Managing sub-contractors HSEs under PMT/EPC Projects for constructions, Brown/Green Field, tie-ins. Develop, implement and review Health and Safety procedures within the safety management system. Monitor the implementation of the approved Health, Safety and Environment Plan.
Promote and encourage a high level of HSE awareness leading the team.
Deal and manage the Clients Project HSE’s on safety requirements.
Develop and ensure HSE Activity Monitoring Plan and its compliance of Supervisory Engagement Plan.
Ensure and conduct RADAR (risk management tool for upcoming 14 days construction work).
Ensure that all the hazards associated with all constructional activities in scope of contract are identified and assessed, and that appropriate controls are put in place to reduce risks to ALARP.
Ensure the implementation of Life Saving Rules as Guideline from IOGP.
Ensure the compliance of 20 Second Scan- an On Job Hazards Identification Process.
Present Weekly Construction Meetings with Client on HSE Statistics and issues / priorities if any.
Present Lead Weekly& Monthly HSE Meeting with Sub-contractors on HSE Performances, Pi’s, issues, observations dashboard, trend analysis, actions, current project updates, H&S information’s, high risk activities and action plan.
Ensure and maintain ATR- Action Tracking Register to updated and follow up for close out.
Facilitate and ensure all Risk Assessment are approved and implemented at site, lifting Plans and other HSE documents for final approval. Develop safety alerts and staff notices.
Lead Safety Committee & Welfare Meeting and ensure participation of employees raising welfare issues if any. Participate in Weekly HSE Walkthrough with clients, subcontractors and follow up for close out. Ensure the implementation of Emergency Drill, process coordination with Clients ER number, review reports with findings, lesson learnt and follow up for close out.
Continually monitor project HSE performance, providing monthly statistical analysis reports to the Project Director, HSSE Manager &Director HSSEIA. Compile all the subcontractor’s monthly statistics. Conduct system audits, contractor performance reviews at intervals and compliance with Project HSE Plan.
Recommend and conduct H&S trainings based on needs assessment and aid in the development and compliance of relevant HSE induction programs and other project training programs.
Maintain& update project Training matrix and ensure Sub-contractor do comply the training matrix.
Ensure the compliances of Project Green Field Permit and brown field permit and ensure register are maintained.
Ensure the Clients security requirements comply to access the oil field.
Foster and maintain a productive relationship with key client and Petrofac representatives.
Create a culture of trust throughout the workforce by factual reporting, recognition, and feedback.
Evaluation of the effectiveness of the HSE program in consultation with the project management team.
Regularly visit project workplaces to assist with the workplace inspection program and undertake regular internal risk focused audits of the system and / or associated processes, procedures, and work practices.
Review, comment, approve and / or reject Petrofac HSE Plans and project required documents.
Ensuring Pre-Commissioning and commissioning activities such as installation, inspection of equipment, piping, and machinery; checking of units and facilities against designs, such as the piping and instrumentation diagram (P&ID), line walk down, hydrotest, pneumatic test (threading joint) including safe isolation, blasting, flushing, and cleaning, pigging, functional testing, nitrogen purging, and start-up, is undertaken.
Ensure shutdown (installation, tie-ins, etc.) are carried out safely complying with all the project requirements.
