes are compiled with agreed quality standards .
• Design traffic operation and freeway management systems (ramp meters, incident recognition and management, variable message system (VMS), and toll system (salik).
• Design, interpret and present transport and travel surveys;
• Develop the initial design ideas for new or improved transport infrastructure, such as junction improvements, pedestrian priority schemes, bus interchange or bus priority facilities, car parking areas, etc;
• Traffic signal design and coordination using SCOOT system model for green wave For management of urban traffic Control (MUTC)
• Traffic Safety Audit for new and existing roads
• Write clear reports and present options and recommendations to the CEO of traffic and roads Agency;
• Develop options for testing as potential solutions to transport problems;
• Using mathematical (HCM) and computer simulation models(syncro, and vissim) for traffic impact study to forecast the effects of different road improvements, policy changes and/or public transport schemes;
• Evaluate the benefits and costs of different scheme options or strategies;
• Manage studies and projects, often within the tight time and budget limits;
• Assess the transport effects and infrastructure requirements (access Management, car parking, bus stops, cycle parking, etc) of new developments to support planning applications
Worked For ESCO ltd as member of technical assistance expertise for consultancy service Project ( Ministry of Municipal & rural Affairs), as Traffic Engineer Expert, where typical duties include the followings:
• Formulate short and long range division Plans contributing to strategic Engineering Department goals.
• Traffic impacts studies (TIS) of new developments and redevelopment.
• Environmental impact of engineering studies.
• Formulate policy plan for mitigation traffic congestion in urban areas.
• Review and comments of engineering studies Submittals report and drawings.
• Review and comments on the Design Manuals, Specifications and regulations Prepared by the Department for update.
• Preparation of Guideline Manual in traffic engineering for Municipal engineer
• Prepare a comprehensive term of reference and RFP for technical engineering studies
• Follow up and review of Monthly technical report submitted by the consultants.
I worked as senior engineer in multi projects within United Kingdom. The activities included:-
• Public transport studies and design of priority bus route within red route scheme of Greater London .
• Traffic signal Design.
• ITS (intelligent transport system) within Greater London include enforcement system ( red light violation, speed and shoulder control ), road side controllers, data collection station and lane based laser speed detection.
• Follow up and evaluation of Congestion Pricing Zone Project for London Transport.
• Traffic Management measures within south-east Region.
• Contracts documents preparations etc
Road Maintenance Project of 100 km of paved road the activities included:
• Deep Patching of road surface Sealing of patched areas
• Surface patching by replacement of failed asphalt Layer
• Maintenance of culverts (Pipe& box)
• Controlling budget of work and forecasting of cash and material follow.
• Managing Works force of labours and machine.
I was responsible of the Company internal IT section and its outsourcing clients. The activities included:
• Building of servers in multiple domain environments.
• Systems and network Administrations.
• The data integrity, anti-virus software, raid, and setup backup servers.
• The troubleshooting and optimization of the systems and application problems using different administration tools. Most of these activities carried on NT platform.
During the above period, I worked in the following departments:
a. Projects Design and Technical Supervision Department: Work includes the: Detailed Engineering Design, Contract Documents preparation, Tender evaluation and liaison with RBPC and Consulting firms and I participate in these projects:
i- Sukan - Tokor (185 Km): Jul 1992- March 1993 as a Counterpart Engineer with the consultant Norconsult /As (Norway) to carry all Technical work required for feasibility studies.(such as soil investigation, Surveying work, and structural work).
ii- Elobied - Elnohoud - Elfashir (650 km), Oct. 1994 - Sept. 1995 as Counter part Highway engineer With Scott Wilson Kirkpatrick- Consulting Engineers (UK). I was been involved in the two phases of the project (Feasibility studies and the Detailed Engineering & Preparation of contract documents). In this project I acquired great experience in Global Positioning System (GPS), Moss, and Auto-CAD.
b. Planning and research Department:
Work in this Dept. includes: traffic studies, planning and feasibility studies and annual budgeting in co-operation with the Ministry of Planning. In addition to that I participated in the detailed technical engineering of Pavement Management System (PMS) project that been financed by the World Bank and carried by Consulting Engineers Nor consult / AS
