Job Occupation: Cost control Officer
Job Content:
1. Role Objective: to act as an assistant to Cost Control Engineer
2. Detailed Role & Responsibilities:
a. Strategic
i. Coordinates with other team members to get the necessary information
b. Operational
i. Review the Contract Documents to become acquainted with requirements and specification of the project.
ii. Assists in developing and preparing Job Budget by activity based on the Contract Documents.
iii. Verifies Material Requisition Form (MRF) by checking the quantities against budgeted quantities to ensure that they are within the budget and making sure that the ordered items comply with contract specifications.
iv. Assists in investigation and validating the source and causes of over budget items.
v. Entries of delivery notes and subcontractors’ payment certificates on AmanaTech (as required).
vi. Assists in preparing/checking variation orders required by the Client.
vii. Assists in the preparation of the support document of the project’s claim.
viii. Assists in revising the Job Budget to accommodate the items that are missing from the approved Job Budget or for effects of Client Variation Orders.
ix. Performs quantity take-off based on the methods of measurements as set in the contract documents (for both variations and final measurement of the projects).
x. Assists in the preparation of as-built quantification for re-measure contracts as specified with contract.
xi. Assists in verifying the quantities and final measurements of subcontractor’s payment certificates.
xii. Performs site visits to prepares and updated the progress report.
xiii. Assists in preparing the site daily/weekly/monthly reports.
xiv. Assists in preparing and issuing the monthly cost reports.
xv. Other duties and responsibilities as assigned by the management.

1. Role Objective:
a. Responsible for the development and monitoring the jobs' budget.
b. To monitors and update ongoing costs of all jobs in coordination with the relevant departments.
c. To provide feedback on the actual costs of jobs to the Cost Control Manager through periodic status reports.
d. Responsible for the training and development of all staff in the function.
2. Detailed Roles & Responsibilities:
STRATEGIC
1) Coordinates with Planning and Construction in the calculation and updating of the Company's productivity (manpower and equipment) rates by activity.
2) Develops Budgets.
3) Monitors the expenditures and gives forecasts on Cost To Complete.
OPERATIONAL
1) Studies the Contract document to become thoroughly acquainted with exact requirements and specifications.
2) Performs quantity take-offs of assigned jobs and develops the Job Budget based on Contract documents.
3) Provides summary of cost, quantity and missing scopes between the Job Estimate (as prepared by the Business Development Department) and the Job Budget to the Planning and Cost Control Manager.
4) Coordinated with the Planning and Cost Control Manager on the need to raise a Claim if there are differences between the Contract Documents and the Issued For Construction (IFC) Documents.
5) Verifies quantities (against budget quantities) on Material Requisition Forms (MRF) from sites before they are processed by Procurement to ensure that they are within the Budget.
6) Highlights to the Cost Control Manager any costs variances on the job.
7) Verifies quantities and progress percentage for interim Applications for Payment and Invoice submittals.
8) Assists in the preparation of due invoices.
9) Assists in the preparation and updating of progress reports that include actual costs and manpower to complete the project.
10) Responsible for the preparation of variation order in coordination with Construction, Engineering and Planning fuctions and updates System.
11) Supervises entry of delivery notes and Subcontractor Payment Certificates into System.
12) Responsible for the preparation of the subcontractor interim payments in System.
13) Performs site visits as needed.
14) Contributes to the Cost Control section of the Job Closeout Report incorporating differences between the Job Estimate, Job Budget and the actual cost of the job.
15) Provides cost to complete analysis to Cost Control Manager.
16) Provides central point of (Lessons Learnt) as it affects costing, with attention to improving budget setting in the future budgets.
17) Contributes to the preparation of the monthly/weekly report.
18) Monitors and updates if necessary the manpower/equipment productivity report.
19) Other duties and responsibilities as assigned by the Management.

Job Content
1. Role Objective:
To Process material requisitions and purchaser orders in a professional, timely and cost effective manner. To negotiate with supplier and obtain the best conditions related to the cost, delivery time, quality and payment terms of the orders.
2. Detailed Roles & Responsibilities:
a. Strategic
i. Conducts market visits and trade shows in increase his market network and awareness.
ii. Suggests and provides data to Material Engineer for new products to be included in Company System.
iii. Advises Business Development and Estimation on updated material costs.
b. Operational
i. Sends Request for Quotation (RFQ) to suppliers and subcontractors.
ii. Collects responses to Request for Quotation (RFQ) and quotations.
iii. Assists Material Engineer in the preparation of the Job Budget and schedules.
iv. Assists Material Engineer in the preparation of the Material Log and Subcontractor Log.
v. Prepares comparison sheets for the review of the Procurement and Contracts Manager.
vi. Receives approved Material Requisition Form from Cost Control and prepares the required Local Purchase Orders (LPO) for signature.
vii. Support construction to ensure timely delivery of materials and to verify qualifications, specifications, and supplier/subcontractor performance.
viii. Support Material Engineer for providing material samples to site for client/consultant approval.
ix. Takes immediate action upon receiving complaints from Project Managers regarding material quality and delivery schedule.
x. Visits suppliers to check material availability and quality.
xi. Continuously surveys market for the latest prices of commodity items (e.g. wood, steel, cement, block).
xii. Assists Material Engineer in the preparation of material submittals and subcontractor prequalification and shop drawings to consultants.
xiii. Coordinates with Accounts on the payments to suppliers and subcontractors.
xiv. Assists in the compilation and submittal of operational and maintenance manuals, spare parts lists, and guarantees are delivered to client/consultant during job hand over.
xv. Maintains and updates the technical library with the relevant supplier/subcontractor brochures and catalogs.
xvi. Contributes to the Procurement section of the End of Job Report highlighting unit rate fluctuations in commodity items and problems with any suppliers.
c. People Management
i. Assists in the training and development of personnel in the Procurement and Contracts function.

12. Coordinate between the Head Office and all the projects.
13. Prepare the contracts for the Sub-contractors with the relatives BOQ, Specifications and Drawings.
14. Follow up with any company on Kuwait or out side Kuwait.
15. Collect data regarding any items and make a report for the Management.
16. Make CPM on Microsoft Office Project for the tender.
