Petroleum Development Oman (PDO) is the foremost exploration and production Company in the Sultanate of Oman. It accounts for more than 70% of the country's crude oil production and nearly all of its natural gas supply. The Company is owned by the Government of Oman (60%), Royal Dutch Shell (34%), Total (4%) and Partex (2%).

PDO is engaged in efficiently, responsibly and safely exploration, production, development, storage and transportation of hydrocarbons in the Sultanate.

Working as Senior Contracts Engineer in EOR Mega Projects Team under Contracts & Procurement Department of the Company.

Various activities / responsibilities being handled by me are as under:

• Upon receipt of Contract Requisition (CR) request from Contract Holder (CH) or Contract Owner (CO) to line up a new/replacement Contract, reviewing the contracting strategy (split/non-split, lump sum/remeasured, method & mode of payments), funds availability, Bidders list (Approved list, PQ list, Shortlist or Single Source), Mobilization requirements (pre F&M, F& M etc.), Commencement & duration of the Contract.
• Conducting meeting with CH and/or CO to clarify the outstanding issues, as needed (viz. scope of works, technical specifications, material requirements, familiarization & mobilization period, requirement of kick-off meeting etc.).
• Reviewing pricing structure (viz. price attachments, schedule of rates, BOQs, Day Works, Provisional Sums, etc.) w.r.t the details of workscope /technical specifications.
• Per requirement of the works/services and it’s cost estimate, selecting the relevant model tender documents.
• In replacement Services Contracts, reviewing CO draft tender document with regard to provisional sums in the existing contract and correcting/modifying the draft tender document to ensure compliance to latest Management Directives.
• Circulating the draft tender document to all concerned teams. (viz. CH, Legal, Finance, Insurance, HSE, etc.) for their review/comments.
• Upon receipt of comments/inputs, review & incorporate all relevant comments to finalize the tender document.
• Obtaining required internal Tender Board (TB) approvals (Minor Tender Board Committee - MiTBC; Major Tender Board Committee - MTBC) prior to issuing ITT requests.
• Issuing the ITT requests to the bidders and uploading tender document on the e-Tendering portal of the Company.
• During Tendering process, receiving bidders queries and preparing their responses (with due input from Disciplines, Insurance, Legal, Fiance, HSE etc.) including preparation / issuing of Addendums for amendments in issued tender document.
• Prior to bid closing date, preparing (in due consultation with CH) technical/commercial evaluation models and obtaining MiTBC/MTBC endorsement for the same.
• Participating in technical/commercial evaluation of the received bids and obtaining bid clarifications from bidders and/or arranging bid clarifications meeting with the bidders with prior approval of concerned TB.
• Obtaining relevant TB’s approval to award the Contract(s) to lowest techno-commercially acceptable bidder.
• Compiling Contract document and arranging for Contractor/internal signature.
• Processing the Contract in SAP and getting approved the same with required due internal approvals.
• Handling Variations to Contracts for the changes in workscope, value and extension of time, additional works/services etc.

Worked as Contracts Engineer in Contracts Group of the Company; various activities / responsibilities handled during my tenure are as under.

 Pre Tendering Activities
• Upon receipt of contract requisition (CR) request from end user (EU) to line up a new/replacement, reviewing the contracting strategy (split/non-split, lump sum/remeasured, mode of payments), funds availability, bidders list (approved list, PQ list, shortlist or single source), F & M/Mobilization requirements, commencement and duration of the Contract.

(viz. scope of works & technical specifications, familiarization & mobilization period, requirement of

• Per requirement of the works/services and it’s cost estimate, selecting the relevant model tender documents.
• Ensuring availability of bidders selection criteria from EU incase of shortlisted/recommended bidders.
• In replacement Services Contracts, reviewing EU draft Tender document with regard to provisional sums in the existing contract and correcting/modifying the draft Tender document to ensure compliance to latest Management Directives.
• Preparing draft tender documents by using appropriate model tender document along with necessary price attachments/appendices.
• Circulating the draft Tender document to all concerned teams (viz. legal, finance, insurance, HSE, end user etc.) for their review/comments.
• Upon receipt of comments/inputs, compile & review the inputs and incorporate all relevant comments to finalize the Tender document.
• Obtaining all internal approvals (KOCTC/KPCHTC/CTC) w.r.t tender document, bidders list, contracting strategy etc. prior to issuing ITB requests.
• Issuing ITB requests to bidders and uploading tender document on the e-Tendering portal.

 Tendering Activities
• Issuing the Tendering schedule to EU and compiling the received bidders queries (if any) prior to pre-bid meeting (PBM).
• Coordinating with EU for the responses of PBM queries, to be provided to the Bidders in PBM.
• Conduct PBM and provide clarifications to bidders queries and note down the bidders further queries for providing the required clarifications by issuing the Supplementary Letters (SLs).
• Coordinate with EU for the bidders site visit, if required.
• Compiling the queries/clarifications raised by bidders during PBM/site visit and forwarding the same to concerned EU for their inputs.
• Compile the inputs of End User/Legal/Finance/Insurance provided against the bidders queries; review & compile the same (per Commercial guidelines) to finalize the SLs.
• Prior to issuing the SLs to bidders, obtaining EU concurrence on finalized Supplementary Letters (SLs) along with revised tender document/drawings.
• Issuing the SLs to Bidders and extending the Bid closing date (if required) with due internal approvals.
• Receiving the bids from bid opening committee (BOC) and after carrying out the commercial evaluation, forwarding the bids to EU for detailed techno-commercial evaluation.
• Obtain the clarifications from bidders as requested by EU
• Receive the unconditional award recommendation from EU; obtaining relevant internal approvals (KOCTC/KPCHTC/CTC) for awarding the contract for lowest techno-commercially complying bidder.

