PMO- Senior Contract & Commercial Manager - reporting to Project Director
Main Job Responsibilities:
• Manage & lead the JV Contracts Manager and face PMC, Cost consultant & Client Teams
• Draft Commercial & Contractual Correspondences and contracts & Commercial Meetings,
• Manage the contractual issues, Given contractual advice to Management and Connivance the Engineer
• Contracts & Commercial Management, Cost controlling, Preparation of commercial Proposals
• Change Control management; (Variation / Change Orders), Value Engineering reports/Proposals, new rates, Cost assessment for variation.
• Claim Management: Notify the delay events as per contact, preparation EOT Claim, Acceleration Claim.
• Contract Administration: Manage Bonds & Warranties, Commercial & Contractual Correspondences
Project : Rua Al Madinah - Infrastructure Package - SAR 6.5 Billion
Utilities Tunnels, MEP Room, Utilities, Bridges, and roads etc.
1. Contracts & Commercial Management, Subcontracts Management, contract administration.
2. Drafting letters to client/consultant and subcontractors.
3. Attend monthly site progress and contractual meetings& Preparation
4. Identify/monitor/ prepare the variations & claims.
5. Claim register /claim logs, claim notification, payments logs / new rates logs
6. Partially support to Tender department to prepare cost estimation for tender stage on different projects and prepare cost analysis based on productivity/ wastage of material and also developing cost data for tendering propose.
7. Preparation of Cost estimation for new proposals for value engineering.
8. Pricing the new BOQs for tender or internal estimation.
9. Preparation of Project cost estimate report for Management.
10. Responsible for Interim Payments, Preparation of new rates and update of BOQ with new rates. Coordination with Consultant & Sub-contractor, Give the Target to all QSs & AQSs, Review of QSs work before submitting to the management or consultant.
11. Dividing the project in small packages for sub-contractors according to work nature. Developing the Budget for sub-contractors according to Main contract.
12. Prepare tender document for sub-contractors according to Main contract for collection quotations from subcontractors.
13. Review /amend the comparisons based on inclusions & exclusions and writes recommendation for award the work. Negotiate with sub- contractors to finalize the rates under the allowable budget.
14. Draft sub-contract agreement (LOA) and maintain the cash flow during the drafting payment terms with negotiations & additional clause added in LOA to control the wastage of material and resources or over excavation /under excavation etc. Implement agreement term & conditions during the execution by sub-contractor.
15. Team Leadership, Client liaison and Client care, Personal time management and organization.
QS Manager: Overall Responsibilities:
Lead and manage a team of people comprises QS & AQS
Responsible for progress claims, variation claims, Interim Payments,
Preparation of new rates and update of BOQ with new rates. Coordination with Consultant & Sub-contractor, Give the Target to all QSs & AQSs, Review of QSs work before submitting to the management or consultant.
Financial Reports, Deduction Statements for interim payments, Project Forecast Report, Cash Flow, Payments Status, cost Comparisons, Cost control, Sub-contract payment, subcontractor s’ liabilities and re-measurement of subcontractors & suppliers, Co-ordination and supervision of measurement.
Responsible for overall pre-contract functions including estimating for tendering /claims/ variations and also involved in commercial and procurement activities. Progress to carry out the complete range of bid activities, Evaluation of programme and methods, vetting of contract and technical document, risk assessment reporting to the Director and Managing Director. Post-tender duties included preparing tender feed-out of budget for site use, obtaining additional quotations from local and foreign suppliers and sub-contractors to ensure best purchase/sub-contract award, analysis of quotations and negotiation, recommendation and formal award of approved purchase orders and sub-contract agreements, maintaining local and overseas subcontractors and suppliers database, cost control records, assist project site team in the administration of suppliers and sub-contractors, arranging and co-coordinating all aspects of procurement of materials and sub-contracts.
