Client: LUKOIL MIDDLE EAST LIMITED. WEST QURNA 2 GAS TURBINE POWER PLANT EXPANSION PROJECT. Basra / IRAQ
Project Description: Çalık Energy performed the full front-end engineering design, detailed engineering, procurement, construction, commissioning, start-up, and performance testing scope of works for the project, utilizing in-house resources on a lump sum turnkey basis. The specific content of the plant included; three (3) GE MS6001B Heavy Duty Dual Fuel Gas Turbine Generators - Simple Cycle - 42 MW each - ISO conditions; one complete set of 132 kV Gas Insulated Switchgear; one complete set of 33 kV Gas Insulated Switchgear; one complete set of 6.6 kV Air Insulated Switch Gear; step up and step down power transformers; a black start system, PMS (Power Management System); a Central Electrical Control Room; a Gas Treatment Plant (45, 000 Nm3 /hour capacity) and compression system included with fuel gas buffer storage in order to allow automatic fuel switchover without having any power interruption or load reduction on gas turbines; liquid fuel tank storage and transfer system; a water treatment plant; firefighting and protection systems, utilities networks; all associated buildings including a maintenance shop, all roads and other paved areas including hard and soft landscaping; all security fencing, gates and gate house, CCTV cameras and perimeter lighting. Çalık Energy further provided training for the O&M personnel operating and maintaining the plant construction of the Lump Sum Turn Key project. Project Description: Construction and commissioning of the following refining units: crude distillation unit (230, 000 BPSD), vacuum distillation unit (114, 000 BPSD), hydrocracker unit (74.000 BPSD), delayed Coker unit (52.000 BPSD), kerosene treatment unit (40.500 BPSD), diesel hydrodesulfurization unit (83.500 BPSD), LPG treatment unit (2 x 12.500 BPSD), hydrogen production unit (2 x 126.500 Nm3/d), saturated gas unit (6.500 mT/d), sour water stripper unit (2 x 44 mT/d), amine regeneration unit (2 x 415 mT/d) and Sulphur recovery unit (3×355 mT/d). • Drive continuous improvement and operational effectiveness of HSE procedures to ensure compliance with regulatory requirements, effective utilization of company best practices, and enhanced productivity.
• Ensure client standards, policies, and procedures are adhered to, ensuring that the highest level of compliance and readiness is achieved.
• Supervise personnel and constantly monitor each performance to ensure continuous development and ensure training is provided
• Provide regular project HSE orientation and contractor induction.
• Train and coach staff & ensure the competency of local and international site teams in the identification and control of hazards & risks on location by actively engaging, influencing, and persuading all operational and support functions to deliver an integrated, pragmatic approach to HSE.
• Assess the local and contractor HSE, risks, systems, and plans, develop bridging documents to address gaps identified, and ensure implementation of bridging documents.
• Ensure that site staff complies with current health and safety legislation-approved codes of practice guidance and emergency drills.
• Ensure compliance with the identified environmental protection requirements during the construction activities
• Oversee and monitor the effectiveness of programs in achieving goals and standards, and provides summaries of programs effectiveness and maturity.

Specific Duties & Responsibilities for HSE
•Lead role in the development and review of company HSE policies as well as setting up the company’s HSE goals and objectives.
•Set up of company HSE management system as well as drives implementation towards achieving set goals and objectives.
•Development/ Review of HSE Procedure and Control for various Project activities.
•Planning, organizing/ effective management of all company’s HSE Programs.
•Rendering of quality advice to Management on HSE issues in line with local/international legislation and approved HSE standards.
•Development and establishment of company HSE rules and guidelines for ensuring safe work practice, as well as ensuring employeesacquaint with guidelines through produced handbooks.
•Set up a system for effective auditing; both scheduled and unscheduled internal HSE audits/Inspections continuingly and follow-upaudit close out for improvement.
•Effective management of external/ client compliance audits for best outcomes.
•Chair weekly offsite & utility and safety committee meetings.

Project Description: Construction of Lump Sum Turn Key project. Peaks direct manpower is 6.386 people, including the subcontractors. The Project Tecnicas HSE Team has 6 Superintendent, 6 Supervisor, 10 Inspector, 1 permit to work coordinator and 2 Trainer, 5 Rescue Team Members, and 3 Traffic and Equipment Coordinator. Kocaeli / TÜRKİYE Specific Duties & Responsibilities for HSE:
• Implement and maintain TR HSE Management System in full compliance with TUPRAS requirements. Report to Project Construction Manager on overall noncompliance with HSE issues as necessary.
• Advise, guide, and motivate staff and line management on HSE activities and related technical matters.
• Ensure that staff is familiar with the whole operating system and has access to the procedures describing the HSE Management System.
• Review contractor HSE plans and ensure that contractor HSE plans to comply with TR/TUPRAS and Local HSE requirements.
• Maintain permit to work system for TR.
• Conduct weekly HSE meetings with contractors HSE Managers and Construction Managers. Conduct weekly HSE audits on-site with HSE Managers and Constructors Senior Managers and prepare audit reports.
• Lead bi-weekly Project IIF (Incident and Injury Free) Steering Meetings.
• Reviewing work permits, STA (Safety Task Analysis), and JHA (Job Hazard Analysis).

• Prioritize and produce a strategy for implementing elements of the plan and ensure that it is communicated effectively throughout the Project Organization and Subcontracting Companies, updating as required.

• Establish and maintain a professional relationship with Client and subcontractor representatives.
