The position reports directly to the Head: Security management Unit.
To oversee, Lead, coordinate, manage and have overall responsibility and accountability for the management of the strategic security Divisions of council responsible for the functioning and operation thereby ensuring the delivery of sustained high quality professional services that ensure security and safety of staff, customers and assets as per Security Policy and Safety Act, Internal Control Standards (ICS) and the related Standard Operating Procedures (SOP) and other stipulated practices and standards.
o Render and manage security services and ensure the development and implementation of policies and procedures related to security in the Department.
o Render administration services related to security activities.
o Manage Investigations on security breaches and good knowledge of Security breaches and investigations.
o Manage security operations.
o Perform physical security risk assessments.
o Manage the implementation of the Occupational Health and Safety Act, Program. Fire safety, and contingency plan.
o Liaise with National Intelligence Agency on the security system in the Department.
o Advise on the provisioning of efficient security system.
o Render advice and support to the management on security related matters.
o Drive security awareness programmes and develop disaster management plans in the Department.
o Manage and Coordinate the resources allocated to the office.
o Knowledge of National Information Security Policy. Knowledge of Control of Access to Public Premises and Vehicles Act. Knowledge of security directives (NIA, SAPS, NPA).
• Manage organisation wide forensic audit investigation
• Implements the rolling out audit coverage plan (three year) coverage plans) programs within the area of responsibility and obtain optimum level of assurance council wide.
• Implements projects aligned with combined assurance programme; within area of responsibility.
• Assist council to coordinate efforts executed within the area of responsibility, ensuring clean audit mandate; clean governance and governance administration.
• Manage the provision of information and support committee from the area of responsibility i.e. MPACC, Riskom, Council EXCO and Portfolio Committee, as well as the office of the City Manager.
• Provide inputs to an Audit Methodology/Procedural Manual with specific reference to continuous and security auditing specialisation, as compulsory guidance in ensuring consistent implementation of the audit process in line with standards.
• Conduct forward planning and defining of the functional objectives of the functional intent and deliverables espoused on the council wide strategic framework.
• Determine productive outcomes associated with utilisation and performance of personnel within the area of responsibility.
• Oversee and guide productive outcomes associated with utilisation and performance of resources within the area of responsibility.
• Disseminates functional and operational information on the immediate, short and long term objectives and current applications and constrains.
• Plan and prepare capital and operating estimates for the area of responsibility and controlling expenditure against the approved budget.
• Manages the administrative and reporting requirements associated with key performance and result indicators of the area of responsibility.
The main purpose of this position is to head up the Eskom Rotek and Roshcon Engineering Security Risk Management Department as well as Forensic Investigation Department.
The position had transversal reporting i.e. Service Manager: Risk & Resilience and CEO concurrently and Eskom Group Forensic Department and Group Security Department.
Oversee the safety & security across South Africa and SADC operations is optimally staffed and managed
Participate in security tender design and execution of business case on physical security (Guarding, Electronic security, Control Room operations, Traffic and Access as well as projects security from time to time.. Ensure business continuity to marginalise unnecessary business disruptions related to crime. Physical security is implemented at all Rotek and Roshcon network and cable theft to prevent, restrict and recover security related losses’, Alarms, guards, Fence etc.
Strategically moderate, shape and infuse forensic investigation reports, submit them to Group Forensic Investigation, CEO, Exco for Action on recommendations made
Draft Standard Operating Procedure and Forensic investigation Policy for Security and Forensic services, participate in anti-fraud and corruption awareness campaigns and presentation.
Manage the internal forensic investigations into allegations of unethical conduct, fraud and corruption within the RR.
Manage the investigation of allegations of prosecutorial misconduct. Manage and oversee programmes for detection of fraud and corruption risks in the RR.
