The EU funded MDG Water and Sanitation Program in Rural Amhara (ETH 1064), a five-year program in five rural Woredas with a total budget of more than ETB 40 Mio, has commenced in December 2006. The program intends to reach the Millenium Development Goals/targets related to Water and Sanitation in the five Woredas, namely in E-Belessa (N-Gonder), Kobbo (N-Wello) as well as Kutaber, Ambassel and Worebabu (S-Wello). The program is implemented by the Organisation for Rehabilitation and Development in Amhara, supported by German Agro Action and in close collaboration with the Woreda Administrations.

The purpose of the survey was that the proposal document of the MDG WatSan Program was based on indicative data collected during a project planning Mission in August 2005. To have a clear starting point for the project in relation to the Water and Sanitation coverage as well as related indicators, a detailed baseline survey as a foundation for the Monitoring and Evaluation System of the program. According to the baseline, it will be able to measure the program progress towards achieving the relevant MDG targets of halving the population without sustainable access to safe water supply and improved sanitation on a local level. In order to measure behavioral change, the baseline survey is also required to draw a detailed picture on the hygiene situation in the Woredas as well as the special roles of women, children and destitute households in relation to water, hygiene and sanitation.

The focus was mainly on water and sanitation programme as well as the other integrated development programme.

The main objective of the study is to provide a thorough baseline of socio economic situation of the woreda against which to measure impact in the future and through the baseline process planning for interventions. The scope of work includes the following points, which could be considered as specific objectives.
Identifying and mapping the existing resources (climate, water, soil, vegetation, rangelands or grazing land etc.) of the proposed project areas;
Livelihood of the community (wealth ranking, population, household economy, production system of the community and problems and priorities), disaster and disaster management systems;
Identifying the social services/infrastructures (health, education, water and sanitation, roads, markets, communications);
Identifying formal and informal institutions and structures like community based organizations, financial institutions;
Assessing the community capacity in terms of income and expenditure;
Assessing the capacity of government (focusing on woreda offices) and other institutions.
The survey covered a total of fifty households for interview. The selection was made based on the wealth ranking made by the community. The study team consisted of 8 people (one supervisor, two Mobile Support Team (MOT) and four enumerators) were involved in this study. Five core areas like natural resources, livelihood of the community, social services/infrastructures, social institutions (formal and informal) and local capacity were covered by the study.

The team and the woreda administration have identified five Keble Administrations (KAs) (two for PRA study and three for household interview in addition to the two PRA KAs for the study from each Woreda to keep the representation of all beneficiary KAs.

In order to collect data, focus group discussion, observation, semi-structured and structured interview using PRA techniques and secondary data gathering methods were employed. The approach used in the data collection was a Participatory Rural Appraisal (PRA) tool, an approach, which facilitates and encourages the active participation of the local farmers. The role of the team was restricted to serving as facilitators in the group discussions, and posing questions based on the structured questionnaires during the individual household interview. To improve the quality of the study and to complement the data gathering with group discussion, individual household interviews and secondary data collection were made. The focus group discussions as well as the individual household interviews were focused on all categories of the society poorest of the poor, poor, medium and better- off and women.

Focus group discussion and individual interview participants were purposively selected from their respective villages. Religious leaders, opinion leaders, female headed households, youths (female and male), landless /marginalized, innovative farmers (male and female), KA leaders and housewives were included in the study.

Accordingly, mixed group (male and female) was formed to identify and mapping the natural resources, livelihood analyse, social services/infrastructures, social institutions and other related issues, and basic services and problems. Tools like focus group discussion, questionnaire, observation, secondary data gathering, orientation of the survey team on PRA tools and techniques were frequently used.

The required study has an overall purpose of assessing the organisational capacity (institutional audit) of the organization and its field activities to identify the existing capacity and gaps in relation to training needs and develop recommendations for the future.
The outcome of the study was expected to explain the gaps between the plan and the achievement as well as the management and the day-to-day activities and proposed strategic options required to address these gaps. The findings of this study, along with that of other studies are expected to identify the training needs in relation to skills development in the short term and inform the long-term development direction of the organization. It includes the provision of technical support on the spot and coaching the staff to improve their project performance.
To get an understanding of how the staff fulfil the designed plan and act upon in line with the strategic accomplishments. In this process we assessed the system and the day-to-day functions in the field (strengths and weaknesses) and based on the findings developed skills training strategies that have facilitated the proper function and sustainability of the system of the organization.