Worked as Contracts Engineer in Engineering & Services team of Shuaiba Refinery (SHU) of the Company.

Various responsibilities / activities handled during my tenure are as under.

 Pre Tendering Activities
• Upon receipt of request from end user to line up a new contract in line with the recommendations of HSE/HAZOP/ICR, working out, contracting strategy (split/non-split, lump sum/remeasured, payment mechanism etc.), funds availability, bidders list (CEC approved, shortlisted or single source), F&M/Mobilization requirements, commencement date and duration of the Contract.
• Conducting meeting with end user/concerned teams to clarify the outstanding issues (viz. scope of works/services, technical specifications, familiarization & mobilization period and its requirement, kick-off meeting etc.).
• Reviewing & finalizing cost estimates (viz. price attachments, schedule of rates etc.) in coordination with end user as per the details of scope of work/technical specifications.
• According to tender estimates, type of works/services, selecting the relevant tender model document.
• In case of non-availability of CEC listed bidders using PQ list after necessary update & obtaining higher Management approvals or requesting CEC team for a PQ exercise to list out the competent bidders.
• In replacement service’s contracts, reviewing the end user’s draft tender document with regard to provisions in existing contract and correcting/modifying the draft tender document to ensure compliance to latest Management Directives (viz. legal, insurance, commercial, HSE etc.) and Ministerial Decrees.
• Preparing draft tender document along with necessary price attachments/appendices.
• Circulating draft tender document to all concerned teams for their review/comments.
• Upon receipt of comments/inputs, compiling, reviewing and incorporating all relevant comments to finalize the tender document.
• Preparing tender estimates, obtaining relevant GL Account/MWO Nos., generating service requisition (SR) in MAXIMO by entering necessary information/attachments.
• Routing the SR for related Maximo approvals as per DFA (in case of cross refinery tenders coordinating with other refinery’s concerned division for necessary review & approval of sub-SR).
• Forwarding the tender document along with all drawings, engineering standards/specifications etc. to commercial team for further processing of the ITB.
• Taking the approval of legal, finance, insurance etc. (as applicable) where changes in various clauses/sections/appendices of the tender document are required.
• Support and provide necessary information/approvals to commercial team until all the internal approvals are obtained and the tender is issued for bidders participation.

 Tendering Activities
• Verifying the issued tender document received from Commercial Division in reference to the documents forwarded along the SR.
• Compiling queries/clarifications received from bidders prior to PTM and forwarding to concerned teams (viz. end user, legal, finance, HSE etc.) to prepare the responses to be provided to the bidders in PTM.
• Attending the PTM and accompanying the bidders for site visit, if required.
• Compiling the queries/clarifications raised by bidders during PTM/site visit and forwarding the same to concerned teams for their inputs.
• Forwarding the finalized MOPTM along with necessary revised tender document/drawings to commercial team, to be issued to bidders as MOPTM.

Sec. I - Provision of additional crude processing capacity by installation of new separator units, new hydro cyclone packages for GCs 3, 4, 6, 7, 8 & 21, new desalter trains with all accessories for GCs 3, 4, 6, 7 & 8, replacement of existing CRUs by installing new CRUs for GCs 3, 4 & 6 at an appropriate time as decided by the company, TV header replacement with control system modifications at GCs 3, 4, 6, 7 & 8 with all utilities and services together with associated equipments.

Sec. II - Replacement of all underground process piping by new above ground piping, replacement of old power and control cables with new cables along new routes for GCs 3, 4, 6, 7, 8, 21, 23 and BSs 140 & 150.

The details of various responsibilities/activities handled during the working period are as under:

• Studying contract documents in details, to note down & familiarize with key contract elements (viz. pricing preambles, method of measurements, BOQ break up, SUR details, Turnover dates etc. ), responsibility matrix, GCC/PCC etc.
• Developing and continually improving progress measurement schedule (PMS) for invoicing progress payments of the contract, in accordance with contractual/BOQ requirements.
• Monitoring and coordinating with Quantity Surveying (QS) team to record/verify work’s progress measurements.
• Coordinating with QS team of various disciplines to have proper back up doucements required for raising the monthly progress invoice.
• Devising and negotiating with client, the percentage split of unitary rates of various items, to raise executed works progress.
• Reviewing and negotiating subcontractors for back to back contractual responsibility of subcontracted invoices of the works/services.
• Preparing and submitting required documents of Subcontractors to the client, to get approval of proposed subcontractors.
• Monitoring & reviewing the certification payment certificates (PCs) of subcontractors as per their relevant subcontract terms & conditions.
• Reviewing & processing for higher management approval the subcontractor’s amendments in line with changed scope of prime contract.