• Providing leadership and strategic direction to the Bank Group’s governance and implementation of the security function to ensure the optimal provision of security to the Bank and its subsidiaries, and identifying and managing the risks to the Bank’s operations
• Providing leadership and strategic direction to security operations in support of the regional cash value chain, and liaising with the banking risk management community, high-value asset protection industry and state security agencies on matters relevant to the securing of cash currency and other high-value assets
• Providing a security risk management capability that manages the integrity of staff and contractors, identifying and providing mitigating actions to threats to assets in fixed facilities and while in transit, and providing a situational awareness at executive and operational levels of the Group
• Providing policies and procedures that govern the protection of facilities to ensure the secure storage of cash and high-value assets, while providing a secure environment for currency production and processing
• Developing capable security staff, and providing and maintaining systems and equipment that will facilitate superior performance by security staff in the fulfilment of the GSMD’s and Group’s objectives.

Formulate Safety & Security Department strategies, policies, standards and procedures to regulate safe and sound Teaching, Learning and development and Research business operations. Strategic Plan with strategic objective/goals of the unit.
Oversee the safety & security network, and management to enable a stable campus operational environment and business continuity to marginalise unnecessary business disruptions related to crime. Physical security is implemented at all campuses cable to prevent, restrict and recover security related losses’, Alarms, guards, Fence etc.
Forecast through trends analysis both internally & externally potential risk or threats to the assets and security of the company, employees or customers safety, mitigate the risks, and advice Exco. By continuously studying the areas of crime risks through generated reports, meetings, one is able to identify and curb problems before they can begin by the application of proactive measures to ensure sound security mitigations.
Leverage on key stakeholders engagement to facilitate alignment of expectations, synergies on matters relating to objective.
Oversee the security contracts and service level agreements with service providers ensuring appropriate levels of corporate governance and compliance with terms of reference.
Ensure optimal security intelligence and surveillance systems to manage and control, cable theft, asset vandalism, looting and other opportunistic activities.
Overall management of Protection Services i.e. Security, Investigation, Traffic Administration, A Total of In-house staff complement of 102 and contracted services ranging from access control, alarm monitoring and response, armed reaction.
Management and Coordination of shift security structure system, To lead the Technikon Protection Services Unit towards National and International best practices.
Implement appropriate systems i.e. Alarm monitoring and response, Fire detection system, CCTV Camera Control Room within the Technikon to ensure that there is minimisation of risk relating to safety, security of its employees, visitors and staff and or students and contractors.
Design the unit strategic plan, operational plan and systems ensuring that the Technikon business needs are aligned to provision of adequate emergency and or contingency plans, project identification and management to ensure compliance with all applicable legislation related to Safety, security and or protection services.
Maintain good relations with all relevant internal/external stakeholders to ensure to ensure sound understanding on mutual beneficiary services is supplied to all stakeholders. Drew up, implements a vigorous across campus security, safety policies, procedures of the Technikon Campus Protection services Unit. Provide direction and leadership on all matters pertaining to safety and security including representing the Technikon on high level safety and security committees at Executive management and National level.
Proactively identify any safety and security threats to the Technikon, assess it and or analyse any data on breaches and implement counter measures to ensure that mitigation measures is adequately implemented across Technikon. Design, Drew up and manage the Unit, Budget, human resources and Strategic Plan.
Management and supervision of security and on-going fire related programme: Security, investigation, OH & Safety, security control room and administration. (Document, Physical, personnel and Information).
Management and supervision of in-house security and contracted service provider.
Train and appoint all fire evacuation officers, Chair the Health and safety committee meetings. Appoint first aider per building and ensure that the building is adequately protected against the fire.
Appoint health and safety representatives.
Drew up and implement security policies and procedures in line with Head office directives. Conduct emergency drills and ensure that all staff knows what to do in the event of an emergency situation, site and draft the security tender and site during adjudication. Manage contracted security service providers.
Conduct internal investigations for the department misconduct, crime related and reports issue to NIA Head office and SAPS for further investigation. Attend court, disciplinary hearings. Conduct investigation on fraud/theft corruptions by departmental officials and submit written reports to the Deputy Director
