A. Job Summary
Oversee the Contracts & Procurement Department; ensure that the Department is in line with the business standards. The functions include to review and evaluate all the contractual documents prior to the approval from the Management. Monitor all the activities related to procurement and ensure the accuracy, dependable and mutually beneficial to the company and the client.

B. Duties and Responsibilities
 Plan effectively and efficiently the requirement of materials for the newly awarded project; ensure to follow the timetable in the procurement of materials after thorough review of specifications, bill of quantities, drawings and contract.
 Negotiate with the subcontractor/supplier for the potential price markdown after the comparison and cost analysis
 Administer the draft of contract agreement for every subcontractor’s work and material supply; negotiate for both subcontractor/supplier and Management for contract modification and ensure the mutual acceptance on the content of the contract
 Lead the team for the annual supplier evaluation assessment to ensure the high standard performance and efficiency of the supplier.
 Administer the preparation of the Quotation Comparison Sheet and decide on the best quotation in compliance with the required specifications.
 Manage the review and approval of Local Purchase Orders in line with the quotations from several vendors; if the cost is as per the market standard
 Monitor and direct activities of the Department in relation with processing of Internal Supply Request (ISR) and material submittals to client and/or consultants and direct necessary actions to be taken in order to address any pending and unapproved material.
 Monitor the Vendor/Subcontractor evaluation for future needs.
 Open new channel/markets for more saving cost and time.
 Keep track on the Procurement Log, Internal Supply Log, and supplier database
 Communicate with other departments in order to discuss issues and other matters to ensure smooth flow of work execution pertaining to procurement activities
 Identification of risk and corrective and protective actions for the Department activities, whenever it is necessary
 Backup data in external drive CD and / or regular backup in Central Server.
 Lead the department in complying with the Policies and Procedures of the company and that of the state (Qatar Labour Law and Qatar Ministries)
 Perform other related duties as advised by the Managing Director

C. Authorities
 Sign on LPOs, Payment Certificates, Leave Request and Attendance Slips of his subordinates
 Initial on contracts and credit applications
