أيرلندا

نوفمبر 1996 - حتى الآن

I was a founding member of the National Roads Authority's Road Safety Team and worked with the team to develop many road safety initiatives and policies from 1996 to 2014.

I developed the early versions of the current of the national accident database and contributed to the further development of the analytical processes now used to identify trends in collisions, collision clusters and road safety ranking systems.

I was also responsible for identifying for safety improvement opportunities and project managing the design, budgeting and implementation of the identified interventations.

I was a founding member and Chair of the Donegal Road Safety Working Group since 1996. That group which comprises emergency services, professionals and members of the public exists to reduce the incidence and severity of road crashes in County Donegal. Many of the groups local initiatives have been extended out to become part of national policy.

We won a number of national awards for road safety, hosted national conferences and contributed to the development of the national programmes for road safety eduction in primary, secondary and third level colleges.

Initially, the goal was to study road crashes in Ireland, identify the causes and develop suitable counter measures to reduce the number and severity of crashes.

To achieve that goal I developed an national accident database and made it available to the Local Authorities and other government agencies.

Along with others we have developed an number of different crash remedial programmes to implement changes where clusters of crashes have been identified, between 1996 and the present, these change as needs be.

I helped develop, implement and oversee the Road Safety Audit system between 2001 and 2014.

I developed the Traffic and Transport system (TIS) in 2003 and implemented and administered it between 2006 to 2010

The Road Safety Authority was set up in 2006

Between 2006 and 2014 I helped develop the Road Safety Inspections and route treatments, programmes. The methods we developed are now included in EU legislation for Trans European Road Network (TERN).

I qiualified as a civil engineering technician in 1976, did the HNC in 1980 buit always wanted to complete the degree. In 1991, I got a job with a company thay enabled me to undertake the part-time, day relaese, Bachalor's Degree in the Universtiy of Ulster in Jordanstown. The curriculum is the same as that undertaken by the full time students and the exams are the same. I need to stae that because some people imagine there is a difference. If there is, it is that the part time students, such as myself have to hold down a job, pay a mortgage and raise a family while studying in isolation. That said, the course consisted of the typical Civil Engineering degree course. I did well but was not ace, however, for the reasons above I was satisfied with my results and grateful to my wife for her support during those 4 years. Almost immediately after completing the degree I got a post with Donegal County Council which led, one year later to a further post as a graduate engineer in the Road Design Section, which led in turn to my appointment as the first engineer appointed as a Road Safety Engineer, which led directly within months to my secondment to the National Roads Authority which had been founded in 1995 and which was developing a road safety team to help to deliver it's twin goals of "providing a safe and efficient" National Road Network. My whole like since has been a learning and development experience, often at the leading edge of road safety development.
