Utilizing my diversified experience to support clients in the following areas:
Capacity Building
Proposals Development and Management;
Monitoring and Evaluation (M&E);

Developing Strategic Alliances and Partnerships.
• Oversaw the implementation of the LARU’s M&E strategy, action plan, frameworks, performance-based results and process indicators, and measurement methods;
• Managed various M&E tools to timely measure outputs and outcomes (such as surveys, tracer studies, etc...);
• Set the stage for the development of an automated M&E information system and database that generates timely information and feedback to project counterparts at all levels;
• Coordinated M&E activities between the central and local (governorates) levels;
• Assumed the responsibility for the project's internal evaluation effort, and in guiding the LARU team in developing strategies and tools to report on annual work plans;
• Managed the Institutional Development Fund (IDF) of the World Bank M&E System for Decentralization Project (MESDP);
• Developed and oversaw the delivery of M&E related training courses to M&E staff across all levels (MLD and localities) on data collection, data analysis, report writing, and use of data for decision making, as well as on presentation skills paying particular attention to improving data quality issues;
• Coordinated closely with the heads of the other LARU components to ensure timely submission of quarterly and annual progress reports to UNDP;
• Captured lessons learned and best practices, including documentation and dissemination of information, assisting in developing presentations, abstracts, articles, etc.;
• Acted as Head of the Technical Office of LARU’s Unit Director, researching referred topics and correspondences and providing recommendation and/or response as needed.
• Collaborated with Ministry of International Cooperation and Ministry of Foreign Affairs, as a representative for MLD, on the central level;
• Represented LARU/MLD in different donor/development agencies meetings and networking events, and coordinated between them to ensure synergy among programs and projects and to maximize development results;
• Developed regular reports to the Unit Director and to H.E. the Minister of Local Development on the state of play in different international cooperation files, and recommendations for future approaches;
• Reviewed agreements, proposed programs and projects between GoE and Donors/Development agencies to ensure its alignment with the government directives, decentralization strategy and governorates’ developmental needs;
• Developed simplified guidelines to governorates for the development of funding and technical assistance proposals/requests, and provided various technical assistance to governorates in this regard as needed;
• Worked closely with governorates to monitor the ongoing projects and assess their needs for future ones;
• Developed modalities for M&E of projects, in order to ensure attainment of their planned objective
• Managed the entire process of tendering, selection and contracting of different consultants from developing Terms of References (ToRs) and evaluation criteria for consultancy assignments, proposals' evaluation and awarding contracts.
• Managed and coordinated the contracted M&E Consultants to develop Logical Frameworks and Key Performance Indicators (KPIs) for the Local Development Sector and undergo system analysis and design for the planned M&E automated system;
• Collaborated with LARU IT team to transform the then used paper based Local Development Sector Planning and Budgeting process into a web-based solution, through identifying the business needs of the desired solution and oversee its development;
• Monitored and evaluated the planning and budgeting process for the Local Development sector at the central and local levels and developed and disseminated governorates compliance reports for FY9-10, 10-11, 11-12 based on established standards and criteria.
• Maintained a close working relation with the regional offices M&E focal points, and provided technical assistance to ensure the effective implementation of the developed M&E system, ensuring the accurate and timely submission of required data and reports.
• Identified, developed the outlines and oversaw the delivery of M&E related training courses to M&E staff across all levels (MLD and localities) on data collection, data analysis, report writing, and use of data for decision making;
• Supported the Head of the M&E Unit in liaising across departments and ministries to ensure coordination of M&E programs and data harmonization;
• Developed proposals in response to Requests for Proposals (RFPs) issued by donor agencies, and liaised with donor agencies pre and post proposal submission;
• Developed a TNA protocol including process maps, SOPs and questionnaires;
