• Implementing and monitoring the company HSE system / plan for the project and compliance with legal requirements.
• Develop Risk Assessment / Job Hazard Analysis for all work activities that prior to commencement of work activities.
• Review subcontractor Task Risk Assessment (TRA) in line with approved method statement and give feedbacks.
• Ensuring that all contractual / company, local authority requirements for quality, Health Safety & Environment (HSE) and AD EHSMS requirements (as applicable) are complied with
• Conducts HSE monthly committee meeting, HSE officers meeting and welfare committee meeting with all representative in the project.
• Implement Safety management inside the refinery plant whereas toxic and flammable atmosphere near the working areas.
• Review subcontractor safety procedure and relevant documents for the projects.
• Manage Heavy lifting, tandem lifting and super lift operations for 35 modules erected in the offshore project scope.
• Manage Fire water tank erection works include blasting and painting works.
• Implement HSE observation system, record keeping and analysis for continual improvement
• Investigate near miss, accidents and incident that occurred in the project and reporting to the management.
• Ensure all permits are available for works on site and all safety precautions are taken
• Ensuring personal protective equipment is always available with adequate stocks maintained
• Prepare monthly HSE reports, statistics, environmental analysis, waste management and reporting to the management
• Conduct HSE campaigns, HSE training to the workforce for continual improvements
• Monitoring Site work and equipment, identifying Hazards and advising Project manager of corrective actions required
• Monitoring Safety Complaints and following up with site team for close out
• Carrying out HSE Inspections / Audits on site and reporting status and effectiveness of the system
• Maintaining First Aid facilities on Site, follow continuous health screening medical checkup for restricted employees.
• Recording Accidents and Injuries and reporting on safety statistics
• Implement & Monitor HSE plan in accordance with ADNOC COP, UAE Code of Practices and Client HSE standards
• Wide experience on project HSE review audits (PHSER) in different stages of the project
• Manage 10 HSE officers and senior safety officers in the project.
• Develop HIRA, JSA, ARA and TRA in line with client risk matrix and highlight positive and improvement points & implementing various HSE measures to achieve high safety standard in the system
• Developing and implement HSE management system manual, safety procedures, operational control procedures in line with ADNOC COP and UAE legal requirements
• Actively participate in the project HSEIA study such as HAZOP, HAZID, ENVID, OHRA, QRA, COMAH & HSECES, and constructability review workshops, continuously monitoring the project and closed all identified items.
• Developing HSE training modules, organizing and conducting training to all levels of employees for creating more awareness in terms of occupational health safety, environment and security.
• Develop Emergency Response Plan (ERP) and conduct monthly mock drill to build awareness to all employees and generating reports to client and comply with legal and statutory requirements.
• Conducting regular site inspections with HSE personnel and develop HSE observation reports, Inspection reports.
• Lead accident investigation team and identified the root cause of the accident / incident which occurred on site and reporting to the client.
• Conduct HSE committee meeting, welfare meetings, HSE officers meeting, emergency response meeting and internal HSE management system audit in order to ensure the HSE compliances in the project scope.
• Conduct monthly HSE promotional activities, select list of personal well performed in HSE and reporting to client
• Implement permit to work system for all high risk activities, justify the compliances under client safety standard, local and international requirements in line with ILO, OHSA, UAE and ADNOC COPs.
• Conduct internal HSE audits, welfare audit, food safety audit as per the HACCP standard and reporting to client.
• Develop an construction Environmental management plan (EMP) in line with local legislative requirements and ADNOC COPs, implement and monitor at the work place. Conduct periodical environment audit as the EMP plan.
• Established vehicle movement & Traffic management plan, implement, monitor and generating monthly IVMS reports and submitted to client on the performance of vehicle and the drivers.
• Develop welfare management plan for workers' welfare, organize a committee for welfare and conduct monthly meeting with committee members to comply with ADNOC COP and legal welfare requirements.