The specific capacity assessment was focus on the provision of leadership, human resources, financial resource management, service delivery, physical capacity and external relations in relation to the following major points:
Identifying staff capacity issues and gaps that directly or indirectly impact on field operation and management system;
Review ability of staff on planning, implementing, monitoring and evaluation of projects and overall leadership and management style of the field staff in relation to given responsibilities and the capacity gaps in this regard;
Review and analyse the existing staff training needs, priorities and strategies and see whether they are compatible to the priorities and needs of the communities;
Assess budget allocation procedures and budget utilization capacity of the field office, including whether this procedure is transparent or not;
Assess the monitoring and evaluation system of the entire organization linked with field operations including the mechanisms for updating and generating information that will satisfy the needs of the community and other stakeholders;
Propose appropriate strategies and interventions that would bring about personal, institutional and social change thus contributing to instituting good field staff technical capacity to ensure genuine participation of all actors (communities, the local government, NGOs and others), downward accountability and transparency.
Recommend institutional support strategies/mechanisms at systems, entity and individual levels to foster good technical management and service giving capacity.
Three major tasks were capitulated the other details of the study. In general: Conducting capacity assessment, develop training manuals based on the assessment and provide skills development training to the proposed staff as per developed manual and last not least, develop further action plans to maintain and sustain the works were done in the process.

Implemented with Financial & Technical Support of the German Foundation for World Population (DSW)
DSW has successful contributions in implementing and realizing promotion of access to medical care and family planning services to women and men and minimize risks of complications during delivery in the programme areas. The success of the unique approach working on youth with local partners who are closer to the community, which led to the formulation and implementation of development programmes has created conducive environment. The project has attained a good achievement during the three years implementation period.

The programme was initiated to establish and support girls focused youth clubs, with adequate and timely information on RH with especial focus on increasing access to RH services of the young people through establishing comprehensive project management, implementation, monitoring and evaluation systems in the project areas.

6. German Foundation for world population (DSW) Report on DSW-Bonita Youth Development Training Centre
The basic principles of the establishment of the centre is to contribute toward the national development efforts, one of the essential aspects lies on cultivating the minds of adolescent and youth group. On the basis of the national strategies identified for the implementation of population policy, establishing teen-age and youth training centre in reproductive health was found to be essential intervention in improving the ARH situation in the country.
On the basis of this valid notion, the need assessment made by DSW in April 2002 asserted the seriousness of the problem and the necessity of helping youth in this regard. According to the findings while the adolescent problems are critical, youth friendly training center was nonexistent during the period. Therefore, in order to improve the reproductive health conditions of young people in Ethiopia (general objective), in 2005/6, DSW together with concerned stakeholders and partners has initiated the establishment of Bonita Youth Development Training Center to address the following specific objectives listed hereunder:
Build the capacity of organizations engaged in reproductive Health through training, with special focus on self help initiatives
Empower local self help initiatives (SHIs)/clubs to conduct quality services to save their generation from scourges of STDs, HIV/Aids, unwanted pregnancy etc.
Advance the thinking and practice of participatory methods and tools with respect to promoting ARH
Foster continuous learning and innovation in adolescent reproductive health and population issues
Train and qualify facilitators and club leaders for different NGOs, SHIs, and interested government departments engaged in adolescent sexual reproductive health and population issues
develop, refine and employ training materials on adolescent sexual reproductive health and population issues
Promote gender issues and related to adolescent sexuality and population.
Promote experience sharing and partnership amongst organizations engaged in adolescent reproductive health and population issues
Develop youth leaders and entrepreneurs

7. Conducted impact assessment for the Amhara National Regional State Food Security Coordination and Disaster prevention office sponsored by GTZ.
The Amhara National Regional State Food Security Programme was designed in 1998 in line with the 1996 food security strategy and is under implementation. Under this programme a number of projects have been carried out to assist the chronically food insecure house holds.

For the assessment 26 out of 52 foods insecure Woredas in the region were purposively selected based on the number of projects in each woreda and a total of 175 kebeles in the 26 Woredas and 3628 food insecure households benefiting from the projects implemented were also randomly selected. All the necessary information on the selected food security indicators has been collected, encoded, entered into the computer and cleaned. The major tasks of the consultant were take over the entire responsibility of and duty of the assessment, review the existing data for further cleaning, analyze the data, write up the first draft of the report, distribute the report to relevant Government and Non-Governmental institutions, conduct a dissemination workshop, incorporate the comments obtained from the client and submit the final report for publication.
