Established HSE Regulatory Framework (HSE RF) for Economic Cities

In line with ECA’s endeavor to provide competent and conducive regulations, established ECA’s HSE RF mandating certain essential HSE requirements based on the risks of entities. The framework includes progressive document development and overseeing the implementation. Below mentioned documents are so far developed. “HSE Policy, Framework manual, Incident reporting & investigation mechanism, Fire & life safety systems design and testing commissioning guidelines”.

Technical Authority having Jurisdiction (AHJ) Role over Development

Review and approval of permit applications to ensure all HSE and fire protection requirements are incorporated in the design and execution of the facilities under jurisdiction of ECA with application of national and international codes and standards with reference to HSE and Fire Protection.

Prequalification of and Supervision over works from involved fire & life safety consultant offices

Identifying and correcting the non-compliance of fire & life safety code requirements and review and approvals of waivers for non-complying facilities after ensuring necessary mitigations are in place.

Supporting industrial investors by technical consultancies over non routine critical activities & incident investigations.

Stewardship efforts

Promoting safety culture through regular interactions, networking, site visits, walkthoughs, awareness and trainings.

Project HSE:
Review of Project Specifications, Project Philosophies related to Safety & Loss Prevention field such as Fire Protection Philosophy, Isolation, Emergency Shutdown and Depressurization, Access & egress specifications, plot plan review, 3D model reviews, Hazard identification, Construction safety overview, safety walkthroughs, acceptance of the plants from the EPC contractors, PSSRs as Chairman, Functional test of Fire protection system and fire & gas alarm systems, application and interpretation of Saudi Aramco, PRC and international engineering Standards..
HCIS SAF Compliance Analysis:
Establishment of Safety Management System:
Based on Saudi Aramco SMS, Corporate Safety Management system was established in 2009. It involved drafting Safety management system manuals containing of 12 elements and their expectations. Addressing each element of CSMS, several Corporate Instructions are drafted and launched. These include Work Permit System, LOTO, Management of Change, Job Safety Analysis, Gas Testing, Confined Space Entry, Excavation safety, scaffolding safety, Testing & Inspection of Fire Protection Systems, Emergency Response Plan, Safety Committees, Safety Audits. Self played key role in all the above activities.
Establishment of Corporate Standard for HSE Risk Management through external consultant Risktec. The standard contains the framework of how Risks are supposed to be managed in PRC and address Hazard identification, Risk Assessment, Risk Acceptance criteria, 5X5 Risk matrix of severity and frequency of events, Risk evaluation Risk Mitigation, Process Hazard Analysis, Hazop and Hazid. The corporate standard was rolled out for implementation by conducting series of presentations and workshops.
Evaluation of Corporate Safety Management System by DuPont Sustainable Solutions was conducted in 2010-11. Scope of work was prepared and the technical proposals from the vendors were reviewed to arrive at the contract with DuPont. The evaluation project was closely participated and facilitated by us. The actual evaluation involved field visits, document reviews, interviews with key PRC staff and a web based Safety Perception Survey. The identified gaps were presented to the Management.
Safety Culture and Management System Transformation Project: Worked as a facilitator in different task teams viz. High Performance and Standards, Mechanical Integrity, Incident Investigation.
Safety Performance Reporting: Developed in-house system for incident reporting for various proponents which is based on SAP system. all incidents get reported analyzed and investigated in the system. Trend analysis is done monthly for management reporting. Total recordable case rates are calculated based on the data and presented to different organizations for tracking and improvements.
Developed Safety audit system for PRC: Played key role for drafting the process for three levels safety auditing for PRC.
Day to Day Coverage to Petro Rabigh Plants: Attending Safety Committee Meetings, OME meetings, reviewing of Management of Change proposals, prescribing the method of PHA (HAZOP, Checklist review, What if analysis), attending JSA for critical jobs, work permit audits, safety consultations, snap safety inspections, safety audits, evaluating submitted near miss and safety suggestions, verifying & closing completed fire & safety recommendations, safety recognition.