Duties and Responsibilities
• Develop, Implement & maintain projects based ISO 9001, OHSAS 18001, ISO 14001 and other management system standards.
• Develop work method statements, Job hazard analysis (JHA), risk assessment (HIRAC), safe work procedure (SWP)
• Actively participate in HAZOP and review project design according with plant modification to identified potential hazards and recommend remedial actions.
• Initiate Noncompliance Report (NCR), specific corrective and preventive actions to ensure the safety compliances
• Conduct root cause analysis of key issues and carry our accident / incident investigation reporting with complete coverage with sketches, photographs / videos and comprehensive narrative/ reports
• Leads and conducts accident / incident investigation. Provide technical advice to identify root causes, prepare report and remedial measures to prevent recurrence.
• Develop Environmental management plan and program for managing & protecting the environment causes.
• Develop Environmental Impact Assessment (EIA) for systemic management approach to the environmental concern
• Conduct OHSAS 18001:2007, ISO 14001 standard safety audits and compliances. Advise corrective actions for continual improvement on the integrated safety management system.
• Develop and implement project based health and safety plans, safety training programs and write technical reports
• Review & update organization HSE policy, objectives, procedures and regulatory requirements.
• Manage inspection and testing of firefighting and fire safety equipment. Provide advisory services on emergency procedure, first-aid facilities, safety signs, relevant protecting cloths and equipment.
• Organize safety campaign and safety promotion activities throughout the range of projects, planning and monitoring the safety procedures
• Review tendering HSE documents for projects and support the tender / liaise with contract department to prepare necessary documents for pre-qualification and technical submission
• Chair HSE meeting, project base Weekly/ Monthly committee meeting, mass talk meeting and safety review meeting
• Develop emergency response procedure and plan to conduct mock up fire drill and demonstrate use of fire and safety equipment during the session.
• Identification of HSE training needs, prepare & implement of annual HSE training calendar.
• Develop, implement and monitor HSE strategic plan and share the key issues to the top management.
• Check the relevancy of employees Personal Protective Equipment (PPE) suitable for them use.
• Conduct Occupational hygiene sampling test on personal, snap / Grap sampling for persons who expose to the hazard on acute or chronic effects.
• Develops, Implement and maintain effective environmental, occupational health and safety management system & programs design for safety. Reviews procedures and analyses statistics to produce trends of incident analysis.
• Initiate and advise on HSE related matters to project managers and participates in the preparation of company quality Health Safety and Environmental Plans.
• Provide technical expertise and advice to projects from conception to completion on all aspects relating to safety and loss prevention. Includes directing team of multi discipline of professional engineers in hazard identification and risk assessment
• Provide technical advice to senior operations management on all aspects of process safety management. Advise on formulation of adequate firefighting philosophy and techniques consistent with company’s loss prevention policies and in harmony with environmental protection guidelines.
• Assist in developing and supervising plans to cover major emergencies or disasters, ensuring all contingencies are covered.
Duties and Responsibilities
• Undertaking site audits, investigations, risk assessments and root cause analysis to develop key safety strategies the maximize return on investment whilst ensuring compliances with company policy and deregulatory standards.
• Developing and delivering training programs for personnel covering all aspects of safety management and championing a safe working environment.
• Accountable for the preparation and management of fire & emergency plans for sites and traffic management programs.
• Developing and delivering new personnel induction training, tools box talks and HSE presentations as well as undertaking reviews of current policies and investigations into accident or near misses.
• Carried out regular safety audits & monitor contractors health and safety performance. Excellent knowledge in SMS system
• Reporting the performance of the Safety Management System based on OHSAS 18001:2007, including level of achievement against objectives, the progresses, developments and status of the management system to the management.
Distinction in Hygiene and Toxicology, Occupational Health & Safety, Bio-science, Internal Perspective in EOHS, Risk Management and Environmental Impact assessments.
Grade A in Facility Planning, Information Technology and Total Productive Maintenance. Grade B in Work Measurement Technique and lean six sigma.
